Scope

The Snake River Area Office (SRAO) operates an Electronic Access Control and Surveillance

System (EACSS) which provides physical and electronic access controls, surveillance, and intrusion detection at eight facilities, principally dams and hydro-electric power generation plants throughout Southern Idaho. The requirements for this project are to replace, and/or upgrade, the existing EACSS comprised of Millennium (security) and Milestone (surveillance) systems.

The scope of this acquisition is to configure, procure, and install an integrated physical and electronic access controls, intrusion detection and surveillance improvements to provide a complete, standardized, and useable physical security and surveillance system for eight remote controlled, southern Idaho hydro-power generation facilities as an essential element of SRAO’s physical security program. This installation shall also include upgrading, by replacement of, all existing obsolete, non-functional, and outdated security equipment at each of the SRAO facilities.

The new EACSS will be configured and installed to reduce risks to personnel and secure assets by electronically monitoring and controlling access to facilities, providing surveillance and assessment capability, providing intrusion detection and centralizing alarm reporting and display functions.

Objectives

• Contractor shall provide the appropriate licensed Professional Engineer (PE) and certified

Physical Security Certification (PSC) personnel to perform overall system design and engineering services, throughout the installation process. Contractor shall be Lenel and

Milestone Certified, as well as other applicable physical security and surveillance certifications. Lenel Certification must be Lenel Certified Professional (LCP) or above.

• Install a standardized EACSS utilizing a Lenel OnGuard Management System with Lenel and Milestone subsystems.

• Acquire a contract with an industrial physical security and surveillance firm experienced in designing and installing physical security, intrusion detection, access control, and video surveillance for Federal Government facilities that are monitored and operated remotely.

o Contractor shall perform at least 50% of the actual work using in-house resources.

• Install a standardized and integrated EACSS to provide reliable 24/7 monitoring of

SRAO facilities.

• Replace all obsolete, non-functional, and/or non-compliant1 security equipment at each of the SRAO facilities.

• Utilize Common-Off-the-Shelf (COTS) components that have reliable designed long-term usage. Components shall be compatible with Lenel and Milestone systems.

Two (2) pre-proposal site visits will be held for this requirement; vendors are strongly encouraged to attend. Exact locations will be provided once vendor has obtained a fully executed non-disclosure agreement. Contractors are required to supply their own personal protective equipment (PPE) to be worn at all times within the premises, which shall include at a minimum hard hat, safety vests, and safety boots for each site visit. Each pre-proposal site visit is expected to last 2-4 hours.

Minidoka Dam and Powerplant:

Located approximately 12 miles northeast of Rupert, Idaho, in Minidoka County

Black Canyon Dam and Powerplant:

Located approximately 6 miles northeast of Emmett, Idaho, in Gem County

Date: Wednesday May 18th, 2022 at 11:00 am MT

Onsite photography is strictly prohibited within the premises of each site.

Required Qualifications and Non-Disclosure Agreement (NDA) Submission for SOW

Package

In accordance with FAR 9.104-2; Special standards - Contractor shall provide copies of both

Lenel Certification and Milestone Certification. Lenel Certification must be Lenel Certified

Professional (LCP) or above. Copies of both Lenel Certification and Milestone Certification must be emailed to both Christina Mohamed, cmohamed@usbr.gov and Rex Amicone, ramicone@usbr.gov with a copy of the Non-Disclosure Agreement (Attachment B) filled out by the vendor.

Vendor must also provide their SAM.gov Unique Entity ID number so that it can be validated they are a small business vendor under NAICS 561621.

Once the vendor has provided the requirement information and they are validated to be Lenel and Milestone Certified, a small business vendor under NAICS 561621 and a vendor filled out non-disclosure agreement they will be provided an executed non-disclosure agreement and be provided with additional attachments with controlled information as well as exact location for the two (2) pre-proposal site visits.

It is the responsibility of the vendor to provide this information in a timely manner to ensure they obtain a fully executed non-disclosure agreement intime to be provided the site visit locations and controlled information.

1 Non-compliant equipment could include any equipment that is no longer authorized for usage such as non-National

Defense Authorization Act (NDAA) compliant equipment.
