Rivers Project Office Purchase New Truckable Tow Vessel
Scope of Work
C000 GENERAL
C001 GENERAL REQUIREMENTS:
The U.S. Army Corps of Engineers (USACE) has issued this solicitation to acquire a truckable, modular workboat for the U.S. Army Corps of Engineers, Saint Louis District (CEMVS).
The vessel shall be modular, so as to be disassembled for over road transport. Modular as defined here includes a single hull with removable pilothouse, pillar, and towknees. Vessel shall have bumpers around the perimeter and on the towknees to protect the vessel during towing operations. The vessel hull size shall be between 25 and 26 feet long (Will not be longer than 26 feet), and not more than 16 feet and not less than 15 feet wide. Hull depth from the bottom to the main deck at midships shall be approximately 6 foot.
The overall vessel design and arrangement is to be developed from the existing “truckable” towboats currently available on the market with steering and flanking rudders.
The workboat shall be a truckable, open propeller diesel powered workboat with an all-welded steel hull and modular-welded superstructure. The operator height-of-eye shall be approximately 15’-6” from inside the Pilothouse.
AT OPSEC:
All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.
The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.
Sustainability:
EPA Designated (CPG): Under the Comprehensive Procurement Guidelines (CPG) program, the Environmental Protection Agency (EPA) designates products that are or can be made with recovered materials, and recommends practices for buying these products.
Any designated product that is being offered or supplied under this contract shall meet the minimum recommended content levels as identified under the CPG program. Visit http://www.epa.gov/epawaste/conserve/tools/cpg/products for a complete list of designated products and the associated recommended content levels. Offerors must be able to demonstrate that each offered product meets minimum content levels upon request.
Bio-based: The United States Department of Agriculture (USDA) designates certain biobased products for federal procurement and specifies minimum biobased content levels for those products. Any designated product that is being offered or supplied under this contract shall meet USDA BioPreferred’s minimum biobased content level. Visit the BioPreferred web site for the complete list of designated products and the associated minimum biobased content level requirements.
C002 PRINCIPAL CHARACTERISTICS:
The vessel shall be designed and constructed in accordance with these specifications and conform to the principle dimensions for the hull (not including any fendering) as follows:

C0003 DESIGN STANDARDS:
The vessel shall be designed, constructed and outfitted in accordance with the rules, regulations and standards of the following regulatory Agencies and organizations (latest edition) and as specified in the individual specification sections:
U.S. Army Corps of Engineers, Publication No. EM 385-1-1; "Safety and Health Requirements Manual".
American Bureau of Shipping (ABS), "Rules for Building and Classing Steel Vessels for Rivers and Intracoastal Waterways".
IACS No. 47 Shipbuilding and Repair Quality Standard U.S. Coast Guard, Navigation Rules and Regulations - International and Inland.

C004 CLASSING AND CERTIFICATION:
The Contractor is not required to obtain ABS class for the vessel.
C006 VESSEL IDENTIFICATION:
The vessel to be acquired through this solicitation has been assigned the following name:
Hull Number LD-122 Service Base Project Number: 122
The hull number shall be used in lieu of an “Official Number.”
C025 CONTRACTOR QUALITY STANDARDS:
A. GENERAL
All articles, fittings, equipment, machinery, materials and supplies used in the construction and outfitting of the vessel shall be new, free of defects and imperfections, and be the standard product of reputable manufacturers. All items shall be suitable for marine application and meet the latest requirements of standard specifications published by national authorities. No salvaged materials shall be used in the works. Spare parts and service shall be readily obtainable.
During construction and before delivery, protection shall be provided for the vessel and all associated items intended for use on the vessel.
The Contractor shall be responsible for the construction of a complete and functioning vessel. Inspection by the USACE Representative is for the purpose of verifying the proper function of the Contractor’s quality control measures and is not to be used as a substitute for control of quality by the Contractor.
B. WORKMANSHIP
(1) General All frames and longitudinal members, where applicable, shall be provided with limber holes and/or snipes of adequate size to allow water in bilges to flow to the lowest point of each compartment. Limber holes shall also be provided to allow for the passage of air in tanks.
Limber holes shall be located at the plate edge.
All plating shall be neatly cut, fitted and welded. All sharp or ragged edges, which may constitute a hazard to personnel or present poor appearance, shall be ground smooth.
Where work of one trade joins, passes through, or is on other work, there shall be no discrepancy or misfit when completed. In engaging one kind of work with another, marring or damaging of previously accepted construction shall be cause for rejection.
All parts of the work intended to join or bear upon others shall have complete and solid surface contact and fit together neatly without excessive cold work during erection. All faying surfaces shall be painted and be clean and smooth before bolting up. Shims or liners shall not be used for the purpose of overcoming a bad fit.
Ends of outstanding flanges shall be cropped. Lightening holes may be punched, sawn, burned, or sheared and all edges shall have burrs removed.
All holes for machinery mounting bolts shall be drilled or punched; burning is not acceptable.
Holes in a member having sharp curvature shall be avoided whenever possible.
Wherever bolts are used as fasteners, the bolts shall be fitted with lockwashers or similar approved fastener locking device.
Where aluminum must be attached to dissimilar metals or between dissimilar alloys of aluminum, fasteners shall be of stainless steel of an approved design with insulation as required to eliminate metal-to-metal contact.
(2) Welding
All welding shall be in accordance with the current rules and regulations of the American Bureau of Shipping.
Welding procedure, as to direction, length, numbers and sequence of beads, shall be carefully planned to minimize distortions. Care shall be exercised to produce smooth even beads, especially on all exposed plating and fittings. Beads shall be chipped and ground where directed by the Contracting Officer's Representative.
(3) Welders All welding under this contract shall be done only by welders who have successfully passed the qualification tests of the American Bureau of Shipping or other regulatory bodies acceptable to ABS (ex. AWS).
The Contractor shall bear the expense of conducting these tests and shall certify, by name to the Contracting Officer, welders who have successfully passed the prescribed tests and hold current, valid certifications.
The Contractor shall require any welder to repeat these tests when, in the opinion of the COR, the work of the welder indicates a reasonable doubt of his proficiency. In such cases, the welder shall be disqualified from any welding under this Contract until he has successfully passed the retest.
The Contractor shall maintain records of each welders certification during the course of the Contract. The records are to be available for examination upon the request of the COR or his representative.
C. PLATE FAIRNESS
Steel plating shall be installed using proper welding procedures and sequences to insure fair plating panels with minimum distortion. The use of filler materials to surface unfair areas is not acceptable.
Maximum allowable plating distortion is depicted in IACS 47. Distortion may not exceed the amounts in the guide.
D. INSTALLATION
Materials and equipment shall be installed in accordance with the approved recommendations of the manufacturer, and in compliance with the Contract documents. The installation shall be accomplished by workmen skilled in this type of work.
C040 SCOPE OF WORK
A. GENERAL
The Contractor shall design, build, and deliver a fully functioning vessel in accordance with the Contract.
During Phase I of the Contract, the Contractor shall prepare a Design for the vessel as described in this Contract. The design shall be submitted to and approved by the Government prior to the start of vessel construction. See Contract Section H for further details on phase sequencing and submittals.
The design shall be developed from these Specifications. During Phase II of the Contract, the Contractor shall build, prepare "As-Built" drawings, test, and deliver the vessel.
B. CONTRACTOR’S RESPONSIBILITY
The Contractor assumes complete responsibility for constructing the vessel to meet the intent and requirements of this Contract. Should the Contractor determine at any time that he is unable to meet those design requirements, he shall notify the COR immediately of the problem experienced and his proposed manner of correction.
C. DESIGN
The Contractor shall perform engineering and design as required to develop the required
Design drawings, and to verify compliance with all technical requirements. Manufacturer "cut" sheets shall be provided for all equipment. Calculations supporting stability analyses and structure shall be provided in a professional manner stating assumptions, showing calculations, and presenting conclusions. Multiple sheet drawings shall have all sheets submitted at the same time for USACE review. The Design prepared by the Contractor shall be submitted for review and acceptance by the Government.
D. DESIGN DRAWINGS
The Contractor shall develop and submit for approval design drawings/analyses during the Phase I of this contract. The Contractor shall develop and submit the following design drawings:

E. AS-BUILT DRAWINGS
The Contractor shall revise the design drawings as necessary to reflect the As-Built condition of the vessel. As-Built drawing numbers shall be have the “C” replaced with “D”.
The drawings shall be submitted to the Government for approval prior to contract completion.
F. DELIVERY PLAN
During Phase I (CLIN 0001) of the Contract, the Contractor shall identify and describe the method for delivery. This shall include the number of trucks for the entire delivery, such that the Government can make the necessary preparations to unload. Upon delivery, the Contractor is required to assemble the vessel at the delivery location. During delivery, the Government will provide crane support including a crane operator at the delivery location for the purpose of assisting the Contractor in assembly. See Section F for additional delivery details.
C115 WEIGHT ESTIMATE & INCLINING
A. WEIGHT ESTIMATE
The Contractor shall submit a weight estimate for the vessel. The estimate shall identify
LCG, VCG, and TCG.
Sufficient detail shall be provided to identify individual bulkheads, deck, bottom, sides, frames in compartments, pipe sizes and lengths, equipment models, duct sizes and length, cable sizes and lengths, etc. Weights and centers of gravity shall be documented in a spreadsheet type format. A 5% margin on the lightship weight shall be included in the Phase I weight estimate.
The compulsory margin on VCG shall be conservative; recommend approximately 6”.
B. INCLINING
The contractor shall submit an inclining procedure for review and approval during Phase
I of the contract.
Upon completion of all work, with the vessel in the lightship condition, an inclining test shall be conducted by a RPE.
The contractor shall assemble and launch the vessel at his facility for the inclining. The inclining test shall be carried out in accordance with ASTM F 1321-92 (2008). The final report documenting the results of the inclining shall be submitted to the Government for review.
The Contractor shall update the intact and damaged stability with the lightship displacement and CG results.
The Contractor is only required to conduct the inclining test for one (1) vessel.
C150 DAMAGED STABILITY
The Contractor shall prepare a damaged stability analysis documenting compliance with one compartment damaged stability.
The vessel shall meet a one compartment damaged stability standard at the Full Load Condition. When any one compartment is flooded, the vessel shall maintain positive righting arm and all parts of the main deck shall remain above the flooded waterline.
The Full Load Condition is defined as vessel with fuel tanks full, all equipment stowed, and ready for work.
For each damage condition, the damaged stability calculations shall show the equilibrium water line, least freeboard and location, and the curve of righting arm versus heel angle curve up to the point of zero righting arm energy.
The Contractor shall prepare the damaged stability analysis during the Phase I of this Contract documenting compliance with the criteria above.
The damaged stability analysis shall be presented in a complete, professional manner with an introduction, summary of results, and conclusion statements. The calculations shall be easy to follow without knowledge of the specific analysis software used. Units and origins for measurements shall be clearly labeled throughout the document.
The Contractor shall update the damaged stability analysis with the lightship displacement and CG results from the incline experiment. RPE required for all stability.
C155 INTACT STABILITY
The Contractor shall prepare an intact stability analysis documenting compliance with the stability criteria identified below.
The analysis shall be performed for the Full Load Condition as defined in C150 above.
The Contractor shall prepare the intact stability analysis during the Phase I of this Contract documenting compliance with the criteria below.
The intact stability analysis shall be presented in a complete, professional manner with an introduction, summary of results, and conclusion statements. The calculations shall be easy to follow without knowledge of the specific analysis software used. Units and origins for measurements shall be clearly labeled throughout the document.
The vessel, in its full load condition, must meet the following stability criteria:
a. Positive righting arm to at least 25 degrees heel.
b. No downflooding point to at least 15 degrees.
c. At least 10 foot degrees of energy to the smallest of the following angles:
- Angle of maximum righting arm.
- Angle of downflooding, or
- 40 degrees.
d. Tow line criteria per 46 CFR 173.095
The Contractor shall update the intact stability analysis with the lightship displacement and CG results from the incline experiment.
C170 DRYDOCKING PLAN:
The Contractor shall provide a drydocking plan identifying blocking locations for docking the vessel. Sling lifting plan or 4-point lifting plan for the vessel must be included.
C180 NOISE AND VIBRATION:
Noise in the pilot house shall not exceed 85 db with the engines operating at full power.
C185 TESTS AND TRIALS:
Tests and trials shall be performed as follows:
A. ASSEMBLY AND DISASSEMBLY VERIFICATION TESTS
Assembly and Disassembly verification tests shall be conducted at the Contractor’s
Facility
B. VESSEL OPERATIONAL TESTS
Vessel Operational tests shall be conducted at the same location as the Assembly and
Disassembly verification tests. Successful operation of all equipment shall be verified through testing in accordance with manufacturer’s recommendations.
C. FINAL ACCEPTANCE TESTS
The Contractor is responsible for assembly at the delivery location. Following assembly, the Contractor shall demonstrate that the vessel is ready for service by operating each of the systems on the vessel in the presence of the Government.
C215 GENERAL ARRANGEMENT:
A. GENERAL
The vessel arrangement shall consist of a hull and pilothouse. The engine trunk shall include a removable top and two exhaust stacks containing the exhaust silencers.
B. HULL
The hull will have approximately 4 water tight ¼” plate transvers bulkheads: two towards forward of engine and two towards aft of engine. Additional watertight bulkheads/compartments shall be added, if required to meet damaged stability. The Aft Storage Areas and Forward Storage Areas, and any additional compartments shall be treated as a confined space and shall be furnished with access in accordance with Clause C415.
C. ENGINE TRUNK
The Contractor shall provide and install an engine trunk. The engine trunk height shall be of sufficient height to provide 6.5 foot clear headroom above the deckplate level in the engine room. The engine trunk top shall be removable for full access to the engine room, engines and associated machinery.
D. REMOVED
E. PILOTHOUSE
The Contractor shall provide and install a pilothouse with minimum clear headroom of
6’-9”. The pilothouse shall be mounted atop the pillar made with minimum 3/16” steel plate.
The operator eyelevel shall be 15’-6” from the inside of the Pilothouse. Pilothouse shall be ~5’6” wide x 5’ long x 6’9” high constructed of 3/16” steel plate with sloping forward window and visor around roofline. The front window shall have wiper. The pilot house shall be elevated on a minimum of 7’ pedestal. Cabin lighting shall be provided. Widows shall be installed on all sides of the cabin and be as large as possible to allow best viewing space. There will be a minimum of one mounted 6’ x 2’ steel door. An 8” sealed beam searchlight and a 12 VDC horn must be mounted on the pilothouse. Steps with handrails meeting the EM 385-1-1 requirements must be installed for pilot house access.
F. MODULAR ASSEMBLY
The Contractor shall provide the following drawings to define the modular assembly for the vessel:

C255 CONSOLE ARRANGEMENT
A standard one-piece steel console shall be installed in the pilothouse. The console shall contain all controls, alarms, monitoring equipment, communication, and navigation equipment necessary for the vessel’s operation.
The console height shall be 36”. The console arrangement shall be accepted by the COR prior to fabrication.
C305 HULL STRUCTURE:
A. GENERAL REQUIREMENTS
The hull shall be of all welded steel construction and divided into watertight compartments as required to meet stability requirements. The hull steel shall be ASTM A36 grade steel. Hull scantlings shall meet the minimum requirements stated in the ABS Rules referenced in Clause C003.
All welding and weld sizes shall be in accordance with the applicable standards of ABS.
B. PLATING
All seams shall be connected with full penetration butt welds.
Seams shall not be aligned directly over bulkhead plating or over the webs of stiffeners and transverses.
Hull sides, bottom, headlog and transom shall be constructed from 3/8” steel plate minimum.
C. BULKHEADS
The hull shall be fitted with transverse watertight bulkheads.
Bulkhead plating shall be welded to the deck, sides and bottom plating in accordance with the ABS Rules referenced in Clause C003.
When penetrations are made in watertight bulkheads, shell or deck, the plating shall be restored to watertight condition in accordance with the ABS Rules referenced in Clause C003.
D. DOUBLER PLATES
All deck fittings and deck equipment shall be mounted on doubler plates welded to the deck; penetrate the deck with doublers when used with kevels. Doubler plates shall have a thickness equal to the surrounding plate. Plates shall have 6-inch radius corners and extend a minimum of 6-inches beyond the item in all directions.
E. OVERBOARD DISCHARGES
All overboard discharge openings through the shell plating shall be located at least 12-inches above the full load waterline, unless otherwise stated in this specification.
Shut-off valves shall be provided at all discharge locations.
Openings shall be located well clear of draft marks and other hull markings.
C315 SUPERSTRUCTURE
The pilothouse structure shall be of all welded steel construction. The pilothouse shall be transversely framed to coincide with the hull structure.
All steel shall conform to ABS requirements. Scantlings shall meet or exceed the minimum requirements of the ABS Rules referenced in Clause C003.
B. PILOTHOUSE
The pilothouse, shall be removable for transportation over land.
C. ENGINE TRUNK
The engine trunk shall have a removable top. The removable top connection shall be watertight. The top shall be provided with a watertight hatch with a vertical ladder for access into the engine room. See Clause C415.
C316 STACKS
Stacks shall be fabricated and installed on the engine trunk top to house the silencers for the main engines and the generator(s). See contract Clause C650 for the requirements of the diesel engine exhaust systems.
The stacks shall be constructed of welded steel. The stacks shall be welded to the engine trunk top.
C320 FUEL TANK
One fuel tank shall be provided. Tank capacity shall be between 350-600 gallons. The tank shall be welded steel construction and independent of the hull sides and bottom. Tank shall be air pressure tested before installation.
Fuel tank shall have a vent pipe and a 2-1/2” fill pipe and valve for fuel shut off.
A minimum of 18 inches shall be provided between the fuel tank and the hull sides and bottom.
Tank shall be complete with cleanout manhole, filling connection, sounding tube, vent, and all necessary connecting piping, pilothouse fuel gauge and sensor.
A fuel shutoff valve shall be located at the tank. Shut off valve actuation shall be outside the tank compartment.
Tanks shall be constructed in accordance with ABS Rules.
C330 FOUNDATIONS
A. GENERAL
Suitable foundations shall be provided under all units of equipment, machinery, tanks, deck fittings, winches, and other heavy concentrations of weight in order to properly mount the item, to distribute the loads to the structure, and to avoid undue stresses and vibrations in the hull.
Foundations shall be fabricated from structural steel shapes and plates. Foundation members shall be lightened and openings provided to permit access to all parts of the foundation for inspection, drainage, and maintenance. Web plates of foundations shall be stiffened at holding-down bolts and other points of load concentration.
All foundation corners shall be ground smooth.
B. ENGINE & REDUCTION GEAR FOUNDATIONS
The Contractor shall submit foundation details for the engine and reduction gears during
Phase I of the Contract. Engine and gear foundation mounts shall be configured in accordance with the manufacturer’s recommendations.
The threaded portion of the bolts shall be clear of the foundation or equipment pads, and heavy flat and lock washers used under all nuts. Elastic stop nuts may be substituted for lock washers.
For the main engines and gears, the area between the engine girders, shall be made oil-tight to trap any oil that may drip from the engine.
A sump shall be fabricated around the seal on each shaft to contain any water that seeps into through the shaft and stern tube.
C404 CORROSION PREVENTION
The choice of materials, the fabrication procedures, and the coating systems to be used in the fabrication of the vessel, shall indicate that careful consideration was given by the Contractor to improve corrosion resistance and life expectancy.
As an example, the structure shall be designed and fabricated to avoid corrosion, by effectively:
Insulating the contact surfaces between two dissimilar metals against galvanic corrosion.
Preventing the entrapment of water (facilitate drainage and avoid pockets where water can accumulate).
Facilitating the application of paint coatings (i.e. eliminate non accessible voids).
C405 ANODES
Four 12 pound aluminum anodes shall be installed on bottom aft.
C406 COATING SYSTEM
A. REQUIREMENTS
The entire vessel shall be provided with the builder’s standard marine coating system.
Non-skid shall be provided on all decks. Contractor shall provide a written, signed document from the paint manufacturer's representative, clearly stating that surface preparation, weather, and coating application and thickness for each area meet the manufacturer's requirements for the coatings used. Any costs associated with this document shall be borne by the contractor.
B. COATING COLOR SCHEDULE
Colors shall conform to Federal Standard No. 595B Colors Identification Numbers. The color book as well as individual paint chips (3” x 5”) may be procured from the General Services Administration/Federal Supply Service as follows:

The coloring schedule shall be as follows:

C. FINAL INSPECTION OF PAINTING
The Contractor is responsible for delivering the vessel with all painted surfaces in sound condition, and in accordance with this specification.
Prior to launching the vessel, all interior and exterior painting shall be thoroughly inspected. Notice shall be given to the COR, 7 days in advance of the scheduled launching for this purpose. If there are any defects or damage in the coating of the vessel, the Contractor shall, as necessary, repair the coating to restore the integrity of the paint system, and to meet the requirements of this specification. All damage shall be cleaned to bare metal, spot blasted to restore profile, and re-coated with the entire system schedule.
The vessel shall not be launched until:
Interior and exterior hull painting is complete.
The painting has been inspected by an USACE representative and approved by the COR. If outfitting is required after launching, all interior and exterior painting shall be re-inspected prior to Provisional Acceptance, and any damaged areas of the coating shall be repaired by the Contractor as necessary to restore the integrity of the paint system.
Any additional painting required as a result of the Final Inspection shall be done as required to meet this specification at no additional cost to the Government.
D. WARRANTY
For the vessel, the Contractor shall provide warranty for the coating system for one calendar year, commencing at Final Acceptance. The Contractor shall be responsible for all costs associated with repair of any coating failures during this time period.
C410 HULL OUTFIT & FITTINGS
A. BULWARKS
Bulwarks shall be provided on the stern hull of the vessel. Bulwarks must extend 14"on the stern of the vessel. The aft bulwark shall start aft of the after bitts and continue around the stern of the vessel. Bulwarks shall extend 14 to 18-inches above deck and be flanged a minimum of 2-inches built from plate and brackets. Minimum bulwark plate shall be ¼-inch.
B. RAILINGS
Removable railings shall be provided on top of the forward and aft deck in accordance with EM 385-1-1 Section 19.D requirements for railings for manned vessels over 26 feet in length operating in rivers or protected waters (even if the vessel is less than 26’). For any area that is above the main deck, the railings shall include a 3-tier marine rigid railing in accordance with EM 385-1-1, with the elevated deck being the reference point for determining height of the railing and each tier. All railing stanchions shall be removable and shall be fit into sockets welded into the deck.
For the forward, aft, and sides of the vessel, removable stanchions shall be provided with 3-tier tensioned railing utilizing stainless steel chain. All stanchion sockets shall be fitted with drains to in order to allow water and debris to drain out of the pockets.
Railings shall be provided around the pilothouse in accordance with EM 385-1-1.
C. RUB RAILS
The Contractor shall provide and install rub rails for the vessel. The rub rail shall consist of 6-inch by 6-inch “D” shaped laminated rubber fenders, similar to Schuyler Maritime Laminated D-Guard Fenders Model 114D. The rub rails shall be located around the perimeter of the vessel including the headlog and the corners.
D. CORNERS
All corners of the vessel shall be fitted with 6”x6” D shaped laminated rubber pads similar to Schuyler Maritime D-Guard Corner Fenders Model 114, or approved equal.
E. TOWKNEES
The contractor shall furnish and install 9’ overall push knees to be installed with removable upper sections for shipping with steps to the upper knee and handrails on the outboard side. Final above deck height to be coordinated with COR. The tow knees will be covered by 2” rubber push knee pads that are installed on the forward side of the knees.
Each towknee shall be fitted with laminated towknee pads for the entire length of the towknee. On the outboard side of each towknee, hooks shall be installed in order to hang face wires. Two hooks shall be mounted on each towknee. Mounting locations of the hooks above the main deck shall be determined during the construction phase.
F. LIFT PADEYES
The Contractor shall provide and install four permanent eye straps welded to the hull for lifting the boat out of the water. The padeyes shall be detailed on the structural drawings. All padeyes must be marked with SWL. The maximum weight of the vessel must be stenciled onboard for lifting purposes, final location to be coordinated with USACE or provided near the padeye.
The Contractor shall provide a four (4) point lifting bridle for launching and recovering the boat. Working load shall be provided for all rigging.
Additionally a minimum of 2 pad eyes will be added on the stern to allow the stern of the vessel to be lifted to remove a line or wire from the propellers.
The four (4) point lifting bridle shall be sized such that the entire vessel may be lifted from the water as an assembly. Handrails shall be positioned not to impact lifting of the vessel.
The Contractor shall provide a drawing for fabrication of a spreader bar that will function for lifting the vessel; shall meet EM 385-1-1 requirements.
C415 DOORS, WINDOWS, HATCHES & MANHOLES
A. GENERAL
Doors, windows, hatches and manholes shall be provided and installed. Requirements for these items are listed below.
B. DOORS
The Contractor shall install one (1) standard marine aluminum weather-tight lockable doors, for the pilothouse. The door shall be equipped with lever style handle inside and outside, door stop, and a positive means to secure it in both the open and closed positions.
The door shall be fitted with a vertical sliding safety glass window.
The exterior door shall have a flat bar or other device to shield the top of the door from rainwater. Door shall be mounted on 6” high sills; approximate size 6’ x 2’.
C. WINDOWS
All windows shall be ¼-inch tempered safety glass. All windows shall be of the same manufacturer and construction to provide consistent styling, function and ease of repair. All windows shall be supplied with radius corners.
1. Pilothouse Windows shall be provided in the pilothouse to provide good visibility on all sides of the pilothouse. The pilothouse forward window shall be raked forward at the top. Pilothouse forward windows shall be provided with marine wipers.
D. HATCHES & MANHOLES
The Contractor shall supply and install a hatch in order to provide access to, and emergency egress from, the engine room. The hatch shall be shall be hinged, quick-acting flush hatch made of aluminum lid with steel rings. The hatch shall include a round bar shaft and an external “T” type handle for opening the hatch from outside of the space as well as an escape hatch handle for opening the hatch from the compartment for emergency egress. The hatch shall be marked on both sides with letters, at least 1-inch high, stating “EMERGENCY EXIT – KEEP CLEAR.” Baier hatches are preferred, but not required.
Fuel Oil Tank:
A raised, oil-tight, 12” diameter multi-bolted access hole shall be provided for cleanout.
The hatch shall be all steel construction.
Two Forward Storage Areas and Two Aft Storage Areas:
The Contractor shall supply and install an 18-inch flush mount single-bolt watertight manhole with “T” handle for access to and from the Aft Storage Areas and Forward Storage Areas.
In accordance with C215, the Aft Storage Areas and Forward Storage Areas shall be treated as Confined spaces. Confined spaces shall have a sign stating “Confined Space DANGER Permit Required” that shall be located at each entry to each space.
Additional Spaces:
If additional compartments are required to meet damaged stability, the Contractor shall supply and install an 18-inch flush mount single-bolt watertight manhole, preferred Baier, with “T” handle for access into each compartment. Similar to the Aft Storage Areas and Forward Storage Areas above, the spaces shall be marked for Confined Space entry.
C420 DECK FITTINGS
A. KEVELS WITH INSIDE CHALK
The Contractor shall provide and install six 24-inch kevels with an inside chalk that are tied into the ships structure for reinforcement. 2 Kevels shall be located aft located forward of the rudders, two Kevels shall be installed forward, and two kevels shall be installed sides.
Kevels shall penetrate the deck with doublers and be tied into the structure.
C425 DECKS & FLOOR PLATES
A. ELEVATED DECKS
An elevated deck shall be provided above the steering equipment. The elevated deck shall be completely enclosed on all sides with suitable drain holes. The aft edge of the elevated deck shall be enclosed by the aft bulwark. The elevated deck shall incorporate a step for ease of access to the deck. The deck shall be constructed from steel angle supported by stanchions. The deck plating shall be constructed from aluminum diamond plate screwed to the steel frame with recessed stainless steel flat head deck screws. Rubber gasket material shall be installed between the aluminum decking and the steel frame to provide a weathertight seal. The aluminum plates located over the steering and flanking rudders and cylinders shall be hinged to provide access for inspection and maintenance. The hinged access plates shall include rubber gaskets to provide a weather-tight seal when closed.
B. FLOOR PLATES
Checkered 1/4-inch aluminum alloy floor plates shall be installed in the Engine Room.
These plates are to be sectionalized for easy removal and shall be held in place by countersunk flat head stainless steel screws. Supports shall not extend above the surface of abutting plates.
Plates shall be required to be flat and free from warp, twist, and other defects affecting their appearance and serviceability.
Care shall be taken to isolate dissimilar materials.
The floor plates shall be designed to support a minimum static load of 100 pounds per square foot without excessive deflections, generally, and shall be locally reinforced, as necessary, where greater loadings are contemplated in the removal or disassembly of machinery for overhaul and repair.
Hinged sections of floor plate shall be provided in way of all valves, strainers, and other equipment located beneath the floor plates requiring access for operation, inspection or maintenance. Flush type lifting rings or finger holes shall be provided in hinged sections.
C427 LADDERS
The Contractor shall provide vertical ladders or ladder rungs for access to the Aft Storage Areas, Forward Storage Areas, and any other manhole area.
A vertical or inclined ladder shall be provided to the Pilothouse Level.
Exterior vertical ladders shall have non-skid tape applied to each rung.
C445 LIFESAVING, FIRE AND SAFETY
The Contractor shall provide and install the safety equipment required on USCG "Uninspected" vessels (46 CFR, Subchapter C), and as listed below:
A. FOG BELL
One medium weight bronze, 6 inch diameter fog bell shall be provided and mounted as directed.
B. FIRST AID KIT
Fully stocked First aid kit in waterproof container shall be provided and mounted in the pilothouse, as directed.
C. RING BUOYS
Two 24 inch diameter USCG approved ring buoys of unicellular plastic construction, each with sixty feet of 3/8 inch polypropylene line and electric water light, shall be provided and mounted on each pilothouse side.
D. FOG HORN
One 12 VDC horn shall be installed.
E. PORTABLE FIRE EXTINGUISHERS AND FIRE AXES
See contract section C679.
F. FIXED FIRE EXTINGUISHING SYSTEM
See contract section C677.
G. FIRE DETECTION & ALARM SYSTEM
See contract section C678.
C455 WINCHES
Two 5-ton manual standards winches shall be installed on the forward deck. Winches shall come with wire rope that is multi-strand and meets buy American Act requirements. Wire rope must come with certification. Wire rope should be made in America.
Each winch shall be angled outboard from centerline. Actual angular location shall be determined by the COR.
C460 NAMEPLATES, NOTICES & MARKINGS
A. REMOVED
B. GENERAL
The Contractor shall furnish and install hull & draft markings, name boards, and stack insignia (USACE Castle).
C. VESSEL DRAFT MARKS
Draft marks of raised Arabic type numerals, 6-inches in vertical height and cut from ¼-inch steel plate, shall be continuously welded to the shell plating. The draft numbers shall be located on the port and starboard sides of the vessel. The draft marks shall be measured from the underside of the bottom plating projected to the bottom of the numerals. The bottom of the figures shall correspond to multiples of 1-foot of draft.
D. HULL MARKINGS
The title U.S. ARMY CORPS OF ENGINEERS in Gothic letters 4-inches high shall be cut from ¼-inch plate and continuously welded to the forward main deck bulwark on the port and starboard sides.
The LD-122, in Gothic letters 6-inches high shall be cut from ¼-inch plate and shall be centered and seal-welded on the stern of the vessel, main deck bulwark, on centerline.
The hailing port SAINT LOUIS, MO in Gothic letters 4-inches high shall be cut from ¼-inch plate shall be centered and seal-welded on the stern of the vessel, main deck bulwark on centerline. There shall be a 2 ½-inch space between the vessel name and the first line of this title.
The Contracting Officer's Representative shall approve the exact locations of the hull markings prior to installation.
E. NAME BOARDS
The name of the towboat shall be displayed on name boards, abreast of the pilothouse at the outboard rails, port and starboard.
Exact locations shall be approved by the COR prior to installation.
Name boards shall be made of mahogany hardwood, rectangular in shape, 15-inches high, with 7-inch high Gothic letters painted gold. There shall be 4-inches of border provided all around. The name board shall be stained to bring out the natural wood grains, trimmed with gold paint, and exterior polyurethane, semi-gloss finish (4 to 6 coats) applied.
F. INSIGNIA
Two Corps of Engineers “Communications Mark” devices shall be fabricated and installed port and starboard in a location in clear view when the vessel is viewed in profile. The Contractor shall adjust the scale of the drawing as appropriate for the location, while maintaining relative proportion. Drawing will be provided upon request.
The castle and border of the insignia and the base plate shall be made of stainless steel plate, 3/8-inch thick and the castle and border shall be attached to the base plate with 3-inch long stainless steel standoffs. The base plate shall be the background for the Communication Mark and shall be coated with red urethane paint. Both sides of the base plate shall be coated with millage equal to that applied to the pilothouse exterior. Exact locations shall be approved by the COR prior to installation. The edges of the plates shall be furnished true and smooth with no burrs.
C601 GENERAL-MACHINERY
A. MACHINERY – GENERAL
All machinery systems shall be in accordance with Contract Clause C003 and shall also comply with additional regulatory bodies where specified. References made to specific sections of codes, rules and standards in these specifications are intended to emphasize specific salient items.
All equipment shall be rated for marine duty service.
All equipment needing electrical power shall be supplied with 120/220 VAC service unless specified otherwise.
All pumps are to be provided with mechanical seals.
Machinery guards shall be provided over all rotating and hazardous machinery. The guarding shall be consistent with that required by the U.S. Army Corps of Engineers, "Safety and Health Requirements Manual".
Manufacturers' recommendations, concerning fabrication and installation, shall be followed in addition to these specifications.
B. PRESSURE AND TEMPERATURE GAUGES
All pressure gauges shall give readings in psig and all pressure gauges shall be selected so the operating point is in the middle of the gauge range. All temperature gauges shall give readings in degrees Fahrenheit. All gauges shall be fitted with gauge isolation valves.
Pressure gauges shall be provided on the discharge side of all pumps, and pressure/vacuum gauges shall be provided on the suction of all positive displacement pumps.
Temperature gauges shall be provided on all piping which transfers a medium in excess of ambient temperature.
C. PIPING – GENERAL REQUIREMENTS
The use of the designation “line” in this specification is defined as all pipe, fittings, and valves in a piping run between the points indicated.
Piping shall be sized and arranged to obtain optimum operating conditions for the equipment and intended service. Items of piping not covered in these specifications, but required for proper installation and operation shall be furnished and installed the same as if specified.
System design shall route all piping as directly as practicable; shall not interfere with machinery access or handling gear; and shall be sufficiently flexible and supported to account for thermal expansion, shock, vibration and the working of the vessel. Where pipes penetrate structure, reinforcement of the opening may be required. Wherever practicable, piping shall be run below the grating or sole level. No piping runs shall be made through access openings.
A sufficient number of unions and/or flanges shall be installed in all pipe lines to permit dismantling of the lines and equipment, and rigging that equipment out of the space for repair or replacement. Valves shall be installed in sufficient quantity to isolate any piece of equipment in the systems.
Pipes passing through decks, watertight or oil tight bulkheads shall be made of Sch 80 pipe in that section, in way of the penetration and the bulkhead or deck shall maintain its integrity. Where pipes pass through watertight bulkheads or decks, the penetrations shall be watertight.
Heat sensitive materials shall not be used in piping systems that penetrate watertight subdivisions where deterioration of such systems would, in the event of a fire, impair the watertight integrity of such bulkheads. Copper tubing that penetrates watertight bulkheads and decks shall use a suitable stuffing tube. Spool pieces with flanges shall be provided for all galvanized pipe penetrations to prevent the destruction of galvanizing due to welding.
All piping exposed in unheated spaces or to the weather and carrying fluids that can freeze shall be electrically heat traced, except that the fire main piping may be designed such as to be a dry system when not pressurized. Freeze protection shall be provided by installing drain plugs at all low points in all piping systems carrying fluids that can freeze.
D. PIPING – SPECIFIC REQUIREMENTS
All piping shall be Sch 40, ASTM A-53, Type S or E except where otherwise indicated.
All piping between the side shell and the first inboard valve shall be a minimum of Sch 80 (see Clause C301.G. for further details). Fasteners for valves at the hull connections shall be stainless steel. All tank penetrations shall be through Sch 80 welded couplings unless specified elsewhere.
No cast iron valves or wafer valves shall be used at shell connections.
All steering system hydraulic line and fuel oil lines shall be welded connections.
Threaded connections on these systems are prohibited with the exception of use with flexible hose connections where required (ex. engine connections).
Manually operated valves shall be readily operable by one person, directly or through mechanical advantage type operators.
Check valves shall be of a type best suited for the service condition, especially the flow velocity to ensure that the valve will fully open. A check valve shall be installed where a reversal of flow is possible and would be detrimental to the proper functioning of the system, or might be injurious to equipment.
Gate valves are intended to be fully open or fully closed and shall not be used for throttling the flow.
All lines leading to the overboard discharges shall be angled downward sloping 45-degrees or better toward the water line.
E. PIPE ROUTING RESTRICTIONS
Piping shall not be run over or in the vicinity of panelboards and electrical equipment unless unavoidable, in which case flanged joints, valves, etc. shall not be installed in the vicinity.
Piping conveying flammable materials shall not be routed adjacent to or over hot surfaces unless unavoidable, in which case adequate shields shall be provided.
F. PIPE CLEANING
All piping, piping appurtenances and applicable equipment shall be thoroughly cleaned after fabrication and prior to installation in the vessel. After complete installation, each system shall be thoroughly cleaned and flushed of all foreign matter with the applicable system’s medium, or an approved substitute.
System flushing shall be conducted at the applicable system’s maximum operating pressure and temperature, and above normal line velocity. However, prior to flushing operations, such units as heat exchangers, and control valves, having in-line mechanisms capable of trapping or being affected by the carryover of foreign matter, shall either be…
