Modification of an Order under General Services Administration

Multiple Award Schedules

1. Contracting Activity: U.S. Army Contracting Command – Rock Island (ACC-RI), Rock Island Arsenal, Rock Island, IL 61299-8000.

2. Description of Action: The ECMA requests a combination firm-fixed-price and Time-and-Material (T&M) modification to the ECSS Task Order 47QTCA18D00A2/ W52P1J- 22-F-0055 under General Services Administration (GSA) with Capgemini. This acquisition is conducted under the authority of the Multiple Award Schedules Program.

ACC-RI will execute this action against GSA’s Multiple Award Schedule (MAS) Cloud and Cloud Services Special Item Number (SIN) Federal Supply Schedule (FSS) Contract. ACC-RI projects award for and Operations and Maintenance, Army funds will be used.

This sole source modification to Capgemini’s task order is required to expand the Army’s enterprise cloud environment with additional cloud service providers, regions, networks, and common shared services. The estimated dollar value of the action is and requires Senior Executive Service (SES) approval. ACC-RI currently does not have a SES Senior Contracting Official and therefore, requests SES approval of this action from

The former Senior Contracting Official, approved an acquisition plan In Accordance With (IAW) DFARS 207.103(d)(i)(B) on 08 April 2021 and an amendment is not required as the general scope of the effort covered by this Limited Source Justification (LSJ) was included in the original approved acquisition plan.

3. Description of Supplies/Services: Under the current task order, competitively awarded in January 2022, Capgemini manages and continually enhances the Army’s enterprise cloud environment, called cARMY. cARMY provides the Army authorized commercial cloud environments, currently in Amazon Web Services (AWS) and Microsoft Azure (hereafter referred to as Azure), and common shared services. Common shared services are services that support application operations such as domain name services, cyber security service provider network time protocol, remote access, file transfer, and directory services (e.g., authentication and access control).

Task Order 47QTCA18D00A2/ W52P1J-22-F-0055 includes

The proposed modification will increase the estimated value of the base year, each option, and includes a , so cloud environments, in addition to AWS and Azure, can be added to the order and used by customers as needed.

The additional work includes expanding the existing cARMY environment through developing and continually enhancing common shared services in new CSP Platforms, including Oracle Cloud Infrastructure (OCI), Google Cloud Platform, Microsoft (MS) 365, Azure Virtual Desktop, as well as ServiceNow and SalesForce CSP platforms. The effort may also include support to additional CSP Regions, such as East and West Regions for AWS; Arizona, Texas, and Virginia for Azure; support to new networks, such as Defense Research and Engineering (DREN)/ Secret Defense Research and Engineering (SDREN) (Department of Defense (DoD) research networks); and adding new common shared services to existing environments.

The current task order provides support to the ongoing process of reviewing Government applications for transition to the cloud. For each review, the application migrator determines which cloud platform is the best fit. Not all CSPs have the same capabilities.

Some, like AWS and Azure, are very mature and offer hundreds of cloud native services, which allow organizations to build and run scalable applications in modern environments.

AWS works well for Open Source developers and makes it easy to build software from the ground up. Azure is tightly integrated with the Microsoft ecosystem and tools. Azure works well for Microsoft-based applications but does not allow for as much development flexibility as AWS. Others, like OCI and ServiceNow, are newer to the marketplace, and in particular the Government marketplace, and offer more niche services that are a better technical fit and may be lower cost for some applications. ECMA anticipates the Army will require use of many CSPs to provide the optimal architecture, best performance, and lowest cost for the huge variety of applications used for business and warfighting functions. ECMA also anticipates deployment of common shared services on the Army’s DREN or SDREN Networks. The work will include support in the other task areas within the original solicitation’s Statement of Objectives (SOO) to include, but not limited to, service level agreements, customer onboarding, customer support, training, program management, and cybersecurity. The table below on page 4 includes the current forecast of when the new services will be needed, and the estimated value.

MS365 (herein referred to as A365, given it’s the Army’s platform) is a unique CSP platform, supporting Army users today, which requires more extensive provisioning (authorizing and managing access to resources in an IT system) and help desk support than the other CSPs, due to the large user base.

4. Authority Cited: FAR 8.405-6(a)(1)(i)(C). In the interest of economy and efficiency, the new work is a logical follow-on to an original FSS order provided that the original order was placed IAW applicable FSS ordering procedures. The original order was not previously issued under sole-source or limited-sources procedures.

5. Reason for Authority Cited: The new work is a logical follow-on to an original competitively awarded task order and all GSA Cloud and Cloud Services SIN awardees were given an opportunity to be considered under the original order for this work.

While the value of the work to be added via the proposed modification was not included at time of task order award, it was included in the approved acquisition plan and SOO. In the SOO scope section of the solicitation, the Government stated, “The ECMA requires an Enterprise Cloud Common Shared Services Provider to takeover, expand, operate and continuously improve upon cARMY Cloud Common Shared Services in order to reduce complexity, increase security, eliminate duplication of effort, and increase Army-wide adoption of cloud computing technologies. This work may include extending these services into additional CSP regions, additional CSPs, additional networks (e.g., Defense Research and Engineering Network), and classifications as customer priority dictates.”

The solicitation also included an optional Contract Line Item Number (CLIN) for “Development of Enterprise Common Shared Services in Additional CSP Environment(s)”, but did not provide enough detail to properly price the optional CLIN at the time of award. Therefore, this statement notified the vendors of the Government’s intent to expand the capacity of the scope of work to add additional CSPs.

In April 2022, there was a network capability portfolio review where the Under Secretary of the Army discussed the importance of the cloud and determined it to be one of the main focus areas of the review. As a result, there is an increased emphasis at the Army senior leadership level on cloud migration, which has caused the Army leaders to examine and analyze their application portfolios providing the Army with a better understanding of which CSPs are required. The Government is now able to define the requirements to enable Capgemini to price the labor to operate in the additional CSPs.

In the interest of economy and efficiency, only Capgemini can continue to provide the required services through It is in the best interest of the Government to have a single integrator provide the development, management, and continual enhancement of enterprise common shared services across all CSPs required by the Army to ensure standardized onboarding, security services, and common shared services usage processes and procedures across CSPs. The standardization will minimize cost and reduce security risks and additional burden on the Army customers as they onboard applications to the cloud. Under the current ECSS task order, Capgemini develops onboarding, help desk, and operation procedures that can be easily applied to new CSPs

The proposed modification will also ensure there is no duplication of common shared services across the Army, as required by the 15 January 2021, Deputy Under Secretary of the Army Memo: Subject: Army Enterprise Cloud Services and Modernization, which states:

“cARMY is the required hosting environment for: all new applications and software development…cARMY is a hybrid cloud environment in which the Army is delivering computing, storage and network infrastructure, common shared services, and cyber security services…All Software as a Service (SaaS) design patterns will not be required to be hosted within cARMY, however networking connectivity and common services integration must be coordinated with the ECMO [Enterprise Cloud Management Office, now Agency] prior to acquisition to ensure deduplication of common enterprise services within the Army.”

Capgemini has successfully taken over the cARMY common shared services since task order award on 21 January 2022, and has shown significant service improvements, such as reduction in customer onboarding timelines. The proposed modification will allow Capgemini to apply those service improvements to the new CSPs, regions, and services added. If the increased work were to be competed, there would be substantial risk to meeting the Army Cloud Plan and Digital Transformation Strategy guidance, to migrate applications to the cloud and to make data readily available for warfighter decision making, since many applications may be best suited for CSPs that are not currently supported by cARMY today. In particular, the Digital Transformation Strategy calls for all legacy collaboration capabilities (e.g., shared drives) to be divested to maximize the investment in A365. The Strategy also calls for the Army to accelerate cloud native adoption by unifying the Army’s Enterprise and tactical clouds. The Army Cloud Plan is being updated and will include timelines to implement CSPs, such as ServiceNow.

The EITaaS agreement cannot be extended; therefore, the A365 services must be added to this requirement or be competed. As indicated above, there is not sufficient time to compete the requirement.

6. Market Research: In July 2021, vendors submitted proposals in response to the solicitation that resulted in the award of Task Order 47QTCA18D00A2/ W52P1J-22-F- 0055. of the vendors were found technically acceptable. ECMA conducted market research in July 2022 by reviewing the capabilities of the other vendors on GSA MAS Cloud and Cloud Services SIN. Those vendors included

The results of the prior solicitation, and the more recent review of other vendors on the schedule, support that other vendors can provide these services required, if given a reasonable transition.

However, based on the support provided in paragraph 5, only Capgemini can provide the support required by , and allow the Government to maintain a single integrator for cARMY.

7. Actions to Increase Competition: Ongoing market research is being conducted to determine the best strategy for the competitive follow-on effort, currently anticipated for award in allow for transition using FAR 52.217-8. This market research includes review of additional GSA, National Aeronautics and Space Administration and DoD vehicles, as well as discussions with other Government agencies that have similar requirements, such as the U.S. Air Force Cloud One team and the Veteran’s Affairs Enterprise Cloud Solutions Office.
