About this file

This request for quotation (RFQ) requires the provision of twenty-five Rohde & Schwarz FSH8 brand name or equal spectrum analyzers with accessories. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) seeks these spectrum analyzers to support its Technical Operations Branch in identifying radio frequency interference that may degrade covert surveillance operations. Vendors must quote a firm fixed price for the base requirement and include pricing for four one-year options covering annual calibration services. Quotes are due by the date specified to Nicholas Engel at ATF and will be evaluated based on technical capability and price. Award will be made to a single responsible small business meeting the requirements stated in the attached statement of work and applying the commercial items provisions and clauses incorporated by reference.

STATEMENT OF WORK

Spectrum Analyzers

1.1 Background

As part of its mission, the Technical Operations Branch (TOB) supports all Technical Operations Officers and Technical Surveillance Specialists (TOO/TSS) that install and maintain Radio Frequency (RF) transmitters and receivers in support of investigations and covert surveillance operations conducted by ATF Special Agents. Spectrum Analyzers are vital instruments used to identify RF interference that may degrade covert surveillance video evidence collection during surveillance operations. TOO/TSS’s continuously install RF surveillance equipment to support investigations, the equipment must be configured to avoid RF interference in various locations throughout the United States.

The TOB has a requirement for twenty-five (25) Spectrum Analyzers with Accessories.

The Spectrum Analyzers shall be handheld and portable, capable of operating from battery or USB power from laptop when required.

1.2 Scope

The contractor shall provide twenty-five (25) Rohde & Schwarz FSH8 brand name or equal Spectrum Analyzers with Accessories with the following minimum technical specifications:

Frequency Range At least 9KHz to 6.2 GHz

Antenna Connectors N-Type connector or include adapters for N-type connector

Adjustable Resolution Band Width (RBW) Adjustable RBW from 100 Hz to 1 MHz

Video Bandwidth (VBW) Adjustable VBW from 3Hz to 1 MHz

Frequency Span Adjustable frequency span from

Power: 120/220 VAC.

Mobile Power Capable of operating from battery power for at least 2 hours or operating from common USB power from laptop (5VDC)

Basic Vector Analysis Functions Amplitude, frequency, phase vs. time

Interference Analysis Measurement Software

Contractor shall provide software capable of performing interference analysis measurements analysis.

Demodulation types Able to perform demodulation of AM and FM signals

Audio Must have headphone output to allow user to listen to various signals

Antenna Basic Whip Antenna included

Voltage Standing Wave Ratio (VSWR)

Capable of performing VSWR antenna testing on antennas from 130MHz to 6GHz – include any resistors, cables, VSWR bridges required to test antennas.

Software Markers Markers available to allow users to mark signal on the screen.

Training

Live introduction to Spectrum Analyzer usage included (Virtual training preferred) to be conducted within 6 months of delivery

- Two courses of 15 Students (Class time to be determined by vendor/instructor and approved by the Government)

- Familiarize students on basic use of spectrum analyzer functions and capabilities.

Portable Units must be handheld and portable Warranty At least one year warranty from date of delivery.

Calibration Services

Calibration service – Calibration services will include calibration of all units on an annual basis for four years after initial delivery. Calibration services shall be included as option years.

Voltage Standing Wave Ratio (VSWR) testing must be a feature within the spectrum analyzer. The spectrum Analyzer must be able to test and identify faults (opens, shorts) in cables and determine the transmission characteristics of antennas with minimal additions to the spectrum analyzer (bridges or attenuators, loads and pads must be included with the kit).

Calibration Services shall be conducted on an annual basis at an authorized testing location for the procured device.

1. The vendor shall identify laboratory locations that the Spectrum Analyzer may be sent for annual calibration.

2. ATF will send the Spectrum analyzer(s) to a laboratory location with all accessories to the identified calibration laboratory identified by the vendor at the time of procurement.

3. The Calibration of the spectrum analyzers will include a full calibration of the instrument. The calibration must take no longer than 14 working days.

The following shall be provided:

Quantity Description
