About this file
This Statement of Work (SOW) details a cheatgrass treatment project for Browns Park National Wildlife Refuge in northwest Colorado for 2025. The project involves applying Rejuvra herbicide to 580 acres of cheatgrass-invaded lands in Zone 5, located west of the Swinging Bridge on the south side of the Green River, between July and September 2025. The treatment aims to control cheatgrass invasion while minimizing environmental impact, with specific requirements including avoiding herbicide drift, protecting native habitat and cryptobiotic soil crusts, and preventing the introduction of non-native seeds.
Key specifications include using Rejuvra herbicide at a rate of 5 oz/acre without surfactant, with potential supplemental use of Plateau herbicide at 6 oz/acre with methylated seed oil. The contractor must provide spring and fall summary reports with GPS maps, daily herbicide logs, and project data. Operational constraints include using only high-clearance 4x4 vehicles, avoiding off-road driving, and taking precautions to protect the sensitive ecosystem. The project area borders Utah and is near Wyoming, with zone boundaries adjacent to CO State Land Board and Bureau of Land Management properties.

2025 Cheatgrass Treatment Statement of Work
Browns Park National Wildlife Refuge is in northwest Colorado; it shares a border with Utah and lies approximately 10 miles south of Wyoming. The project area occurs in designated zones; some of which share boundaries with the CO State Land Board, BLM Little Snake Office (CO).
July 9 – September 6, 2025
- Apply Rejuvra herbicide to 580 acres of cheatgrass invaded lands, as specified by Refuge staff.
Rejuvra application shall occur before cheatgrass seeds germinate and optimally when rain is forecasted within several weeks of application. Plateau herbicide may also be necessary for zone 3, either alone or as a mixture with Rejuvra. This will depend upon cheatgrass density and/or development in that zone and will be decided upon by Refuge staff. Browns Park NWR will provide all herbicide for the project.
* Listed dates are approximate ranges for herbicide application. Exact application dates and locations may depend upon local weather, plant growth and/or dormancy, and final approval from refuge staff. Local environmental conditions (e.g., snow cover, wind, rain, etc.) may reduce the number of possible application days within these specified date ranges.
Zone 5 July – Sept: Rejuvra
This zone is approximately 580 acres and is located west of the Swinging Bridge on the south side of the Green River. Exclude spraying the 3 study plots (50m diameter) within the unit. Hazards may include power lines, variable terrain, noxious plants, and wildlife. Vegetation is mainly composed of sagebrush, greasewood, native grasses and forbs, with some mature cryptobiotic soil crust.
Cheatgrass invasion is moderate and it is critical not to introduce seeds from cheatgrass or other invasive species into this habitat. This route is restricted to high-clearance, 4x4 vehicles. The fastest and most reliable route across the Green River is the Swinging Bridge, which is 8’ wide. The northern boundary of this zone follows the Green River, the southern boundary runs adjacent to Bureau of Land Management property, and the east boundary abuts to the CO State Land Board property. As such, special care shall be taken to avoid herbicide drift into these areas or off Refuge lands.
* Zone boundaries are general guidelines based on previous sampling efforts. Updated maps of cheatgrass invasion may necessitate adjustment of target areas. Final polygons decided upon by refuge staff and contractor.
Herbicide Specifications
Rejuvra (Indaziflam) o Application rate of 5 oz./acre.
o No surfactant.
Plateau (Imazapic) o Application rate of 6 oz./acre.
o Surfactant is methylated seed oil

Project Requirements
- Provide spring and fall summary reports which include GPS maps of the completed treatments, total acres treated per zone, daily herbicide logs, and summarize total herbicide applied per zone and per season. Also include any data pertinent to the project (e.g. local temperature and wind speeds).
- Contractor shall comply with Rejuvra and Plateau label requirements for herbicide application and recommendations to avoid herbicide drift onto non-Refuge lands, surface waters, or to sensitive non-upland habitats as specified by Refuge staff.
- Maximize efficiency of herbicide application to reduce impact upon the habitat and expedite the treatment time to fit within the specified ranges. To preserve the quality and integrity of the native habitat, avoid treading on sensitive cryptobiotic soil crusts or disturbing patches of pristine native habitat. Soil crusts can take decades to recover after disturbances and provide valuable natural protection against cheatgrass invasion. Extra care should be taken when the ground is muddy due to a recent rainfall or snowmelt.
- Take preventative measures to avoid carrying non-native seeds into the Refuge via clothing and shoes, herbicide equipment, vehicles, etc.
- To protect habitat, the Refuge does not allow vehicles to drive off-road.
