Replace Five Vehicular Access Gates at VICK

Introduction:

Vicksburg National Military Park (VICK) is comprised of several discontinuous units related to the US Civil War, including:

· The Campaign For Vicksburg: For 18 months Union and Confederate Forces engaged each other all through the region as they positioned for control of Vicksburg.

· The Siege of Vicksburg: For 47 days, the Union General US Grant held the Confederate Army and city of Vicksburg under a hard and brutal siege.

The multiple sites are managed under one administration and are located in and around a 40-mile radius surrounding Vicksburg, Mississippi. Sites related to the Campaign for Vicksburg include the Port Gibson Unit (Shaifer House), Raymond Unit (Battle of Raymond), and Champion Hill (Crossroads and Coker House). The Siege of Vicksburg sites include the main battlefield and National Cemetery within the City of Vicksburg, Pemberton's Headquarters, Louisiana Circle, Navy Circle, and the USS Cairo.

Because of the integrity of the resources, Vicksburg National Military Park, the USS Cairo, and the National Cemetery are listed on the National Register of Historic Places. In addition, the engines and boilers of the USS Cairo are Historic Mechanical Engineering Landmarks, and Pemberton's Headquarters has been designated as a National Historic Landmark.

Objective:

This contract is to make operational five (5) vehicular access gates at Vicksburg National Military Park. All existing gates are in various states of disrepair. Gates moderate vehicular access into the park during operational hours.

Scope:

1. Contractor shall provide all material, equipment, parts and labor required to perform all of the work of this contract.

2. All equipment, material and waste removed or generated by work of this contract shall be properly disposed of offsite by the contractor.

3. Contractor shall verify the quantity of materials needed to complete the task identified in this statement of work (SOW).

4. Contractor shall provide a work site and environment that is safe for employees, for visitors to the Park, and NPS staff. The work area shall be cordoned off (if necessary) and secure.

5. Contractor shall leave the worksite clean and free of construction debris.

6. All work shall be performed Monday through Friday from 8:00 am until 4:00 pm. No work will be performed on weekends or federal holidays without prior approval.

7. Contractor and employee parking and equipment storage areas will be designated by the Park. No company signs shall be installed on government property. Smoking and eating shall be performed in areas designated by the Park. Employees shall wear appropriate clothing at all times.

8. Contractors shall notify NPS staff of scheduled site visits to ensure access to secure areas.

9. The Davis-Bacon Act applies for this contract.

Specific Requirements:

· Visitor Center Entrance Gate

· Replace gate operator with All-O-Matic SL90 gate operator (or approved equivalent)

· Replace Linear keypad

· Add photo eye

· Add safety edge

· Add loop detectors

· Perform annual maintenance (see below)

· Visitor Center Exit Gate

· Replace gate operator with All-O-Matic SL90 gate operator (or approved equivalent)

· Install new loop detectors

· Replace Linear keypad

· Replace keypad wire across drive

· Add photo eye

· Add safety edge

· Perform annual maintenance (see below)

· USS Cairo Gate (leading to Cairo)

· Replace gate operator with new All-O-Matic SL90 gate operator (or approved equivalent)

· Add new photo eye

· Add new safety edge

· Replace Linear keypad

· Replace keypad wire across drive

· Cut in new loops as needed

· Add loop detectors

· Perform annual maintenance (see below)

· USS Cairo Gate (leading to Fort Hill)

· Perform annual maintenance (see below)

· Howe Lane Gate

· Remove existing double swing gates and posts. Replace with new gates built to the same design and span of opening (double swing gates)

· Automate with All-O-Matic SL90 gate operator (or approved equivalent)

· Add photo eye

· Install three (3) loops and loop detectors for safety and free exit

· Install linear keypad on pedestal

· Perform annual maintenance (see below)

NOTE: At a minimum, annual maintenance shall include lubricating all 'friction' areas per manufacturers recommendations (all pieces should move freely between allowable limits), inspection and testing of all electrical and mechanical devices per manufacturers recommendations for allowable tolerances (Ohms), and report out of tolerance devices to NPS.

Period of Performance:

120 days after Award Safety:

All work performed on government property will be accomplished in accordance with OSHA, EPA, Federal, State and local regulations and requirements. Prior to starting work on government property, the contractor will submit to Vicksburg National Military Park (VICK) for approval a copy of their company safety plan pertaining to this particular contract. Although not all inclusive, the safety plan must address at a minimum the following areas:

a) Confined space operations (if required)

b) Heavy equipment operations (if required)

c) Public/visitor safety (barriers/signage, etc…)

d) Traffic safety plan (if required)

e) Trenching/sloping of soil

f) Personal protective equipment to be used

g) Hazardous materials (HAZMAT) to be used

a) Copies of Safety Data Sheets must be provided to CARI

b) Storage of HAZMAT

h) Emergency response protocols

i) Personnel training requirements

j) OSHA DART rate

a) OSHA 300A Summary for the last three years

Contractor shall use “green” products whenever possible and all HAZMAT must be pre-approved for use by the VICK Collateral Duty Safety Coordinator. The contractor will be responsible for the safety and security of the site to ensure unauthorized personnel (park visitors & employees) do not enter the construction area.

Security & Work Hours:

Contractor shall only perform this work during normal operating hours, Monday through Friday (8:00am – 4:00pm), unless approval is given by Park.
