WICHITA MOUNTAINS WILDLIFE REFUGE INDIAHOMA, OK
WASTE COLLECTION AND DISPOSAL 2021
STATEMENT OF WORK
PART 1: GENERAL
A. SUMMARY:
1. Background: In order to provide the visiting public with clean recreation areas, waste collection containers must be placed at 10 locations and serviced according to the following.
2. Description of Work: The work shall consist of all labor, supervision, equipment, supplies, and materials to complete the following work items at the Wichita Mountains Wildlife Refuge, Indiahoma, OK.
a) The contractor shall, as an independent agent and not as an employee of the government, provide all materials, equipment, and labor, unless otherwise stated as government provided, furnish refuge collection and removal services:
(1) The contractor shall provide all metal containers, which will be front load six (6) cubic yard non-stackable slant containers, with automatic locking/release poly-lids.
(2) All materials collected from containers must be removed from refuge lands.
(3) Container lids must be closed after each container is emptied.
(4) Containers will be emptied on Tuesday of each week between the hours of 8:00 am and 4:30 pm.
(5) All waste material in the general area of the containers, or which spills out of the containers during emptying, will be picked up and removed from the site.
(6) Containers with damaged or broken lids, rusted out bottoms, etc., or in need of maintenance will be repaired within one (1) week after the damage is noted or the Contracting Officers’ Technical Representative (COTR) notifies the contractor.
(7) All containers will be steam cleaned and painted during the period of December 1st through March 28th, and at other times as deemed necessary by the COTR. Steam cleaning and painting will not be allowed on refuge property.
(8) All containers will be maintained and placed in locations designated by the COTR.
(9) All gates opened by the contractor or their employees shall be closed and locked when leaving each site.
(10) Government furnished property under this contract will consist of keys issued to access waste collection container sites.
3. Location: Work is located on the Wichita Mountains Wildlife Refuge, located approximately 12 miles northwest of Cache, OK. The exact locations are as follows:
(1) Year-round Operation– May 1, 2021 through April 30, 2022, the minimum number and type of containers to be provided by the contractors shall consist of twelve (12) front load, six (6) cubic yard non‐stackable slant containers with automatic locking/release poly‐lids in the following areas:

(2) Seasonal Operation – May – October and March-April, additional containers to be provided by the contractors shall consist of eight (8) front load, six cubic yard non‐stackable slant containers with automatic locking/release poly‐lids in the following areas
· Doris Campground – 3
· Boulder Cabin – 1
· Locations TBD – 4
(3) As-needed Operation – Additional containers to be provided within three (3) days of request from the COTR to be provided by the contractors shall consist of front load, six cubic yard non‐stackable slant containers with automatic locking/release poly‐lids. No more than three (3) containers will be requested at a time and will be kept on site for up to one week unless otherwise requested by the COTR.
(4) Special or Pre-Holiday One Time Service – Additional service to empty containers within one (1) business day of request from the COTR to be provided by the contractors. No more than three (3) containers will be requested to be serviced at a time.
4. Site Visit: Contractors are encouraged to visit the project site and inspect existing conditions prior to submitting proposals. The WMWR POC is Amber Zimmerman, Deputy Refuge Manager at amber_zimmerman@fws.gov.
5. Period of Performance: Service is required for the fiscal year 2021 beginning May 1, 2021, ending April 30, 2022, and if options are exercised, for four (4) additional fiscal years (May 1, 2022 through April 30, 2023; May 1, 2023 through April 30, 2024; May 1, 2024 through April 30, 2025; May 1, 2025 through April 30, 2026).
6. Work Hours: Normal daytime work hours are 0730 to 1600 Monday through Friday excluding Federal Holidays. Schedule changes must be requested by Contractor in writing to the Contracting Officer for approval.
B. SUBMITTALS:
1. Scope: Submittals include product/manufacturer’s literature and work schedule.
2. Requirements: Allow at least 7 working days for review, plus transmittal time back and forth. Submittals shall be sent via email to the Contracting Officer and include the following information:
a) Name and address of submitter (contractor), plus name and telephone number of the individual to contact for further information.
b) Name of project as it appears in these specifications.
c) Contract number, submittal number, and specification section number to which the submittal applies.
d) Whether this is an original or re-submittal.
e) Each item shall clearly note the manufacturer’s name and address, trade name, product, lot, style, color, catalog designation or model number, and location of use.
3. There will be no approval of submittals prior to bid opening and award. Submittals will be evaluated based on the requirements of the specifications, during the submittal process after contract award.
C. CONFORMANCE: Submittals must show clearly that the product, sample or shop drawing conforms with the specifications.
