SCOPE OF WORK

FINAL

Winnemucca District Office McDermitt Fire Station McDermitt, NV

BLM Water Compliance Monitoring Winnemucca District

Bureau of Land Management Nevada

1.0 Project Introduction

Project Name: Bureau of Land Management (BLM) McDermitt Fire Station Water Compliance Monitoring Address:

BLM-Winnemucca District Office 5100 E. Winnemucca Blvd.

Winnemucca, NV 89445

1.1 Location of Facilities

(1) McDermitt BLM Fire Station is in Humboldt County, 51825 Hwy 95 N., McDermitt, NV 89421

1.2 Short Project Description

The intent of this project is to ensure BLM McDermitt Fire Station water systems comply with water quality standards established by the Nevada Division of Environmental Protection (NDEP) in the North Central Nevada District. Although the water system at this facility does not meet the definition of a Public Water System, BLM Manual 9184 requires that the Bureau-operated drinking water systems be operated and monitored as if they are a Public Water System. The Contractor shall sample, analyze, and report results taken at each location in accordance with the monitoring schedule published in the BLM-McDermitt Fire Station Drinking Water Monitoring Plan. All sampling locations are easily accessible. A brief description of the McDermitt BLM Fire Station’s water system follows, and Enclosure 1 includes a map the station’s location.

The McDermitt Fire Station Water System is supplied by a well located at the following coordinates: Latitude 41.961765 degrees; Longitude -117.709713 degrees. It supplies the Fire Station Crew Quarters, Admin Offices, Shop, and Engine Fill Standpipe which are all located within the same fenced compound. Water is distributed with-in the system by combination of pump & pressure tanks in the adjacent pump shed.

The McDermitt Facility generally remains open 12 months of the year unless the workload does not support the site remaining open, therefore months of operation may vary and be reduced during certain years. Should BLM determine to close the facility, shutdown and startup procedures will need to be followed in accordance with the McDermitt Water Monitoring Plan.

Partial Operating Schedule:

· Shutdown procedures – November 1st begin facility closure during short operating years.

· Startup procedures – March 15th begin facility reopening during short operating years.

2.0 PROJECT Requirements

2.1 Scope of Work and Project Summary/Requirements

2.1.1 The Contractor shall perform water sampling and arrange for the sample analyses and reporting of results in accordance with the Code of Federal Regulations, 40 CFR §141.853, and the Nevada Administrative Code, NAC 445A.450 – NAC 445A.459, for the water system described in Section 1.0 of this statement of work. The BLM and the Contractor shall field verify the sampling points at each site prior to the start of work.

2.1.2 Water samples shall be collected in accordance with standard field collection methods for public water supply systems and as approved or as recognized by the State of Nevada and/or the analytical testing laboratory. These protocols include, but are not limited to, using the appropriate container types established for each analyte, ensuring proper preservatives are used in the prescribed quantities as applicable to each analyte, storing samples in an appropriate container at correct temperatures and delivering samples such that required holding times are not exceeded. The transportation and handling of each sample shall be annotated appropriately on a chain of custody form from the point of collection to the point of delivery at the testing lab.

2.1.3 The Contractor shall take monthly samples towards the beginning of each month to ensure timeliness or results and allow adequate time for re-sampling to maintain compliance with standards described in 2.1.1

2.1.3.1 In the event that any analyzed samples are found to be noncompliant with acceptable standards as established by the State of Nevada, the Contractor shall immediately notify the COR. Funding for potential resampling will be included, however BLM approval for resampling is required prior to any action to take, analyze, and report results for supplementary samples to ensure the BLM remains in compliance with monitoring requirements.

2.1.4 In the event the Contractor fails to meet monthly sampling schedule for any reason (e.g. failure to sample for the correct analyte, failure to sample at the prescribed frequency, failure to coordinate site access in accordance with Section 2.3 of this Statement of Work, etc.), the contractor shall bear all costs required to take any corrective actions.

2.1.5 The Contractor shall repair any damage caused by Contractor personnel, to include their Subcontractors, at no cost to the BLM. Repairs shall include any actions required to safety return an affected system to service, such as flushing, disinfection, or sampling.
