1. Introduction

Indian Affairs (IA) is the oldest bureau of the United States Department of the Interior (DOI).

Established in 1824, IA currently provides services (directly or through contracts, grants, or compacts) to approximately 1.9 million American Indians and Alaska Natives. There are 573 federally recognized American Indian tribes and Alaska Natives in the United States. Bureau of Indian Affairs (BIA) is responsible for the administration and management of 55 million surface acres and 57 million acres of subsurface minerals estates held in trust by the United States for American Indian, Indian tribes, and Alaska Natives. BIA’s mission is to enhance the quality of life, to promote economic opportunity, and to carry out the responsibility to protect and improve the trust assets of American Indians, Indian tribes, and Alaska Natives. IA supports the Bureau of Indian Education (BIE) as it provides education services to approximately 42,000 Indian students. BIE’s missions are to provide quality education opportunities from early childhood through life in accordance with the tribes’ needs to cultural and economic well-being in keeping with the wide diversity of Indian tribes and Alaska Native villages as distinct cultural and governmental entities.

2. Background

The Indian Affairs - Office of Information Management Technology (OIMT) supports the IA internet website and the BIE internet website. OIMT requires use of a web monitoring solution for BIA and BIE to adhere to standards outlined in Section 508 of the Rehabilitation Act, as amended (508), the U.S. General Administration Services Section 508 compliance and the 21st Century IDEA which aims to improve the digital experience for government customers and reinforces existing requirements for federal public websites.

3. Scope

Utilizing Siteimprove and its built-in modules would enable Indian Affairs to improve the IndianAffairs.gov website by providing quality assurance reports, 508 accessibility compliances, website analytics and improving organic search ranking, site monitoring, and Web policy. This is all executed with an unlimited number of users and unlimited number of URLs with everything automated on one platform.

The Quality Assurance module would allow us to monitor IndianAffairs.gov content and media files for broken links and misspellings. We will have the capability of generating reports to send to office content managers to correct content issues. There is also a PDF Checker that scans the entire website for web based PDF documents and reports broken links and accessibility issues. The Accessibility module checks the website against the modern accessibility standards set by the Web Content Accessibility Guidelines (WCAG) 2.0. Thus, ensuring that our website is 508 compliant. Indian Affairs currently does not have a 508 compliance tool in place and relies on annually generated reports from the Department of the Interior. The Policy module can assist the Web Team in creating internet Web standards, ensuring that image sizes, specific document types and general Web standards are being used effectively. The Analytics module gives the Web Team another means other than Google Analytics by which site visitors, site views, traffic source, internal search and behavior can be tracked.

Siteimprove also offers unlimited training and support at no additional cost. Software is automatically updated with latest bug fixes and feature enhancements. Automatic distributed emails eliminate task of distributing alerts. Certification courses are also offered for accessibility compliance to an unlimited number of users.

4. Technical Requirements

The Siteimprove monitoring solution must provide these services for the IA internet website (IndianAffairs.gov) and the BIE internet website (BIE.edu):

Service Description – Quality Assurance (QA) Siteimprove Quality Assurance is a hosted service that crawls your website every 5 days to provide you with an up-to-date overview of quality issues on your website. This allows your web team to work proactively to eliminate typical mistakes such as: Broken links, Misspellings, and Consistency issues

Service Description – Policy Siteimprove Policy allows users to define content policies and monitor whether or not these are followed.

Service Description – Accessibility Siteimprove Accessibility is a service that checks your website against the WCAG 2.0 or Section 508 guidelines.

Service Description – Search Engine Optimization (SEO) The SEO module helps increase Search Engine traffic to your website by showing you technical and content related issues such as: Page Title issues, Header issues, Meta tag issues, and Link text issues

Service Description – Response

Siteimprove Response is a web site monitoring service that keeps you informed about your website’s availability and performance around the clock by monitoring your chosen URL’s every 5 minutes.

Service Description – PDFs Siteimprove Accessibility is a service that checks your website PDFs against Section 508 guidelines. Siteimprove Quality Assurance checks PDFs for broken links and provides inventory.

Service Description –Standard Support This support includes communication with a Customer Success Manager and technical support through the Siteimprove Help Center.

Service Description –Siteimprove Academy The Siteimprove Academy provides online training on topics including web accessibility, analytics, SEO, data privacy, and more. This includes self-paced learning and on-demand webinars.

Access to the services The services described above can be accessed by Customer’s users from http://www.siteimprove.com using their individual logins. Customer can create, edit, and delete users from the online user-interface.
