Abbreviated Justification and Approval Document
FOR OTHER THAN FULL AND OPEN COMPETITION
of Requirements Not Exceeding $700,000 (IAW FAR 6.304)

Approval is being requested to award a new contract to provide support and services for one year. Funds will be O & M appropriations from the appropriate fiscal year required by the period of performance.
3. Description of Services: The estimated value of the proposed action is $ 697,130.00.
Permuta Technologies, Inc. shall install the DefenseReady environment on a DISA milCloud platform, provide the allotted software licenses agreed upon in the contract and train and support
AWG members in its use. The contractor, Permuta Technologies, Inc. shall provide all personnel, equipment, tools, materials, supervision, other items, and non-personal services necessary to perform Phase I SIPR Data Flow Design and Installation of DefenseReady as defined in the performance work statement (PWS). All such services will be performed at the
Asymmetric Warfare Group (AWG), Fort Meade, MD.
Permuta will implement its commercial off-the-shelf (COTS) solution, DefenseReady.
DefenseReady is a single, integrated application suite comprised of capabilities that map directly to the business processes and functional needs of the AWG. DefenseReady is an on-premise, cloud-ready COTS software package built on the Microsoft Dynamics CRM platform, which securely integrates and curates critical data from across the enterprise, provides leadership with a holistic end-to-end view of manpower, capabilities and assets to measure mission readiness and facilitates workforce management. DefenseReady integrates critical structured and unstructured data, delivering a cohesive solution that enables the tracking of cases and records (e.g., recruitment, personnel, assets), provides real-time data reporting capabilities and actionable knowledge to speed informed decision making.

5. Reason for Authority Cited: Defense Ready is currently the only service tool that provides commanders with a clear picture on human capital resources and real-time operations
CONUS/OCONUS. The AWG works closely with the Special Operations
Command/Community, Ranger Regiment, and Joint Special Mission Units which have already converted over to the DefenseReady environment. In order to provide the requisite AWG
Command Management functionality and be able to interface with its counterparts it is imperative that the software AWG purchase be compatible with those units to share operational information, reports and intelligence.
Other agencies that AWG will have on occasion to interface with that have acquired the Defense
Ready software are: Office of the Secretary of Defense (OSD) Defense Logistics Agency (DLA)
Special Operations Command – Headquarters (SOCOM) Army Special Operations Command
(USASOC) Air Force Special Operations Command (AFSOC) Marine Corps Special Operations

6. Additional Information:
(i) What harm will come to the Government if desired supplies/services are not provided on time?
Currently, the Asymmetric Warfare Group has a personnel tracking system for
CONUS/OCONUS members that is inadequate, antiquated and unreliable. Should a real-world situation arise that requires immediate action/assistance, this system will/could hinder the efforts of those who would need to direct tactical resources to those AWG members on the ground.
(ii) What harm will come to the Government if desired contractor doesn't receive the award?
See above. Without the ability to track CONUS/OCONUS member potential loss of life could occur.
7. Actions to Increase Competition:
Currently no other vendors develop software with the same or similar capabilities. In the interim, AWG personnel are continually conducting market research by reviewing professional literature, having dialogue with subject matter experts in public and private organizations and attending associated trade shows, conferences and symposia.
8. Market Research:
In accordance with Federal Acquisition Regulation (FAR) Part 10.002, market research was conducted by review of the Technical Industrial Liaison Office (TILO) and Office of Small
Business Programs (OSBP) databases, searching the World Wide Web and consulting with
Technology companies and no sources were found that were capable of meeting this requirement. Market research indicates other companies have similar products but do not meet the Commands needs and thus DefenseReady is the Commands means to identify PERSTEMPO and human resource functions.

11. Fair and Reasonable Determination:
I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. This determination is based on price analysis. As part of this basis, certified cost or price data will be required.
