About this file

This document is a set of Detailed Specifications for a herbicide application contract for the Goshute area in Nevada. The contract requires the treatment of approximately 2,134 acres for squarrose and spotted knapweed, as well as other noxious weeds. The treatment area includes 881 acres within a Wilderness Study Area where motorized cross-country travel is prohibited. The contractor must use specific herbicide formulations, surfactants, and dyes, and apply the treatments during the September 11th to October 11th timeframe. Equipment, loading facilities, and work crews must be provided by the contractor. The contract also includes stipulations for the use of pack animals, requiring certified weed-free forage and a wait period prior to use on public lands. The associated federal contract opportunity is Solicitation Number 140L3924Q0099 for the "Goshutes Herbicide Treatment" issued by the Department of the Interior Bureau of Land Management Nevada Region.

DETAILED SPECIFICATIONS

HERBICIDE APPLICATION

2024 Goshute Herbicide Weed Treatment

1. Target Species: Squarrose knapweed and Spotted knapweed.

Additional noxious weed species found within the designated contract boundary, and susceptible to chemical intended for use, will also be treated.

2. Treatment Area: 2134 acres including up to approximately 75 acres of streams/have the potential for water present or have gravelly/sandy drainage bottoms and will require the use of both aquatic herbicide and adjuvant (aquatic tank mix). 1,253 acres are located outside of a WSA.

For this project, 881 acres are located within a Wilderness study Area (WSA) where motorized cross-country travel is not allowed; see Remarks and Other Requirements Section.

Treatment areas vary in the amount of noxious weeds that are within the boundary. Actual weed treatments will be less than that of the treatment area itself.

3. Location of Work Site: Project area is located approximately 16 miles southwest of West Wendover, NV. The Legal Description for the treatment area is: T31N R69E, T31N R70E, T30N R69E, T30N R70E, T30N R68E, T29N R69E, and T30N R70E. See Attached Location Maps.

Access to Work Site: Public or private access roads damaged by the Contractor shall be restored, at the Contractor’s expense, to the same condition they were in at the commencement of work.

4. Approximate Performance Period: Period of performance is estimated, and timing of treatments will need to be flexible based on weather conditions during this time in order to maximize the effects on target weed species. The anticipated treatment window for this project is September 11th to October 11th and the Contractor must be available during that time period.

5. Requirements of Equipment to be supplied by the Contractor: Sufficient to meet specifications of the contract.

6. Loading Facilities: Use of any loading area on federal or private land, shall be arranged by and at the discretion and risk of the contractor.

7. Work Crew Requirements: Work crew for handling and mixing of chemical and loading equipment shall be furnished by the Contractor.

8. Requirements of Chemical to be supplied by the Contractor: Herbicide, surfactant, and dye shall be used and selected from the attached lists of Approved Herbicide Formulations and Approved Adjuvants for use on BLM land. Colorant/dye must be visible for 3 days after application.

9.Kind of Chemical: Clopyralid + 2,4-D + surfactant + dye AND Aquatic 2,4-D + Aquatic Surfactant + Dye
Contractor must provide a list of chemicals intended for use with their bid package.

10. Rate of Application:

· Terrestrial Tank Mix: Clopyralid at 16 ounces/acre (0.25 lb ae/acre) + 2,4-D at 16 ounces/acre (0.95 lb ae/acre) + Surfactant + Dye.

· Aquatic Tank Mix: Aquatically approved 2,4-D at 32 ounces/acre (0.95 lb ae/acre) + Aquatically approved surfactant + Dye.

11. Remarks and Other Requirements: Apply the spray solution in properly maintained and calibrated equipment capable of delivering the desired volume. Controlling drift is the responsibility of the Applicator.

Herbicide application will be completed within Wilderness Study Areas (WSA) where motorized cross-country travel is not allowed, as well as treatments along two-track roads, and off-road in upland/rangeland settings where motorized application equipment (UTV/ATV) is allowed. Treatment areas requiring the aquatic tank mix are located in intermittent drainages. Wild horse and burros are known to occur in the area and may be present during time of application.

Project area consists of hills, fan remnants, barrier beaches and several drainages which hold intermittent flowing streams. Terrain varies from relatively flat, 5% drainages to steep hills with 10-30% slopes. Soils are gravelly loams and gravelly sandy loams. Elevation ranges from 4,300 to 7,500 feet.

Dominant vegetation consists of either low growing black sagebrush with mixed perennial bunchgrasses and native forbs or shadscale saltbush, horsebrush, and bud sagebrush shrublands with mixed perennial bunchgrasses and forbs. Annual invasive grasses and annual forbs like cheatgrass and Halogeton are found on site, especially in the low elevation flats east of Highway 93.

The use of pack animals for non-motorized application may be allowed with these additional stipulations:

· During the course of the contract only certified noxious weed free forage will be used for pack animals (horse and mule). It is the responsibility of the Contractor to procure certified weed free forage. Documentation of certification will be provided to COR/PI for inspection prior to use. All forage material must be in compliance with Nevada Department of Agriculture (NDA) and North American Invasive Species Management Association (NAISMA) guidelines. Refer to following website for additional information: http://agri.nv.gov/Plant/Noxious_Weeds/Program_Noxious_Weed_Seed_Free_Certification_Program_Overview/

· Pack animals will have a wait period prior to use on public lands in which they are fed weed free forage. The intent is to allow animals to digest and eliminate potentially viable weed seeds prior to use on public lands. This stipulation is for a minimum of 24 hours; however, actual wait period will be at the discretion of the Government.

· All pack animal related equipment (i.e., transport trailers and saddles) and the animals themselves (i.e., fur) must be free of plant parts and weed seeds prior to on-site arrival.

· Staging areas shall be approved by BLM COR/PI.
