Blakely Power Plant Generator Bay Crane Controls Upgrade Scope of Work Blakely Power Plant of the Corps of Engineers, Vicksburg District, requires the reconditioning, reconfiguring and upgrading of the generator bay cyclops 200 ton overhead crane controls to a ground controlled belly box system or by belly box radio control from the cab of the crane.
Requirements
• Removal of all motors on the crane (7) and have them reconditioned and reconfigured to operate properly with variable frequency drive (VFD) controls.
• Remove bridge cross conductors mounted on bridge and fabricate and install two festoon systems.
• Installation of new seven function VFD panel to control all motions. These drives shall have the capability to be set up in two different formats: five distinct speed steps or two steps infinitely variable.
The new panel will include the following:
o VFDs for all motions.
o Mainline contactor.
o Thru door disconnect.
o A/B and A or B Logic Controls.
o Under Voltage and Phase Loss Relays.
o LED Work Lights in the Enclosure.
o Radio/Pendant Transfer Switch with Isolation Relay.
o All components will be labeled and tagged.
o The main hoist shall be configured for A/B and A or B control.
• Installation of radio controls with belly box style transmitter. Transmitter will have A/B and A or
B controls where the approximate range of transmitter must be 300' line of sight. External receiver will be antenna type. Transmitter will be standard with NIMH batteries with battery status and charge. Spare transmitter included.
• Remove existing parking brake and install a 12" diameter thruster type brake with automatic adjustment. This brake will serve as a parking and service brake. The existing hydraulic service brake will be removed.
• Complete functional test of all movements once installation is complete.
• When project is complete the crane will have all motions operated by Variable Frequency
Drives. The crane will be controlled by a belly box radio control system on the ground or by belly box radio control from the cab of the crane. There will not be any stationary controllers in the cab of the crane.
• Optional load test once upgrade is complete.
Motors to be removed, reconditioned and reconfigured for VFD controls:
• Bridge - Frame 444 x 1
• 30 HP
• 875 RPM
• 440 Volt 3 Phase
• 60 Cycle
• Trolley - Frame 324 x 2
• 5 HP
• 860 RPM
• Aux. Hoist - Frame 504 x 2
• 50 HP
• 865 RPM
• 440 Volt 3 Phase
• Drip-Proof
• Main Hoist - Frame 445 x 2
• 40 HP
• 875 RPM
Documentation Required:
The contractor shall provide the following documentation to Blakely Power Plant:
• Electrical drawings/documentation to support installation of new equipment.
• Specifications.
• Operation and Maintenance Manuals.
• Updated parts listing.
• All equipment warranty paperwork.
Bid Submittals:
• Project schedule.
• Installation and commissioning plan.
• Product data.
Site Visit:
• All prospective bidders are encouraged to make a site visit to Blakely Power Plant. All technical questions arising from the site visit should be submitted via ProjNet.
• Upon award of the contract , the contractor shall make another site visit within 2 weeks after award to take measurements, photographs, collect any information necessary and meet with plant staff to discuss any issues that might require clarification to be able to immediately begin the project.
• Site visits will take place at the following location:
Schedule:
• The contractor shall provide details on step-by-step schedule and delivery in their bid and at any point after award when major milestones are reached. If changes in scheduling occurs, Blakely Power Plant staff shall be notified immediately.
Installation:
• The contractor is required to perform installation of all equipment being provide in this scope of work. All work required in this scope of work shall be provided by the contractor. All equipment installed shall be tested with Blakely Power Plant Staff present.
Training:
• After installation and testing are completed, the contractor shall provide training to a minimum of 2 power plant staff to cover all operations of the crane controls.
Warranty:
• All products provided for this requirement shall have a one-year parts and service warranty. The warranty shall begin from the time that installation is complete.
Existing Parts/Systems:
• All hardware for the existing drives that is to be removed or taken off the crane will stay the property of Blakely Power Plant.
Safety Requirements:
• The contractor shall comply with the US Army Corps of Engineers Safety Manual EM385-1-1.

Security Requirements:
Access and General Protection/Security Policy and Procedures. This standard language text is for contractor employees with an area of performance within an Army controlled installation, facility or area. Proposed language: "All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office.
Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes."
For contractors who do not require CAC but require access to a DoD facility or installation. Proposed language: Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
Suspicious Activity Reporting Training (e.g. iWATCH, CorpsWatch, or See Something, Say Something).
This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area. Proposed language: "The contractor and all associated sub-contractors shall receive a brief/training (provided by the RA) on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after the completion of the training."
Will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas. The contractor will coordinate with the COR and/or the facility security office for access when required. (Use when security clearances are not required, i.e. facility repair or construction). Proposed language: "All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas."
Pre-screen candidates using E-Verify Program. Proposed language: "The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award." *When contracts are with individuals, the individuals will be
