About this file
This document contains a justification for a sole source procurement of SolarWinds network monitoring software. The 54th Strategic Signal Battalion requires upgraded network monitoring tools to sustain critical mission command operations and secure real-time data and performance monitoring. The justification cites that the battalion currently uses SolarWinds software on its NIPR network, and changing to a different software would require considerable time and degrade network visibility significantly. The value of the sole source contract is $4 for a period of performance from September 18, 2020 to September 17, 2021. The contracting office is the Army Contracting Command at Aberdeen Proving Ground.

FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items – Brand Name Justification & Approval
1. Contracting Activity: ACC-APG
2. Description of Action: The 54th Strategic Signal Battalion requires network monitoring software in support of network management and monitoring at the Southwest Asia Domain Tier 1 / 2 levels. The funding request for SolarWinds IT Monitoring and Management tool supports requirements such as performance monitoring, traffic and bandwidth analysis, configuration and change management, switch port and end-user monitoring and tracking, WAN performance, and IP Address Management for NETMON tools. SolarWinds is a highly valuable tool that would aide in the detection and mitigation of vulnerabilities, further enhancing network compliance.
_X_ An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).
3. Description of Supplies/Services: The 54th Strategic Signal Battalion is upgrading capabilities of essential Network Monitoring tools to sustain critical mission command operations. Current network monitoring tools have limited capabilities on securing real- time data and performance monitoring. (NAM10000 Nodes – Annual Maintenance Renewal: 1 License / NAM13000 Nodes GEN2 License with 1st Year Maintenance: 1 License) For Actions without Options:
Period of Performance: 09/18/2020 to _09/17/2021 Total Value: $
4. Authority Cited: FAR 16.505(a)(4) – Restricting consideration to an item peculiar to one manufacturer (e.g., a particular brand-name, product, or a feature of a product that is peculiar to one manufacturer).
5. Reason for Authority Cited:
The request for SolarWinds to be purchased is due to the fact that we currently hold the SolarWinds network monitoring tools for NIPR which has been established on the network with all necessary firewall and server modifications complete. To change to a different software would require considerable time and network visibility would be degraded significantly. Also with the use of Solar Putty to access switches we would degrade our ability to troubleshoot issues efficiently and in a timely manner. This would negatively impact not only our Network Enterprise Centers but also our network customers.
6. Efforts to Obtain Competition:
_X _The Contracting Officer shall publish the notices required by FAR 5.201
7. Market Research: Market research conducted utilizing Computer Hardware Enterprise Software and Solutions (CHESS).
1. Other Facts: Without this tool, the command is limited in its ability for continuous network monitoring, which hinders technicians capability to detection and mitigate cybersecurity threats, vulnerabilities, and execute STIG scan/check that directly affects the 160th Signal Brigade's priority to improve network defense.
