About this file
This document is a sole source justification memorandum for the procurement of sixteen Panasonic ruggedized laptops by the Naval Sea Systems Command. The laptops will be used by Code 753 for data collection, transfer, communications, and interfacing with naval assets during surface and subsurface magnetic signature analysis trials from October 2023 through November 2023. Key requirements for the laptops include an Intel Core i7 processor, 16GB RAM, 1TB SSD storage, 14" outdoor-viewable touchscreen with 1000 nits brightness, dual network ports, 3-cell battery, and MIL-STD-810 shock/environmental/vibration rating. Only the Panasonic CF30/CF31 models meet the extensive requirements for use in a shipboard environment and remote testing operations. The related solicitation is for the sole source procurement of the Panasonic Toughbooks to fulfill Code 753's needs.

NSWCCD Sole Source/Brand Name Justification SAT rev 1 Effective September 2021
USE OF OTHER THAN FULL AND OPEN COMPETITION LESS THAN
SIMPLIFIED ACQUISITION THRESHOLD MEMO
FROM:
CODE: 7530
SUBJECT: Brand Name Justification for Use of Other than Full &
Open Competition for an Acquisition under the Simplified Acquisition Threshold (SAT)
I. BACKGROUND
1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.
2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
3. This memorandum is derived from Enclosure 3, Department of Navy Simplified Acquisition Procedures Guide (April 2018) and is only applicable to acquisitions under the SAT.
II. DESCRIPTION OF ITEM OR SERVICE
Code 753 requires sixteen (16) ruggedized laptops from Panasonic. The laptops are used in office and in field to in conjunction with all trial events to include surface and subsurface magnetic signature analysis. Primary use is data collection/transfer, Voice over IP (VoIP), document retention, troubleshooting as well as interfacing with naval assets advanced degaussing system (ADG). Intent of delivery would be approximately 15 October FY 23 before surface and subsurface events from 26 November FY 23 forward. Estimated cost of this procurement is

III. BASIS FOR DETERMINATION FOR USE OF OTHER THAN FULL & OPEN COMPETITION
Specifications of Code 753 Trial laptop requirements were aggregated. All models from approved OEM were researched and each hardware spec sheet was compiled to be filtered against the compiled team requirements. After filtering all that were out of bounds, pricing and quotes were solicited through COTS and NASA SEWP.
A. BRAND NAME:
Item required must be a brand name product, or feature of a product, particular to one manufacturer.
1. Restrictive Rights: The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.
2. Exclusive Licensing Agreements: The item or service is only available from the Original Equipment
Manufacturer (OEM).
3. Other Reasons: Current CF30/CF31 Laptop platforms have been used for well over a decade and have created unique requirements in support of on board navigation through UEM range runs, voice over IP communications between the shore and riders of code 753 Testing and Evaluation teams, data transfer of unclassified data and secret data, interface between Shipboard systems to include CKTD and ADG of VACL, LCS, T-AKE, TAO, and LCAC platforms.
These requirements have formed specific needs from IT processing units to have the ability to withstand deployment within a ship board environment, shipping to different locations of events (including transfer of equipment while at sea), processing extended video for ship navigation, viewable in high sun exposure environments, multiple network communications, and removal of hard drive when up postured due to interfacing with SECRET systems.
Shock/Environmental/Vibration Requirements:
A minimum Shock/Environmental/Vibration rating of MIL-STD-810. The research also included Ingress Protection of at least IP53 or above as a requirement.
Display Requirements:
A screen brightness of at least 1000+ nits. Troubleshooting, testing and/or shore operations that are outdoors requires this specification, as well as a resolution of 1920x 1080 which is relatively common.
Product Dimensions:
The weight that is required to be in 5 pounds or less and the smallest form factor of no larger than 15”x12”x2”. These dimensions were induced due to shipping, handling, and at sea boarding considerations of multiple laptops for any given event.
Storage Interface:
Storage requirements must be COTS, non-proprietary interface. The Panasonic CF30/CF31 required a special SSD caddy for hot swap that was not able to be purchased as a single unit. This became an issue when due to continuous hard drive replacement the caddies would break down and Code 753 was required to create alternative replacements.
Miscellaneous Requirements:
Two RJ-45 NICs are required for the communication between different subnets. This will eliminate the need to require inventory of USB RJ-45 devices, simplifying the overall inventory process.
In an effort to reduce and eliminates the number of potential cables for remote display to Navigation and CIC, Code 653 is leveraging USB-C Display and Power distribution. This requires a laptop that has USB-C 3.2 specification available.
The compiled list filters down to the Dell Latitude 5430 Ruggedized Laptop. This system can be configured to fit all requirements mentioned above.
B. SOLE SOURCE (select all that apply)
1. Restrictive Rights: The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.
2. Exclusive Licensing Agreements: The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.
3. Other Reasons:
IV. CERTIFICATIONS & APPROVALS
A. Technical/Requirements Certification: I certify that the facts and representation under my cognizance, which are included in this justification, are complete and accurate to the best of my knowledge and belief.
