JEAN LAFITTE NATIONAL HISTORICAL PARK & PRESERVE

Statement of Work

Acadian Cultural Center and Prairie Acadian Cultural Center Custodial Services 1.0

GENERAL

The Acadian Cultural Center in Lafayette (ACC), part of the Jean Lafitte National Historical Park and Preserve, tells stories of the origins, migration, settlement, and contemporary culture of the Acadians (Cajuns) and other area groups. Ranger programs, films, exhibits, and events share a variety of local traditions, including music, story-telling, dance, and food, and explore the mysteries of the Atchafalaya Basin, Louisiana’s wildest place.

The Prairie Acadian Cultural Center (PACC), part of the Jean Lafitte National Historical Park and Preserve, mission is to interpret the cultural and natural history of the region and to make that history accessible to the local communities.

2.0

SCOPE

It is the intent of this services contract to provide professional, proficient, and effective custodial care of the Acadian Cultural Center (ACC) and Prairie Acadian Cultural Center (PACC) buildings and grounds.

3.0

REQUIREMENTS

1. The contract will be for one base year with the possibility of extending services up to four additional years. Refer to Section #14 (Contract Bid Schedule). This contract shall be a firm fixed-price, annual lump sum.

2. The Contractor shall furnish all supervision, labor, materials and equipment necessary to accomplish the work of this contract. To include ALL paper products and soaps needed to replenish all dispensers.

3. The contractor shall follow all the Park’s policies, procedures and guidance regarding performing work activities on federal lands.

4. The services shall be provided at:

a. Acadian Cultural Center, 501 Fisher Road, Lafayette, LA

b. Prairie Acadian Cultural Center, 250 Park Ave, Eunice, LA

5. Custodial services shall take place within the interior of the visitor center building, to the exterior of the visitor center building, and to the associated exterior walkways, steps, pathways, benches, and all other apparatuses associated of the ACC and PACC visitor center buildings. Which are approximately 15,296 Square Feet (ACC) and 12,365 (PACC) Square Feet in area.

4.0

WORK TO BE PERFORMED

Contractors shall use industry standards or better concerning the use of materials, equipment and methods specific for each task.

1. Custodial Services

a. Unless otherwise stated, custodial and janitorial services shall be performed on:

· Twice Weekly (Tuesdays and Fridays) for Acadian Cultural Center.

· Once a week (Fridays) for the Prairie Acadian Cultural Center.

b. Services to be provided to all areas of the facility:

· Empty trash cans and recycling bins and install new liners as needed.

· Clean surfaces of trash receptables and deodorize.

· Remove all insects, webs, or nests from building or public areas.

c. Services to be provided outside:

· Remove all leaves, debris and litter from walkways, entrances, and parking areas.

· Remove any graffiti found that can be removed with a commercial cleaner.

· Clean benches.

d. Services to be provided within all office areas, conference rooms, hallways, corridors, entrance lobby, display areas, theater, and museum:

· Dust and wipe clean all furniture, tables, chairs and furnishings.

· Vacuum and spot clean all furniture, tables, chairs and furnishings.

· Clean doors and door hardware.

· Spot clean walls, ledges, blinds, moldings, and switch cover plates.

· Dust mop and wet mop all tile or masonry floors.

· Dust mop and damp mop all hardwood floors.

· Clean and disinfect water fountains.

· Thoroughly clean all interior and exterior window surfaces and ledges of the main entrance lobby area and exit doors.

e. Services to be provided within all restrooms:

· Clean and disinfect all surface counter tops, sinks and plumbing fixtures.

· Clean and disinfect commodes, urinals, partitions, showers, shower curtains, ceiling fans, hand dryers, and soap dispensers.

· Clean and disinfect ceramic walls, spot clean non-ceramic walls.

· Sweep floors and wet mop with disinfectant.

· Replenish hand soap, paper towels, toilet paper, and deodorizer as needed.

· Clean all mirror glass surfaces.

· Clean and polish bright metal hardware, fixtures, and accents.

· Water mixed with a mild disinfectant shall be poured in floor drains once per week to create a trap seal and a pleasant odor.

f. Services to be provided within all break rooms and kitchens:

· Clean all chairs and tables.

· Sweep floors and wet mop with disinfectant.

· Clean and disinfect metal doors, wood cabinets, and associated hardware.

· Clean and disinfect all surface counter tops, sinks and plumbing fixtures.

· Replenish hand soap, paper towels, and deodorizer as needed.

· Clean and disinfect microwave and exterior of refrigerator.

2. Glass Cleaning

a. Minimally twice a year (April & October), thoroughly clean all interior and exterior glass surfaces of all windows within entire buildings.

3. Carpet Cleaning

a. Minimally once a year (April), all carpeted areas will be thoroughly cleaned and shampooed.

5.0

WORKING HOURS

Available Work Hours: Monday-Friday, 9:00 a.m. - 3:30 p.m. only. A proposed service schedule shall be developed by the contractor and approved by Contracting Officer's Representative (COR) prior to any services being performed. No work shall be performed during observed Federal Holidays.

The ten (10) Federal Holidays observed are:

· New Year’s Day - January 1st

· Martin Luther King's Birthday - 3rd Monday in January

· Presidents Day - 3rd Monday in February

· Memorial Day - Last Monday in May

· Independence Day - July 4th

· Labor Day - 1st Monday in September

· Columbus Day - 2nd Monday in October

· Veterans Day - November 11th

· Thanksgiving Day - 4th Thursday in November

· Christmas Day - December 25th

6.0

SAFETY REQUIREMENTS

1. The contractor will enforce an effective accident prevention program and provide for a safe and healthful environment for all contractor employees.

2. The contractor and their employees will comply with all Occupational Safety and Health Administration (OSHA) standards at all times.

3. The contractor is responsible for helping safeguarding the project site as work is being performed. Appropriate signs, warning devices, and barriers shall be used as appropriate to protect the public, government and contractor employees.

4. The Contractor shall ensure that all reasonable precautions are taken to protect the public in the areas where work is being performed.

5. The Contractor shall immediately report to the COR any potential hazards found by his employees on the project.

6. The Contractor shall not allow any persons, except employees, into work areas that are not otherwise open to the public; nor shall the Contractor transport in Contractor work vehicles any persons, except employees, during times the Contractor is on the project performing work under this contract.

7. The Contractor shall use Job Hazard Analyses (JHA’s) as one of many tools to insure the safe performance of work. It is the Contractor’s responsibility to prepare the JHA. A JHA must be prepared by the Contractor and approved by the COR for each major work task of this contract, prior to the Contractor performing the work.

8. Prior to performing work with inherent hazards, the Contractor shall conduct a safety meeting and review the approved JHA with those employees who will be performing the work. The Government may request advanced notification of the time and date of the above JHA Tool Box safety meeting for Contractor employees, so that the Government may attend such reviews. A copy of the approved JHA’s shall be available at all times to workers at the job site and a copy shall be provided to the Government.

7.0

ACCIDENT REPORTING

1. All reportable accidents, which are those resulting in death, occupational disease, traumatic injury to employees or the public, fires, and property damage by accident in excess of $100, shall be reported to the Contracting Officer and COR immediately. Within 7 days of a reportable accident, the contractor shall fill out and forward to the Contracting Officer an Accident/Property Damage Report (Form CM-22).

2. If the Government determines that the Contractor did not use reasonable care for Government property and caused damage to or loss of said property, the Contractor shall repair the damage or replace the property, at no cost to the Government. If the Contractor fails or refuses to make such repairs or replacement, the Contractor shall be liable for the cost, which will be deducted from the contract payment.

8.0

PHYSICAL SECURITY

1. The contractor shall cooperate with Government personnel in safeguarding Government facilities and property.

2. The contractor will secure all doors or gates given access to after the completion of contracted work activities.

3. The contractor shall be responsible for reporting to the COR all acts of vandalism, larceny, pilferage, or any other damage that is discovered. Reports shall be made no later than within 24-hours after discovery. Notification must be made via telephone or in person and followed-up in writing.

9.0

ENVIRONMENTAL PROGRAM

1. The Contractor shall comply with all Federal, State, and local laws, regulations and standards regarding environmental protection.

2. The Contractor shall conduct all contracted activities in a manner to prevent contamination of Government land and property.

3. The Contractor shall ensure all lubricants, petroleum products, cleaning materials, or any other hazardous substances are not spilled, leaked or disposed of on Government property.

4. The contractor shall dispose of all hazardous substance in accordance with environmental regulations.

5. If spills or contamination occur, the Contractor shall be responsible for cleanup and any associated costs in accordance with Federal, State and Local Law. Such spills shall be reported to the COR immediately.

6. The Contractor shall identify all hazardous waste associated with conducting required work items, and properly label, handle, and dispose of such waste in accordance with applicable regulations.

7. The Contractor shall address hazardous materials and hazardous waste on a Job Hazard Analysis form prior to commencing work contained within this contract.

10.0

CONDUCT OF CONTRACTOR EMPLOYEES

1. All contractor employees and subcontractors performing work under this contract shall conduct themselves in a professional and safe manner at all times.

2. Continued or egregious unprofessional or unsafe behavior will be grounds for the permanent removal of the individual from performing work under this contract, as determined by the COR.

3. The contractor shall permanently remove from service under this contract, as described above, individuals whose behavior has been determined by the COR to be contrary to the public interest or inconsistent with the best interests of the NPS.

4. The CO or the COR may require the Contractor to immediately remove from the work site any employee or subcontractor who is incompetent, endangers persons or property, or whose physical or mental condition would impair their ability to satisfactorily perform the work. Notification to the Contractor will be promptly made in writing if time and circumstances permit. Otherwise, notification will be verbal and confirmed in writing as soon as possible.

5. All criminal activity or conduct unbecoming resulting in the dismissal of an employee by the contractor shall be reported to the COR.

6. No such removals of contractor employees as described above will reduce the contractor's obligation to perform any of the work required under this contract.

7. Contractor personnel shall not smoke inside government buildings, or within 50 feet from an entrance to government buildings. The use of e-cigarettes is also included in this restriction.

11.0

IDENTIFICATION OF CONTRACTOR EMPLOYEES AND VEHICLES

1. The contractor shall furnish their employees that are performing work under this contract with a uniform shirt and outer garments that include the company's name as identification. Contractor employees shall wear company identifying clothing at all times when performing work under this contract. Any subcontracted work shall follow the same guidelines, whereby the subcontracted company's employees shall also have company identifiable clothing worn at all times while performing work on NPS property.

2. All contractor owned vehicles that are to be used while perming work under this contract shall have the company's name prominently displayed in not less than two inch letters on the outside of both front doors of each vehicle in such a manner as to provide a readily visible means of identification.

12.0

DAMAGE OR LOSS OF CONTRACTOR’S SUPPLIES AND PROPERTY

The Contractor shall be responsible for taking action necessary to protect Contractor and their employee property from loss, damage or theft. Government assumes no responsibility for loss, damage, or theft, of the above. All incidents of theft (or suspected theft) of contractor materials, supplies, or equipment from the government facility shall be reported to the COR.

13.0

QUALITY CONTROL PLAN

After contract award and before the work is to begin, the contractor shall submit for review, a Quality Control Plan. The COR will review the proposed plan. If the plan requires any revisions o corrections, the Contractor shall re-submit the Plan within 10 days after notified of corrections needed. The contractor shall provide a detailed description of the plan and the procedures that will be used to monitor and record work performance and enforcement of standards. The plan shall describe all qualitative and quantitative methods to be used.

14.0
