SCOPE OF WORK
Contractor shall provide and deliver Culvert Valve rubber seals to Meldahl L&D
The Contractor shall furnish rubber seals for Culvert Valves as described below to Meldahl Locks and Dam at 2443 U.S. 52, Felicity, OH 45120-8902; attention Jason Hall.
All parts shall be new and meet the specifications as described herein.
SPECIFICATIONS:
1) Rubber Seals, Rubber seals shall be of the molded type only and shall be compounded of natural rubber, synthetic polyisoprene, or a blend of both, and shall contain reinforcing carbon black, zinc oxide, accelerators, antioxidants, vulcanizing agents, and plasticizers. Dimensions of gate seal shall be 2-3/4” diameter bulb x 1” thick tail x 6” OAW J-Type molded profile.
a. Left side seal, Mark 25/5-2L on a 21’-6” on 25’-10” bolt circle radius.
Quantity of 1.
b. Right side seal, mark 25/5-2R, 21’-6” on 25’-10” bolt circle radius. Quantity of 1.
c. Top seal, mark 25/5-1, length 15’-0”. Quantity of 2.
d. Right Transition Seal, Mark 25/5-3R, Quantity of 2.
e. Left Transition Seal, Mark 25/5-3L, Quantity of 2.
Physical characteristics of the seals shall meet the following:

**The “Water Absorption” test shall be performed with distilled water. The washed specimen shall be blotted dry with filter paper or other absorbent material and suspended by means of small glass rods in the oven at a temperature of 70 degrees C. plus or minus 2 degrees for 22 hours, plus or minus ¼ of an hour. The specimen shall be removed, allowed to cool to room temperature in air and weighed. The weight shall be recorded to the nearest 1 mg as w1 (w1 defined in ASTM D 471-12). The immersion temperature shall be 70 degrees C plus or minus 1 degree and the duration of immersion shall be 166 hours. Test results to be supplied with material along with certification.
Failure of any specimen to meet the requirements of the test used will be cause for rejection of the piece from which the test specimen was taken.
TESTING AND INSPECTION PRIOR TO SHIPMENT:
Contractor shall provide an independent lab report of all physical characteristics listed above from a sample of the molded material to the Government prior to the final inspection for the Government to review.
Prior to packaging for shipment, the Contractor shall notify the Government that a final inspection of the rubber seals is available. The Contractor shall notify the Government no less than seven (7) days prior to the inspection date. Any items not found to meet the specifications shall be replaced, re-tested and re-inspected at no cost to the Government.
ATTACHED DRAWINGS:
25/5, 25/6, and 25/7 shall be provided.
ADDITIONAL REQUIREMENTS:
Contractor shall provide a cost breakdown for item 1 in the Specification Section listed above in their proposal.
DELIVERY:
The Contractor shall coordinate his delivery plans with Tyler Lester, Operations Plant Manager at the U.S. Army Corps of Engineers, Huntington District in Huntington, WV at
(304) 399-5045. Delivery shall be made F.O.B. destination to Meldahl Locks and Dam, attention Jason Hall, 2443 U.S. 52, Felicity, OH 45120-8902. Deliveries are accepted between 0730 and 1600 excluding weekends and Federal holidays. The Contractor shall confirm that his intended method of shipment is satisfactory of unloading by the Government and shall give seven (7) calendar days notifications before shipment.
Delivery shall be no later than 60 days after contract award.
WARRANTY: Standard Warranty The Contractor shall provide a warranty on all parts and materials for a minimum of two years. Any items found to be defective within this time frame shall be replaced at the
Contractors expense with no costs associated to the Government in a timely fashion. (45 days or less).
