DESCRIPTION/STATEMENT OF WORK

New task order under Malheur N.F. Fuels Reduction and Slash Treatment IDIQ.

Level PCT/GP: Pre-commercial Thin and Grapple Pile on 744 acres (510 acres Base Work and 234 acres

Optional Work) in the Flat EA.

Unit’s boundaries are marked with Orange Ribbon and White Tags.

LOCATION

This project is located on Emigrant Creek Ranger District of the Malheur National Forest.

Estimated round trip of 70 miles; Starting at Burns, OR – North on 395 toward Silvies Valley, project area is located on both East and West sides of Silvies Valley and is accessible via Forest Road (FR) 31, FR

3140, FR 2840, Grant County Road 73/FR 17, FR 3930, and FR 37.

WILDLIFE CLUMPS

Wildlife Clump – A type of treatment where a portion of the unit is left un-thinned for benefit of wildlife.

These clumps are to be chosen by the contractor with final approval being made by the COR.

Minimum Size: 1/10 (.1) acre with narrowest part of the clump being not less than 30 feet across

Maximum Size: one (1) acre with narrowest part of the clump being not less than 60 feet across, with exception around springs, seeps, bogs, and elk wallows.

Clumps shall be spaced no less than 100 feet apart.

Clumps will be located no closer than 20 feet to fences

Clumps are allowed within 200 feet of open roads on a unit by unit basis with COR approval.

Preferred areas for Wildlife Clumps includes (but is not limited to):

Rocky knobs, steep slopes, and areas difficult to grapple pile

Active bedding grounds

Around springs, seeps, bogs, and elk wallows

Adjacent to rim rocks and wildlife trails

No more than 15% of a unit’s acreage shall be left untreated as wildlife clumps. The intent is to leave the best available cover for various types of wildlife while improving the overall health of the forest, not to achieve a percentage of ground left un-thinned. An attempt should be made to leave wildlife clumps throughout each unit while avoiding leaving an abundance of wildlife clumps concentrated in only portions of each unit. Contractor performance will not be marked down for not leaving Wildlife Clumps in areas where adequate ‘clump material’ was not available. Inspection and acceptance will be 100% visual.

PILING

Grapple Piling specifications from the parent contract are applicable to this project. Minor changes made in this document (DBH and Tons Per Acre specifics) supersede the parent contract.

SPECIAL CONCERNS

Heritage – Sites have not yet been confirmed. If sites do lie within the units, pre-commercial thinning by hand may still occur, but piling within the heritage site will not be allowed.

POST AWARD CONFERENCE (AGAR 452.215-73) (NOV. 1996)

A post award conference with the successful offer is required. It will be scheduled and held as soon as the contractor, CO and COR are available to meet after the date of task order award. The conference will be held at the Malheur National Forest – Emigrant Creek Ranger District Office in Hines, Oregon, or a mutually agreed upon location.

SAFETY

The Government has identified the following hazards when performing complex restoration activities over a large project area. Contractor shall provide a job-specific safety plan addressing these hazards as well as any other hazards the Contractor has encountered in this type of work.

• Job specific PPE, including safety glasses, hardhats, foot wear, hearing protection, for individuals on the jobsite when outside of the machinery cab.

• Communication in case of fire or injury.

• Job and equipment specific first-aid kits, spill kits for fuel, hydraulic fluid, etc.

• Evacuation plan in case of injury.

• Work around heavy equipment and trucks, blind spots, backing, visibility, etc.

• Work near Forest Roads and Campgrounds.
