About this file
This document is a justification for a sole source contract award for Informatica RulePoint software support. The contract is valued at approximately and will be awarded to an unknown vendor on August 27, 2020. It is a one-year base contract with four one-year option periods to support the Distributed Common Ground System Army Increment 1 Release 2 program. The software supports intelligence analysis and is an integral part of the system configuration. Market research found no alternative products and the program is undergoing a reengineering effort before a full and open competition will be possible. The justification cites the proprietary nature of the software and the extensive reengineering costs required as reasons for the sole source award. The contracting agency is the Department of the Army Materiel Command Army Contracting Command at Aberdeen Proving Ground.

Total
Total estimated cost to change software and reengineer the program baseline of an integrated software system.
The estimate is based on a parametric estimating tool with multiple factors related to substituting different COTS software products for an existing COTS software product that has already been integrated and fielded in program. The reengineering factors, include but are not limited to, how the software is used within the baseline; how the software is distributed throughout the program; where the software is in the configuration of the integrated systems program; how many times the replacement upgrade needs to uploaded; where the upgrades need to be installed; the number of times the software has to be loaded in existing fielded equipment and or locations; and the level of effort required to validate the software is a viable substitution that meets all minimum program requirements. The configuration management requirements and the security features are required to maintain the ATO in accordance with US Army Cyber Security standards and policy. The cost is determined by the engineer's knowledge of the program configuration management; the relationship of the software to the kernal, the core of the operating system; the ATO certification requirements; the historical data related to the original software applications integration decision or the last refreshment of the baseline;
and other factors. The ATO certification is required to ensure the network remains secure and is compliant with the current DOD Cybersecurity policy, which require maintaining access to the latest software application patches, upgrades, and any required security related updates. The current software has already been tested, certified and determined to be in full compliance of latest DOD IT Cybersecurity policy.
(b) Alternatives: The DCGS-A platform uses Informatica’s RulePoint COTS product line which has been determined to be outdates older software technology. The system is undergoing Project Manager (PM) DCGS-A Inc1 Rel2 directed changes to replace the DCGS-A platform. The PM's engineering team has completed the first year of a two year study and testing on a reengineering process to ensure the Cross Domain Server Suite (CDSS) meets the National Security Agency (NSA) "Raise-the-bar" requirements.
Until the study and reengineering effort have completed the rigid requirements, the DCGS-A program manager cannot make a determination of the lifecycle or the removal of the current software from the CDSS system. After the expected approval of the reengineered CDSS by the Executive Configuration Change Board later this calendar year, the Government will revise the plan and determine the replacement for the Informatica's RulePoint product line.
SEC CALM will be maintaining this software in sustainment until the PM obtains approval to remove it from the field. Looking to find alternate COTS products now is counter-productive to the current program plan that the PM is reviewing for the upgrade or replacement. It would also impact current resources away from the high operational tempo the PM is experiencing with high security relevant concerns.
Currently there are no other COTS software products that meet the Army’s minimum requirements and functions listed in Paragraph 3 above.
6. Efforts to Obtain Competition:
a.) The Contracting Officer shall publish the notices required by FAR 5.201 and any bids or proposals received will be considered. Market research was performed by the Software Engineering Center, Centralized Acquisition and License Management Team (CALM), the details of which are provided in Paragraph 8. Searches were performed on the Army Computer Hardware Enterprise Software Solutions (CHESS# 316255 posted on 3/11/2020), the National Aeronautics and Space Administration (NASA) request #145106 posted on 3/11/2020 Solutions for Enterprise Wide Procurement (SEWP), and General Services Administration Advantage (GSA) # 1418627 posted on 3/11/2020) websites.
b.) Subcontracting Competition: Informatica is the original developer and software publisher. Informatica quotes to the DoD through two authorized resellers, listed below in Section 8. Informatica does not subcontract out any portion of the software support.
Informatica has made a business decision to perform the work in house to protect their copyright.
7. Actions to Increase Competition: Market research will be conducted annually on the current baseline to determine if changes occurred in the market place that would enable greater competition.
Request for Quotes (RFQ) solicitations are advertised on the General Services Administration (GSA) and National Aeronautics and Space Administration (NASA) Solutions for Enterprise Wide Procurement (SEWP) websites to find small business who are capable of satisfying this requirement or alternate COTS software as a replacement.
Competition and Market Research will be accomplished when the DCGS-A platform using this software is re-baselined.
Acquisition Data Availability: The Government only possesses the commercially available technical data customarily provided with this COTS product. The commercial purchase description does not provide enough technical information to allow other vendors to create the functionality of this product.
8. Market Research: Market research was performed by the SEC CALM team during the month of March 2020 with the intent to increase competition by finding alternative products, by increasing the number of authorized distributors, by increasing participation by small business, Service Disabled Veteran Owned Small Businesses (SDVOSB), Woman Owned Small Businesses (WOSB), Small Disadvantaged Businesses (SDB), and Historically Underutilized Business (HUB) Zone small businesses to acquire Informatica RulePoint software support. SEC CALM reviewed GSA Federal Supply Schedule (FSS) contracts, Government Wide Acquisition Contracts (GWAC), multi-agency contracts, including blanket purchase agreements (BPAs) under Federal Supply
Schedule contracts, for potential sources or alternates COTS products. A search for Informatica RulePoint COTS products on the Army Computer Hardware Enterprise Software Solutions (CHESS) (RFI316255) rendered no responses which resulted in a CHESS Statement of Non-Availability (SoNA), Number 216759686 dated 06/02/2020.
Additional market research was performed by SEC CALM during the month of March 2020. Requests for Information (RFI) were submitted to the General Services Administration (GSA) Advantage (RFQ1418627) and zero (0) vendors responded. The National Aeronautics and Space Administration (NASA) Solutions for Enterprise Wide Procurement (SEWP) (RFI145106) received responses from nine (9) vendors.
Therefore this is a Brand Name acquisition that will be competed among the nine (9) vendors listed in paragraph 9 of this document
