STATEMENT OF WORK

GATE-Replace Existing 225 kVA Transformer

1.0 Background

The Staten Island Unit of the Gateway National Recreation Area owns and maintains the electrical distribution infrastructure at three non-contiguous sites on Staten Island. The site at Fort Wadsworth requires replacement of a 225 kVA 4160V-120/208 transformer on Battery Road that supplies power to Facilities Management Division (FMD) Buildings and Utilities Complex. This includes FMD administrative space, the STIS Auto Shop, a US Park Police Facility, and a Wild Land Fire Facility that is currently being renovated.

2.0 Scope

The (NPS) is Requires a Licensed Electrical Contractor to supply all equipment, PPE, materials, and labor to remove and replace 225 kVA, 3 phase, 4160V-120/208, pad mounted transformer servicing Buildings 301, 302, 303, and 310 located on Battery Road. The failed transformer shall become the property of the contractor. The contractor shall be responsible for commissioning of the new transformer. All buildings being serviced by the transformer shall be tested for normal operation by the contractor to ensure proper power distribution to the FMD facilities.

3.0 Objectives

The contracting action will restore 3-phase power to all the buildings in the FMD complex.

4.0 Tasks

1. The contractor shall de-energize the transformer at the adjacent ground mount distribution switch.

2. The contractor shall supply all equipment and labor to safely disconnect the primary and secondary power cables connected to the existing transformer.

3. The contractor shall remove the failed transformer from the existing pad. To avoid ground disturbance during this action, the existing transformer pad shall remain in place.

4. The contractor shall inspect load break elbows and terminations on the primary and secondary cables to ensure serviceability.

5. The contractor shall provide all equipment and labor to lift and place transformer on the existing pad.

6. The contractor shall provide all fittings and terminations to connect the existing primary and secondary cables at the new transformer.

7. The contractor shall re-energize the primary power to the transformer.

8. The contractor shall check all buildings to ensure all locations have been returned to correct operations with three phases energized at all locations in the FMD complex.

5.0 Government Furnished Property

No government-furnished property will be supplied.

6.0Service Requirements
6.1Bid Requirements

a. No official Pre-bid meeting is schedule. If a potential bidder would like to visit the job site please contact Scott Daniels at (O) 718-815-4460 or (C) 715-354-7380.

b. Bid packages shall include an electrical trade license.

c. Bid packages shall include 3 past performance references illustrating relevant experience. Relevant experience is defined as work involving repair, installation, modification of primary and secondary power supply.

d. Bid packages shall include a tentative schedule based on equipment lead times.

6.2 Post Award Division 1 Submittals

a) Safety plan:

Safety Plan to include overhead lift procedures for removal and replacement of the transformer.

Safety Plan to include procedure for de-energizing the transformer, proper PPE for employees working around Primary and Secondary power.

c) Certificates of Insurance

6.3 Materials and Equipment Submittals

a) Transformer specifications

b) Any connection hardware specifications for connection of Primary and Secondary power at the transformer.

c) One-year parts and labor warranty on equipment.

d) 3-year limited warranty on equipment.

6.4 Work Requirements

a) All work shall take place between the hours of 7:00 A.M. and 5:00 P.M., Monday through Friday. Weekend shall only be approved with a written request to the COR.

b) All employees shall be in proper PPE including high visibility vests when working near vehicle traffic lanes.

c) Contractor shall not be given access to Government Buildings unless accompanied by an NPS employee.

d) The existing transformer shall become the property of the Contractor. The Contractor shall be responsible for following Local, State, and Federal Guidelines when disposing of the transformer.

7.0 Place of Performance

All contracted work will take place on Fort Wadsworth (FOWA) Battery Road, Staten Island 10305.

7.0 Period of Performance

All work shall be completed within 60 days of issuance of the Notice to Proceed. This Period of Performance can only be modified by the contractor by sending a written request to the COR with supporting documentation for equipment lead time issues.

8.0 Payment

The contractor shall submit a paid invoice for the transformer to receive payment for materials.

Final Payment will be approved when all wok has been accepted by the COR.
