Version – February 2017 source-brand name Commercial-Off-the-Shelf (COTS) Sonatype Nexus Repository Pro per User Annual Subscription with Standard Support.

The requirement is for software that can perform the following:

-Store Code for configuration management.

-Track code module dependencies.

Sonatype Nexus is currently being utilized within the Software Engineering Environment (SE2). Nexus is a repository manager that allows for the proxy, collection, and management of code dependencies and makes it easy to distribute software allowing the automated publication of artifacts to Nexus which then become available to other developers. This software is critical in the efforts to ensure continuous integration, deployment and security of software code and will help the Army ensure quick delivery of products to the Warfighter. 4. Authority: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, exclusive

5. Reasons for Authority Cited:

The intended software has been in use by SEC for over two years at this point.

Replacement of said software would not only require re-architecture of the current Software Engineering Environment (SE2), but would require countless man-hours to conduct the re-architecture. In addition, new licensing and requirements to re-train current employees would delay implementation of any alternate software solution, as well as delay the deployment of secure software to the Army Warfighter. Finally, using alternate tooling would require a complete re-work of the continuous integration and continuous delivery pipeline and all configurations there-in. Moving to another solution could set progress back over two years.

This won’t affect an ATO much as it involves one commercial product versus another.

But there is labor happening as code is developed and this tool is used to manage that code as it is developed. It is not easy to exactly know the cost, but we can estimate

that first if we don’t have this tool, we must find another tool that does the same thing so figure at least employee working for months to research, read, contact vendors, and determine which tool is the best choice. During that time, we lose configuration management of our code so we build software almost on the fly with no solid way to modify the code and rebuild, and no real idea of what other modules are required to keep in place for this code to work. So that code may become hard to manage later and may have to be redone once we have another code repository management tool.

This could be doing work that will have to largely be redone for a total of months lost effort. And when we get the new tool, the entire team must be trained in its use which could take for them to be proficient, so that means of not much work accomplished. The overall result is a total of of effort lost. months’ worth of a salary of = lost if we can get this tool. This is an estimate.

The use of brand name description in this acquisition is essential to the Governments requirements, thereby precluding consideration of a product manufactured by another company

If the required software is not obtained it will result in the expiration of current licenses bringing a halt to all development or maintenance related to sustainment of software supporting the Warfighter. The software sustainment mission for security compliance cannot be accomplished without this application. The system would increase in risk of confidentiality, integrity, and availability if the system was not update on security.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to an exception at 5.202 (13)(i) .

Requirement to post justification in accordance with FAR 13.105(c), Action is a brand name restriction, over $25K. It will be redacted and posted with the solicitation.

7. Market Research: Market research was performed by the SEC CALM Team in June 2020 with the intent to increase the number of authorized distributors, by increasing participation by (HUBZone) small business, certified 8(a) small business, Service Disabled Veteran Owned Small Business (SDVOSB), and Woman Owned Small Businesses (WOSB) and HUB Zone small business. And to find companies that could provide an alternate COTS product for the request software. Searches were performed on the Army Computer Hardware Enterprise Software Solutions (CHESS) on 01 June 2020 (RFI#326109), National Aeronautics and Space Administration (NASA) Solutions for Enterprise Wide Procurement (SEWP) (RFI#154289) on 01 June 2020, and General Services Administration (GSA) Advantage (RFI#1432963) on 01 June 2020, requesting current product pricing and availability information for the

Procurement history: This is a consolidation effort that includes the requirements from the previous contract and transition from PM. There is no procurement history for the transition requirement that is available to SEC CALM.
