BRAND NAME JUSTIFICATION
(FAR Subpart 13.5 � Simplified Procedures for Certain Commercial Products and Commercial Services)
1. Agency/Contracting Activity: Engineer Research and Development Center � Cold Regions Research Engineering Laboratory (ERDC � CRREL)
2. Description of Action:

3. Description of Supplies/Services: The United States Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research & Engineering Laboratory (CRREL)�s Engineering Resources Branch has a requirement to purchase one hundred and thirty (130) data loggers, various sensors, cables and mounting equipment for the monitoring and sensing of water levels at the Chena River Lakes Flood Control Project/Moose Creek Dam. The data loggers shall be brand name to Campbell Scientific. The required BRAND NAME parts/equipment are as follows:

Compatibility: The equipment must be compatible with the existing sensor network already installed in the tunnel.

4. Authority: Action using Simplified Acquisition Procedures under authority granted by 41 U.S.C.
FAR 13.501(a)(1)(i): Contracting officers must conduct sole source acquisitions, as defined in FAR
2.101 (including brand name), under Subpart 13.5 only if the need to do so is justified in writing and approved at the levels specified in paragraph (a)(2) of this section.
FAR 13.501(a)(2)(i) - For a proposed contract exceeding $150,000, but not exceeding $700,000, the contracting officer�s certification that the justification is accurate and complete to the best of the contracting officer�s knowledge and belief will serve as approval, unless a higher approval level is established in accordance with agency procedures.
5. Reason for Authority Cited: Campbell Scientific is the only existing brand name that offers the features and configurations necessary to meet all of the factors relevant to the data logger and sensors already installed at the Chena Lakes River Flood Control Project/Moose Creek Dam. This purchase would add to the existing capability to acquire and monitor real time data and must be compatible to be integrated into the existing sensor and data logger network. These data loggers have been field tested and provide the rugged data sensing and monitoring requirements of permanent installation in the flood control area.
6. Actions to Increase Competition: The solicitation and redacted Brand Name Justification indicating the Government�s intent will be posted to the SAM.gov website. The solicitation will be set aside for small business concerns.
7. Market Research: Market research was performed as prescribed by FAR 10.001(a). Campbell Scientific is the only brand name that offers the features and configuration necessary to meet all of the relevant factors including the need to be interoperable with existing CRREL equipment. Market research indicates that there are many distributors of Campbell Scientific Data Logger and Sensors, which is why this procurement is being restricted to the brand name items and not sole sourced to the manufacturer.
