Statement of Work

TITLE: Pleated Carbon Filter Procurement

1.0 Scope.

1.1 Background. DEVCOM CBC, Engineering Support Division supports programs using collective protection technology and requires specific pleated carbon filters for systems to remain in a critical life-safety operational status.

1.2 Objective. The Engineering Support Division requires a of pleated carbon style gas phase adsorber cells used to remove toxic chemical vapors entering air filtration systems for collective protection applications. The filters are box style. Specific test criteria and size requirements must be met. This items must be available for purchase.

The pleated carbon adsorber shall use high activity carbon that meets the testing requirements of the specification. Specifically, the application for this procurement requires filters that provide chemical warfare protection a minimum of 55 minutes of DMMP gas life and 65 minutes on average (250 mg/m3 challenge with a 0.1 mg/m3 breakpoint). The airflow resistance is not to exceed 1.0 iwg for any filter.

This purchase fulfills an immediate need by a classified program to purchase a production product for their application.

For each year, base and option, the total cost cannot exceed $960,000. Quantities would need to be decreased if the cost goes above that threshold.

2.0 Applicable Documents.

2.1 CELL, GAS PHASE, PLEATED CARBON ADSORBERS Item Specification

3.0 Requirements. The contractor, as an independent contractor and not as an agent of the government, shall provide the necessary items:

3.3 Procurement of pleated carbon filter: Chem-X-A01-122412 – 850 CFM

5.0 Deliverables: The contractor shall deliver the following pleated carbon filters:

5.1 The quantities for the base year are as follows:

Chem-X-A01-242412 – 1800 CFM – Qty 198 Chem-X-A01-202412 – 1500 CFM – Qty 271 Chem-X-A01-122412 – 850 CFM – Qty 62

5.2 The quantities for Option Year 1 are as follows:

Chem-X-A01-242412 – 1800 CFM – Qty 369 Chem-X-A01-202412 – 1500 CFM – Qty 82 Chem-X-A01-122412 – 850 CFM – Qty 53

5.3 The quantities for Option Year 2 are as follows:

5.4 The Quantities for Option Year 3 are as follows:

5.5 Engineered fiberboard shall be placed over both the upstream and downstream cell faces and secured with tape fasteners, ensuring no gasket compression is occurring. This unit shall then be placed in a barrier bag, constructed of materials suitable to protect the adsorber from moisture NTE 1-year. Two side caps, constructed of engineered fiberboard shall be placed on the adsorber and secured with tape fasteners, ensuring no gasket compression. The entire assembly shall be placed into an outer engineered fiberboard container, sized so that the assembly cannot move freely in any direction within the container. Outer fiberboard container shall have markings, 1 per side (4 total), indicating UP direction as well as the information as identified below. Markings to be located on center (vertical and horizontal).

9.0 Security.

10.1 FOREIGN NATIONAL USE: The Contractor shall not use foreign nationals on this contract unless approved by the Procuring Contracting Officer with DEVCOM Chemical Biological Center Security Office concurrence. Any foreign nationals must be approved prior to initiating work under this award. The following information is required when requesting approval for foreign national support: (1) full name, (2) date of birth, (3) place of birth, (4) citizenship, (5) registration number, (6) port of entry, (7) description of position in which employee will be utilized, (8) photo-copy of the work visa, (9) abbreviated Curriculum Vitae, (10) all issued passports, and (11) a sole source justification (why the foreign national is being used instead of a United States person. These documents will be submitted to the DEVCOM Chemical Biological Center Security Office for approval. Previously approved foreign nationals must be re-approved if the nature of their work under this contract differs from that performed under the prior year's contract.
