Department of the Army Limited Source Justification Modification of Order under

General Services Administration Multiple Award Schedules

1. Contracting Activity: U.S. Army Contracting Command – Rock Island (ACC-RI), Rock Island Arsenal, Rock Island, IL 61299-8000.

2. Description of Action: The Enterprise Cloud Management Agency (ECMA), CReATE DevSecOps Branch requests a modification to a Task Order issued under the General Services Administration (GSA) with Clarity Innovations, Inc. This acquisition is conducted under the authority of the Multiple Award Schedules Program. ACC-RI will execute this action against Federal Supply Schedule contract 47QTCA18D00A3/ W52P1J-21-F-0245. ACC-RI projects award for the Operations and Maintenance funds will be used. An acquisition plan is not required because this modification value does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).

3. Description of Supplies/Services: The DevSecOps ecosystem includes integrating software tools into a resilient, secure, and reliable deployment capability, supporting cARMY Risk Management Framework (cRMF) continuously within the cloud. The purpose of this modification is to procure additional labor to execute the Performance Work Statement (PWS) requirements which was based on the Government’s Statement of Objectives (SOO), due to an increase in the number of Government entities requesting DevSecOps support. The additional labor will support the backlog of customer tickets and customer onboarding to use the CReATE environment.

In the interest of economy and efficiency, the increase in workload is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with applicable Federal Supply Schedule ordering procedures. The original order was not previously issued under a sole-source or limited-source procedures.

5. Reason for Authority Cited: All GSA schedule holders were given an opportunity to be considered under the original order awarded on 30 April 2021. The competition resulted in two task order awards and the overarching SOO are being accomplished by

The evaluated pricing for OY1 included a 100% solution at a total of Consequently, a revised OY1 Performance Work Statement (PWS) was provided to to right size the requirements. Modification P00004 awarded OY1 in accordance with the revised OY1 PWS and Clarity’s evaluated quote (dated 17 December 2021), which was an overall decrease in cost from the evaluated price to

. The revisions to OY1 requirements reflect the actual work for Software Factory only and resulted in an overall ceiling decrease. However, ECMA’s requirements for the additional labor now needed were not taken into consideration in a quantitative manner when OY1 PWS was revised.

Based on ECMA’s requirements, Clarity needs additional resources to continue the intended level of contract support to maintain the Code Resource and Transformation Environment (CReATE). CReATE supports the Army by providing a continuous integration/ continuous delivery (CI/CD) pipeline for Army software product teams. This increase of resources is a logical follow on and will allow Clarity to respond to customers support requests, conduct critical maintenance, mature services, and modernize the environment. It would not be economical or efficient to conduct a new procurement while Clarity is in the process of developing and maturing the CReATE environment into an Army Cloud Enterprise offering.

While this modification is within the scope of the original competitive procurement and this change to the contract would not have had a substantial impact on the field of competition, due to the OY1 decrease, the new and additional labor now requires this LSJ to increase the ceiling by .

Without the modification to add the additional labor, the ability for the current contract support to maintain the level of performance will be impacted as the user base and demand for the CReATE increases. This increase and the ramifications, such as delays in responding to customers support requests, conducting critical maintenance, maturing services, and modernization, are currently being experienced and is anticipated to continue unless additional labor is provided.

6. Market Research: This contract action is limited to modifying the current task order awarded to Clarity Innovations to provide additional labor hours to support the current PWS requirements which include development, operations, and maintenance of the CReATE environment. There is no change in the PWS requirements.

ECMA conducted market research in June 2022 by reviewing the capabilities of the vendors who responded to the original request for quote. Market research was limited to a review of the General Services Administration Multiple Award Schedules and the determined highly capable in the market research completed in January 2021. Of note, were identified in the previous market research as highly capable of performing the DevSecOps services and each were awarded Orders under the competitive solicitation. Therefore, the market research is limited to the remaining determined highly capable.
