STATEMENT OF WORK – SERVICES
Project Title – Online Public Relations Tools for the Office of Communications, BLM Colorado State Office
Purpose –The primary goal of this acquisition is to provide BLM Colorado State Office’s communications staff a suite of online public relations tools to streamline execution of internal and external outreach.
Background – What BLM relays to the public must be accurate, expeditious, and defensible. With the speed of which news is delivered and accessed, it can be cumbersome to reach and keep the attention of our internal and external audiences. Maintaining interest in the BLM story is an ongoing process and it is paramount to have the tools necessary to stay on pace. BLM Colorado’s Office of Communications is currently under contract with Meltwater for the services outlined in the Scope of Work below. The services have made internal and external outreach very efficient.
BLM Colorado’s Office of Communications seeks to enter into a single contract with services that will automatically update our contact database and serve as the hub for internal and external distribution of both press releases and news clips. Additional services sought for the contract include comprehensive social media monitoring. Having the ability to track metrics for reporting and to anticipate negative responses to land use decisions or controversial initiatives will give BLM Colorado critical insight and preparedness for planning public meetings. Personnel from BLM Colorado’s Office of Law Enforcement and Security have supported the use of robust social media monitoring tools to ensure public and employee safety. All services should be accessible on mobile devices. Continuity for efficient time management and labor costs savings from executing the tasks indicated in the Scope of Work are benefits that would result from award of contract.
Scope of Work – The contractor shall provide a turn-key online platform for the following services: 1) Media Contact Database Management and Press Release Distribution; 2) Social Media Analytics and Reporting; and 3) News Clip Compilation. The contractor will work with BLM Colorado Public Affairs Specialists to customize the interfaces of each service.
Period of Performance – The base Period of Performance will be 12 months from the date of award, with four option years built into the contract.
Evaluation Criteria and Award Basis – Potential contractor must be able to provide all three services indicated in the Scope of Work through a singular platform.
Location – BLM Colorado State Office
Government Furnished Information – The government will furnish the contractor with our current lists of contacts to incorporate into the contractor’s contacts management database.
Deliverables – Access to these services will be given to all public affairs staff in the state.
Quality Assurance Plan – The contractor shall also provide unlimited training and consultancy throughout the duration of the contract.
Point of Contact Information – Brittany Sprout, Public Affairs Specialist
