STATEMENT OF WORK

REPLACE ROOF SURFACES FOR MULTIPLE PETERS VALLEY STRUCTURES

DELAWARE WATER GAP NATIONAL RECREATION AREA

PMIS #257129

INTRODUCTION

Delaware Water Gap National Recreation Area is located in the counties of Pike and Monroe in Pennsylvania, and the counties of Sussex and Warren in New Jersey. The Peters Valley School of Craft is located in Sussex County, New Jersey within the Delaware Water Gap National Recreation Area, as displayed on attached map.

SCOPE

Contractor shall provide all labor, materials, equipment and equipment mobilization, tools, supplies, transportation, incidentals, and waste disposal of all debris and used materials to remove and replace the roof of listed structures. For asphalt roof replacements this includes shingles, decking repair, underlayment, flashing, gutters and downspout replacement (where specified at two locations), at locations listed in the WORK REQUIREMENTS Section of the Statement of Work. For metal roof replacements this includes underlayment, anchors, clips, fasteners, metal panels, and flashing. Do not remove bird nests from the buildings unless empty. Remove all insects, wasp nests, casings, etc. Decking and perimeters around buildings should be protected and clear of debris upon completion.

WORK REQUIREMENTS

Building included in this SOW for roof replacement and other repairs are as listed below:

All work performed under this contract shall be done in accordance with applicable local, State, and Federal codes, bylaws and ordinances in effect at the time of this work. Structures identified to be Contributing to Determination of Eligibility (Contributing) for listing on the National Register of Historic Places should complete work consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties.

Angerman House - Contributing

· Remove approximately 1,221 square feet of 3-tab asphalt roof shingle and underlayment felt.

· Replace damaged deck sheathing with 3/4-inch plywood or planking to match.

· Provide and install one layer of self-adhered roofing underlayment to the entire pitched roof deck directly on bare wood substrate, per manufacturers’ requirements.

· Provide and install aluminum drip edge around perimeter of roof area of building (eaves and rakes).

· Provide and install neoprene rubber boots around vent pipes protruding through roof.

· Provide and install step flashing around chimneys and counter flash in chimney mortar.

· Provide and install self-adhering Ice & Water shield at roof eaves.

· Provide and install 1,221 square feet of new roof in accordance with manufacturer's printed instructions. All shingles shall be installed with starter strips on the rakes and eaves of the building perimeter.

· Replace K-style gutters with 215 linear feet of 5-inch, half round gutters and downspouts.

Bevans Cottage 1 (White)

· Remove approximately 842 square feet of 3-tab asphalt roof shingle and underlayment felt.

· Replace damaged deck sheathing with 3/4-inch plywood or planking to match.

· Provide and install one layer of self-adhered roofing underlayment to the entire pitched roof deck directly on bare wood substrate, per manufacturers’ requirements.

· Provide and install aluminum drip edge around perimeter of roof area of building (eaves and rakes).

· Provide and install neoprene rubber boots around vent pipes protruding through roof.

· Provide and install step flashing around chimneys and counter flashing in chimney mortar.

· Provide and install self-adhering Ice & Water shield at roof eaves.

· Provide and install 842 square feet of new roof in accordance with manufacturer's printed instructions. All shingles shall be installed with Starter strips on the rakes and eaves of the building perimeter.

Bevans Cottage 2 (Red)

· Remove approximately 935 square feet of 3-tab asphalt roof shingle and underlayment felt.

· Replace damaged deck sheathing with 3/4-inch plywood or planking to match.

· Provide and install one layer of self-adhered roofing underlayment to the entire pitched roof deck directly on bare wood substrate, per manufacturers’ requirements.

· Provide and install aluminum drip edge around perimeter of roof area of building (eaves and rakes).

· Provide and install neoprene rubber boots around vent pipes protruding through roof.

· Provide and install step flashing around chimneys and counter flashing in chimney mortar.

· Provide and install self-adhering Ice & Water shield at roof eaves.

· Provide and install 935 square feet of new roof in accordance with manufacturer's printed instructions. All shingles shall be installed with Starter strips on the rakes and eaves of the building perimeter.

Hilltop Apartment/Woodworking Shop

· Remove approximately 1,016 square feet of 3-tab asphalt roof shingle and underlayment felt.

· Replace damaged deck sheathing with 3/4-inch plywood or planking to match.

· Provide and install one layer of self-adhered roofing underlayment to the entire pitched roof deck directly on bare wood substrate, per manufacturers’ requirements.

· Provide and install aluminum drip edge around perimeter of roof area of building (eaves and rakes).

· Provide and install neoprene rubber boots around vent pipes protruding through roof.

· Provide and install step flashing around chimneys and counter flashing in chimney mortar.

· Provide and install self-adhering Ice & Water shield at roof eaves.

· Provide and install 1,016 square feet of new roof in accordance with manufacturer's printed instructions. All shingles shall be installed with Starter strips on the rakes and eaves of the building perimeter.

Lloyd House

· Remove approximately 1,402 square feet of 3-tab asphalt roof shingle and underlayment felt from roof and porches.

· Replace damaged deck sheathing with 3/4-inch plywood or planking to match.

· Provide and install one layer of self-adhered roofing underlayment to the entire pitched roof deck directly on bare wood substrate, per manufacturers’ requirements.

· Provide and install aluminum drip edge around perimeter of roof area of building (eaves and rakes).

· Provide and install neoprene rubber boots around vent pipes protruding through roof.

· Provide and install step flashing around chimneys and counter flashing in chimney mortar.

· Provide and install self-adhering Ice & Water shield at roof eaves.

Old Dutch Reformed Church - Contributing

· Provide and install one layer of self-adhered roofing underlayment to the entire pitched roof deck directly on bare wood substrate, per manufacturers’ requirements.

· Provide and install aluminum drip edge around perimeter of roof area of building (eaves and rakes).

· Provide and install neoprene rubber boots around vent pipes protruding through roof.

· Provide and install step flashing around chimneys and counter flashing in chimney mortar.

· Provide and install approximately self-adhering Ice & Water shield at roof eaves.

Valley Brook Farm House Rear Addition - Contributing

· Remove approximately 960 square feet of 3-tab asphalt roof shingle and underlayment felt.

· Replace damaged deck sheathing with 3/4-inch plywood or planking to match.

· Provide and install one layer of self-adhered roofing underlayment to the entire pitched roof deck directly on bare wood substrate, per manufacturers’ requirements.

· Provide and install aluminum drip edge around perimeter of roof area of building (eaves and rakes).

· Provide and install neoprene rubber boots around vent pipes protruding through roof.

· Provide and install step flashing around chimneys and counter flashing in chimney mortar.

· Provide and install self-adhering Ice & Water shield at roof eaves.

· Provide and install 960 square feet of new roof in accordance with manufacturer's printed instructions. All shingles shall be installed with Starter strips on the rakes and eaves of the building perimeter.

· Install 250 linear feet of 5-inch, half round gutters and downspouts.

Congleton Ceramic Shop

· Remove approximately 2,367 square feet of metal roofing and underlayment.

· Repair any uneven or protruding wood shake sheathing.

· Provide and install one layer of underlayment with slip sheet.

· Panels and Trim: Comply with manufacturer's instructions for assembly, installation and erection for weather tight installation.

· Anchor securely in place using clips and fasteners spaced in accordance with manufacturer’s recommendations for design wind load criteria.

· Form seams with manufacturer-approved motorized seaming tool; completely engage panel, clip, and factory-applied sealant in seam.

· Comply with methods and recommendations of SMACNA Architectural Sheet Metal Manual for flashing configurations required.

· Existing pipe penetrations through newly installed panels shall utilize a roof jack boot that complies with Metal Construction Association standards.

· Cut panels neat, square, and true with shearing action cutters. Torch or power saw cutting is prohibited.

· Install flashings on rakes and eaves according to manufacturer's recommended details.

· Sealant Installation: Apply according to manufacturer specifications and SMACNA Architectural Sheet Metal Manual recommendations.

· Provide airtight and waterproof installation.

Valley Brook Farm Barn 1 Rear Addition, Blacksmith Studio - Contributing

· Remove approximately 4,038 square feet of metal roofing and underlayment.

· Provide and install one layer of underlayment with slip sheet.

· Panels and Trim: Comply with manufacturer's instructions for assembly, installation and erection for weather tight installation.

· Anchor securely in place using clips and fasteners spaced in accordance with manufacturer’s recommendations for design wind load criteria.

· Form seams with manufacturer-approved motorized seaming tool; completely engage panel, clip, and factory-applied sealant in seam.

· Comply with methods and recommendations of SMACNA Architectural Sheet Metal Manual for flashing configurations required.

· Existing pipe penetrations through newly installed panels shall utilize a roof jack boot that complies with Metal Construction Association standards.

· Cut panels neat, square, and true with shearing action cutters. Torch or power saw cutting is prohibited.

DEFINITION OF CONTRACT LINE ITEMS

LIST OF CONTRACT LINE ITEMS – BASE BID

Contract Line Item No. 010: Base Bid – Replace Roofs at Angerman House, Bevans Cottage 1 (white), Bevans Cottage 2 (red), Congleton Ceramic Shop, Hilltop Apt/Woodworking Shop, Lloyd House, PV Old Dutch Reformed Church, Valley Brook Farm Barn 1 Addition, and Valley Brook Farm House. Payment will be made at the contract lump sum price.

GENERAL CONDITIONS

Work may be performed Monday through Friday from 7:00AM until 5:00PM, except for federal holidays. No weekend work will be performed unless prior approved by COR and CO.

Contractor shall provide required scaffolding, extension ladders or aerial lifts in order to safely access surfaces included in contract.

Contractor to supply a dumpster on site for any trash and debris from the work being performed. Contractor is responsible for the disposal of refuse and debris in a legal manner at a licensed waste disposal facility.

Keep project areas neat, orderly and in a safe condition at all times. After each day’s work, the contractor shall leave the grounds in fully usable and in unobstructed condition as visitors use the grounds of the area for various activities.

Contractor shall provide suitable signs and barriers, barrier tape or barricades necessary to warn people of and protect people from the operations necessary to complete the work of this contract. Work shall be coordinated with the COR to provide the least impact on park operations and inconvenience to park visitors and employees.

Contractor shall take all necessary precautions to prevent fire during this contract work. Internal combustion equipment shall be located by the Contractor so that exhausts discharge well away from combustible materials. The Contractor shall provide a minimum of one fire extinguisher at each location which is appropriate for each type of fire that could occur on the location.

Material used on this project can be stored on site. Storage lockers can be left onsite during contract.

Contractor shall keep work area neat at the end of each workday and contained through the duration of the job.

Work at jobsite will be scheduled in advance to allow for sufficient notification of staff and partners of potential noise, odor, and traffic interruptions.

SUBMITTALS

Contractor shall develop a binder and electronic file for contracted structures which includes manufacturer’s product information sheets for materials used.

Contractor shall provide manufacturer’s Material Safety Data sheets (MSDS) for all the products used in the work of this contract. These MSDS sheets must contain health and safety information on the product and will serve as guidelines for safe handling and storage of the products during the contract work for each structure file.

DELIVERY AND ACCEPTANCE

After the Government accepts the work of this contract, the Contractor shall submit a letter of warranty which will provide for the materials and labor to repair or correct any defects or problems that might occur within the one-year warranty period following acceptance.

When Contracting Officer determines that the work is substantially complete, he/she will prepare a list of any deficiencies to be corrected before final acceptance and issue a Letter of Substantial Completion. If Contracting Officer determines that the work is not substantially complete, he/she will immediately notify the Contractor in writing, stating reasons. After completing work, Contractor shall resubmit certification and request a new final inspection.

Acceptance will be complete when COR completes a walk-through of the contracted completed award, any punch list items are identified and completed, and required documents are provided by contractor to the COR. After all deficiencies have been corrected, and all submittals are received, a Letter of Acceptance will be issued to the Contractor from the Contracting Officer.

PERIOD OF PERFORMANCE

Work should take approximately 10 months to complete from time of award.

SEASONAL BAT RESTRICTIONS

Contractor will comply with New Jersey Fish and Wildlife Guidelines that apply to roof work during the year if nesting bats are present.

1) If no evidence of bats, the roof work may be done without season restrictions.

2) If just shingle/surface replacement, then the following work dates are recommended:

· April 1-30

· August 1-Oct 15

· October 16 - March 31 (only if there are no big browns overwintering in the buildings) The later end of the fall period is likely better as there's a lower chance of bats still being around, but emergence/surveys would better inform that.

3) If big brown bats are hibernating in the building, then avoid the work from Oct 15 to March 31.

Note: If the bats are not actually being excluded from the building first, it's possible that bats could be unintentionally harmed during the demo/renovation process or that contractors could be exposed to bats while removing old material.

If the timing is somewhat flexible, someone could monitor the colony's activity starting in late July to see whether & how many bats are still emerging at dusk, and the project could start once most or all of them have left for the season (presuming they will). The work could certainly continue past Oct 15 if the bats seem to have left. If the timing is not flexible, the contractors should be aware to be careful and methodical about the demolition, as harm to the bats would be a violation of NJ's Endangered and Nongame Species Conservation Act.

Some monitoring during the project would help you to know if bats are still day-roosting in the building while renovations are being done; you'll want to be careful not to seal them into the roost when the new roof is completed.

SITE VISIT

A site visit is encouraged so that potential bidders are aware of the location and conditions of the work requirements. Site visits can be scheduled.

SAFETY & COMPLIANCE

The contractor shall submit a written Accident Prevention Plan that complies with the Ooccupational Safety and Health Act (OSHA), 29 CFR 1910, and state, local, safety, laws.

The contractor shall comply with pertinent Environmental Protection Agency laws and regulations.

The contractor shall immediately report to the Contracting Officer and COR, all accidents resulting in employee injury or death or damage to property while performing this contract.

PROTECTION OF PROPERTY

Contractor shall exercise caution and care to prevent unnecessary conflict with, or potential hazards to road users, NPS employees, or park visitors. The Contractor shall be held liable for any damage caused by his personnel or equipment to any existing structures such as buildings, landscape, bridges, culverts, signs, guardrails, or any other Government infrastructure or property. Repair or replacement to these structures shall be at the Contractor’s expense. The Government shall not be liable to loss, damage, or destruction of equipment furnished by the Contractor.

INVOICING AND PAYMENT

Invoices must be submitted via the current electronic (IPP) government online payment system plus one copy to COR via email. Contractor must be registered and remain current in sam.gov. Invoices may be submitted for payment when work is completed and inspected by the COR.

SPECIFICATIONS

ASPHALT SHINGLE ROOFS

Product

· Certain Teed XT™ 30 IR (Impact Resistant) Shingles or approved equal.

· Three-tab, flat shingles that meet UL 2218 Class 4 Impact Resistance.

· Slate or medium gray color subject to COR approval.

· Apply CertainTeed Winter Guard Waterproofing Shingle Underlayment or approved equal.

· Shingles with a fiber glass mat base.

· Ceramic-coated, mineral granules are tightly embedded in carefully refined, water-resistant asphalt.

· Shingles with self-sealing adhesive.

· Weight/Square (approx.): 230 lbs.

· Dimensions (overall): 12" x 36"

· Shingles/Square: 80 Installation

· Roof Deck - Apply shingles to minimum 3/8" thick plywood, minimum 7/16" thick nonveneer or minimum 1" thick (nominal) wood decks or match existing sheathing. The plywood or non-veneer decks must comply with the specifications of APA-The Engineered Wood Association.

Ventilation:

· Use continuous ridge ventilation (using CertainTeed Ridge Vent products or approved equal).

Valleys:

· Valley liner must be applied before shingles. Closed-Cut valley application method is recommended, using CertainTeed Winter Guard Waterproofing Shingle Underlayment, or approved equal, to line the valley prior to being fully covered by the shingles.

Underlayment:

· On slopes 4" per foot or greater, use one layer of CertainTeed Diamond Deck Synthetic Underlayment, Roofers’ Select High-Performance shingle underlayment, or approved equal shingle underlayment meeting ASTM D226, D4869 or ASTM D6757.

· Corrosion-resistant drip edge should be placed over the underlayment at the rake and beneath the underlayment at the eaves.

· Fastening: Four nails are required per shingle, located 5/8" above the top of each cutout and 1" and 12" in from each side of the shingle. They must be of sufficient length to penetrate into the deck 3/4" or through the thickness of the decking, whichever is less. Nails are to be 11 or 12-gauge, corrosion resistant roofing nails with 3/8" heads.

Application:

· Install Roof material according to manufacturer’s specifications

· Apply using Six-Course, 6" Stepped-Off Diagonal Method found on each bundle of shingles. These shingles may also be applied using the 5" Stepped-Off Diagonal Method, or the 6" Offset, Single-Column Vertical-Racking Method. For Class 4 impact resistance, XT 30 IR shingles must be applied according to the instructions indicated above, in a new roof or tear-off application, and not by "roofing-over" existing shingles.

Flashing:

· Use corrosion-resistant metal flashing with color to match fascia.

Hips and Ridges:

· Use XT 30 IR impact resistant roofing shingles of the same color for capping hips and ridges.

WARRANTY

· Product must carry a 30-year limited transferable warranty to the consumer against manufacturing defects.

· Openings 6 inches and larger: Shop fabricate and reinforce to maintain original load capacity.

· Openings less than 6 inches: Field cutting is acceptable.

· Where panel or trim may come in contact with dissimilar metals or treated lumber, fabricate transition to facilitate drainage and minimize possibility of galvanic action. Galvanic action can cause panels and trim to fail prematurely.

· At points of contact with dissimilar metal or treated lumber, coat panel and trim with protective paint or separate materials with a weatherproof underlayment.

· Direct contact or run-off from CCA, ACQ, CA, or other treated lumber (outdoor wood) or fire retardant impregnated or treated wood shakes or siding can cause panels and trim to fail prematurely.

· Install trims, flashings, and roofing specialties according to manufacturer's recommendations.

· Sealant Installation: Apply according to approved shop drawings and SMACNA Architectural Sheet Metal Manual recommendations.

· Provide airtight and waterproof installation.

GUTTERS

Product Single Bead, 5-inch, Bead Half Round Gutter Fascia bracket mount 4-inch downspout 24 ga. Kynar Finish Steel

Application Contractor shall supply and install 5” inch half round galvanized gutters and 4” inch round galvanized down spouts according to manufacturer’s specifications for the installation.

Gutters & Downspouts to be 24-gauge galvanized metal.

The number of downspouts and locations shall be determined by the gutter length according to industry standards.

Contractor shall install the gutter system according to the manufactures recommendations.

Note: Contractor shall not install downspouts in front of any windows.

Contractor shall not install any downspouts on to the concrete walks at the building entrances.

Contractor shall insure that the fasteners used for the gutters and down spouts are of the manufacturer’s specifications.

Gutters and downspouts to be factory primed and painted to match existing fascia color. (White) Primer and paint shall be of manufactures specifications, for the painting of the gutters and down spouts.

Contractor shall supply and install 4-inch round, 90-degree, 26-gauge elbows at the bottom of all downspouts on to concrete splash blocks.

Contractor shall supply and install concrete splash block pads under all downspouts.
