PART I

SECTION C

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

CULVERT VALVE CYLINDER

C-1. SCOPE. These specifications cover all labor and materials necessary for the construction of a new hydraulic cylinder including fabrication, assembly, testing, painting and delivery. The hydraulic cylinder is a culvert valve cylinder used at Meldahl Locks and Dam and is to be installed by others. The cylinder has a 17-1/2 inch diameter bore and 6 inch diameter piston rod with a total stroke of 178 inches. The cylinder details are shown in drawings M-501 and M-502 and the specifications are described herein.

C-1.1 DEVIATIONS FROM SPECIFICATIONS. Changes to the materials and designs may be allowed only after approval from the COR. The changes must not change the fit or function of the hydraulic cylinder detailed on the contract drawings. Some changes could require that the Contractor provide design calculations by an engineer that prove that the change meets the governing standards.

C-3. DRAWINGS.

C-3.1 CONTRACT DRAWINGS. The work shall conform to the following contract drawings which are attached to and form a part of these specifications.

C-4. QUALITY ASSURANCE.

C-4.1 NONDESTRUCTIVE TESTING. When doubt exists as to the soundness of any material part, such part may be subjected to any form of nondestructive testing

C-3 determined by the COR. This may include ultrasonic, magnaflux, dye penetrant, x-ray, gamma ray or any other test that will thoroughly investigate the part in question. The cost of such investigation will be borne by the Government. Any defects will be cause for rejection and rejected parts shall be replaced and retested at the Contractor's expense.

C-4.2 WORKMANSHIP. Workmanship shall be of the highest grade, and in accordance with the best modern practices, to conform to the specifications for the item of work being furnished. The cylinder parts shall be fabricated and the cylinder shall be assembled by entities having a minimum of 10 years of experience as an original equipment manufacturer of cylinders of similar size and design. At least two examples of projects having similar scope and complexity shall be submitted for Government approval. The example projects are to be submitted with the Contract Bid.

C-4.3 QUALITY CONTROL. The Contractor shall establish and maintain a quality control system to assure compliance with the contract requirements, and shall submit records of all quality control operations for the items covered by these specifications.

C-4.4 SHOP INSPECTION. Unless waived in writing by the Contracting Officer, a Government Inspector will check each unit in the Contractor’s shop to determine the correctness of fabrication. Each unit will be closely checked to ensure that all critical tolerances have been maintained. Errors or defects disclosed shall be remedied by the Contractor without cost to the Government.

C-5. SUBMITTALS. The following information and data shall be provided to the Contracting Officer or the designated representative. Contractor submittals shall be furnished in accordance with the specifications and as herein specified.

C-5.1 SHOP DRAWINGS. Use of the attached drawings for shop drawings not be permitted. Provide fabrication drawings for all parts and components, except those of standard design and manufacture. The drawings shall be submitted for Government Review and approval prior to the initiation of fabrication. Include in fabrication drawings complete detailing, materials of construction, tolerances, machined surface finishes, connections, and weld details Approval of shop drawings by the COR shall not relieve the Contractor of the responsibility for complete conformity with the specifications. Shop, fabrication, or shop assembly drawings shall be provided by the Contractor on information not detailed on the Corps-supplied drawings. Any component part of fabricated items omitted on the contract drawings shall be detailed on the shop drawings. If departures from the contract drawings are deemed necessary by the Contractor (and approved by the Contracting Officer or the designated representative), details of such departures, including changes in related portions of the project and reasons therefore, shall be submitted with the shop drawings.

C-5.2 LIST OF MATERIALS. The Contractor shall submit evidence satisfactory to the COR that all materials conform to the requirements of these specifications. The Contractor shall also furnish a shipping bill or memorandum of each shipment of finished pieces or members, giving the designation mark and weight of each piece, the number of pieces, and the total weight.

C-5.3 QUALITY CONTROL RECORD. The Contractor shall submit all quality control records for fabrication of the items covered by these specifications.

C-5.4 WELDING PROCEDURE SPECIFICATION (WPS). Welding specifications

C-4 are required for all weldments. This information shall be submitted for approval prior to start of fabrication. Structural welded connections shall be in accordance with the applicable provisions of AWS D1.1. Hydraulic cylinder and piping welds subjected to the design pressures shall be welded in accordance with applicable sections of the ASME BPVC, Section VIII, Division 1 and the latest revision of ASME-B31.1.

C-5.5 WELDING TEST REPORT. All non destructive weld testing identified in these specifications and drawings shall submitted for approval before proceeding to the final boring and chrome plating of the cylinders.

C-5.6 MATERIAL TEST REPORTS (MTRs). Certified reports are required for all materials used in fabrication of the cylinders.

C-5.7 TEST REPORTS. Reports for the hydrostatic testing and the stress relieving heat treatment of both cylinders shall be submitted and signed by the Contractor's representative. Radiograph reports and the developed film shall also be submitted.

C-5.8 OPERATIONS & MAINTENANCE INSTRUCTIONS. SEE C-10

C-5.9 FINAL RECORD DRAWING PACKAGE. SEE C-11

C-6. MATERIALS.

C-6.1 GENERAL. Materials shall conform to the requirements indicated on the drawings or referred to herein, and when not covered thereby, materials and mechanical equipment of the best commercial grade quality suited to the intended use and as approved by the COR shall be furnished. The manufacturer's name, address, and catalog number shall be permanently displayed on a nameplate securely attached to each major item of equipment.

C-6.2 HYDRAULIC CYLINDER. The outside of the finished cylinder flanges shall be turned concentric with the bore as well as a minimum of two steady rest areas for 6” in length on the outside of the cylinder barrel, and the interior shall be honed to the dimensions, tolerances, and finish shown on the drawings. The finished wall thickness shall not be less than 1" +/- 1/64”. Flanges shall be welded to the cylinder parallel with each other and perpendicular to the cylinder center line. Tolerances shall be as shown on the drawings, and to ensure fitup with the components. After completion of all welding and prior to final machining, the cylinder shall be stress relief heat treated. All full penetration welds shall be radiographed, except welded corners, tee joints and the structural steel support base which shall be tested using magnetic particle or ultrasonic testing. The radiographs and NDT test reports shall be submitted per 5.5 Welding Test Reports. The Contractor shall repair any weld or material defects discovered by inspections at no additional expense to the Government.

The assembled cylinders shall be of such straightness that the piston and rod move smoothly therein without any indication of binding or tight spots. The surface finish shall be compatible with the seals being used so as to result in zero leakage past the seals. The cylinder material shall be steel conforming to one of the following acceptable materials:

a. Rolled steel plate conforming to the requirements of ASTM A516, Grade 70, and welded flanges conforming to ASTM Al81, Class 70.

b. The tube shall be centrifugal cast steel conforming to the requirements of ASTM

A216, Grade WWC, and welded flanges conforming to ASTM Al81, Class 70, or cast from

ASTM A216, Grade WWC steel.

c. The flanges shall be a solid trepanned forging conforming to the requirements of

ASTM A266, Class 1.

d. The tube shall be machined from ASTM A519, Grade 1018, heavy wall seamless steel tubing and the flanges shall be machined from ASTM A516 Grade 70 plate.

C-6.3 PIPING CONNECTIONS. The long weld neck flanges shall conform to ASTM

A105. The orientation of the bolt holes shall conform exactly to the contract drawings to facilitate in-kind replacement with existing cylinders. All piping connections shall blinded with blind flanges (per ASTM A105) with appropriate gaskets.

C-6.4 CYLINDER HEADS. Cylinder heads shall conform to ASTM A181 blind flanges or ASTM A516 Grade 70 steel plate. The appropriate plugs and globe valves shall be provided as shown on the contract drawings.

C-6.5 PISTON RODS. The piston rod shall be fabricated from stainless steel conforming to ASTM A564 or ASTM A705, Type 630. The piston rod shall be heat treated to a condition of H-1150 before final machining. It shall be hard chrome plated to 0.005 inch minimum thickness (per side). The final rod surface shall have a roughness height of not more than 16 micro inches rms. If the piston rod is composed of two or more pieces, the welds shall be radiographed. Rod finish is to be in accordance with seal manufacturer’s recommendations. Refer to C-7.1 and Contract Drawings.

C-6.6 PISTONS. The piston shall be made of an approved steel, ASTM A48 Cl. 50 or approved equal. The final diameter of the piston shall be sized to match the honed bore of each cylinder. All appropriate information concerning materials or alternate materials should be forwarded to the COR for evaluation and approval.

C-6.7 O-RING SEALS. The O-ring seals shall be Buna N or Viton and designed for

1000 psi service and the 1500 psi hydrostatic test.

C-6.8 ROD WIPER. The rod wiper shall be a high-strength scraper ring made from

AWC800 or approved thermoset polyurethane equivalent which will withstand the impact and the abrasion of materials adhering to the piston rod.

C-6.9 PISTON SEALS. Piston seals shall be of zero leakage cup type seals, nonadjustable gland type, made from AWC800 or an approved thermoset polyurethane equivalent designed for 1000 psi service and a 1500 psi hydrostatic test, compatible with hydraulic fluid, resistant to extrusion, and automatically compensate for wear. Approved seal shall have a tensile strength of 5,000 psi and a tear strength of 500 lb/in.. The seals shall be installed per the instructions and recommendations of the manufacturer. The seals shall be free from nicks and cuts, cleaned, and lubricated before installation. Alternate types may be proposed by the Contractor. All appropriate information should be forwarded to the COR for evaluation and approval.

C-6.10 ROD PACKING SEALS. Piston rod seals shall be U-cup type designed for

1000 psi service and a 1500 psi hydrostatic test. The seal material shall be AWC800 or an approved thermoset polyurethane equivalent. The seals shall be installed per the instructions

C-6 of the manufacturer and shall be replaceable without disassembly of the hydraulic cylinder heads or the attachment at the end of the cylinder. Installed seals may be full circle of the cylinder at original installation. To permit site personnel serviceability the rod seal system shall be so arranged that the seals can be cut according to the seal manufacturer’s recommendation and installed in a staggered arrangement to restore full leakage control.

Instructions for field installing rod seals shall be submitted with the Shop Drawings and Product Data. Alternate types may be proposed by the Contractor, including the original Chevron packing system. All appropriate information should be forwarded to the COR for evaluation and approval.

C-6.11 WEAR BANDS. The wear bands shall be made of an AWC660 or approved equivalent polyamide (glass filled nylon) material. Approved material shall have a tensile strength of 25,000 psi, compressive strength of 23,000 psi, Durometer hardness of 120 Rockwell R. Additionally, the static and dynamic coefficient of friction shall be 0.24 and 0.31 respectively and a wear factor of 75x103.

C-6.12 ROD SEAL GLAND AND LOCKING DEVICE FLANGE/BUSHING. The rod seal gland and locking device flange shall be fabricated from bronze conforming to ASTM B148-18, Alloy No. C95400. These parts shall be designed to be compatible with the new seals and rod. Alternate types may be proposed by the Contractor. All appropriate information should be forwarded to the COR for evaluation and approval.

C-6.13 BOLTS, STUDS, AND NUTS. All bolts and studs for the head to flange connections for each cylinder shall conform to ASTM Al93, Grade B7, with ASTM Al94, Grade 2H nuts.

C-6.14 PISTON ROD NUT. The piston rod nut shall be fabricated from forged steel conforming to ASTM A668-20 CL.B.

C-6.15 HYDRAULIC FLUID. The hydraulic fluid to be used during shop testing and to flush the system after installation shall be hydraulic oil which has a high viscosity index, low pour point, and antifoam properties.

C-6.16 STOP PLATE. ASTM A36 Steel.

C-6.17 DRAIN VALVES. Two drain valves shall be installed on the heads of each cylinder. The valves shall be ½” Class 600 forged steel gate valves with 11 to 13% chrome trim; threaded both ends. The body and bonnet shall conform to ASTM A105. Each valve shall have a forged steel bull plug threaded in the open end.

C-6.2 SPARE PARTS. The Contractor shall supply one (1) spare set of all cylinder seals including piston seals, wear bands, O-rings, and wiper.

C-7. MACHINE WORK. Parts shall be machined to the tolerances on the drawings where decimal dimensions indicated. Tolerances for non-decimal dimensions shall be within 1/64 inch. The outside diameter of the parts shall be cut true to gauges, smooth, and straight for proper fit with mating bushings. The parts shall adhere to ANSI 4.1, Preferred Limits and Fits for Cylindrical Parts and ASME Y14.5M, Geometric Dimensioning and Tolerancing Standard.

C-7.1 FINISHED SURFACES. Surface finishes indicated or specified shall be in

C-7 accordance with ANSI B46.1, Surface Texture (Surface Roughness, Waviness and Lay).

Values of required roughness heights are arithmetical average deviations expressed in micro inches. All finishes shall be in compliance with seal manufacturer’s recommendations. This includes Ra, RZ, and Rmax as defined in ISO 4287 & 4288. Compliance with surface requirements shall be determined by sense of feel and visual inspection of the work compared to Roughness Comparison Specimens in accordance with the provisions of ANSI B46.1.

Values of roughness width and waviness height shall be consistent with the general type of finish specified by roughness height. Where the finish is not indicated or specified it shall be that which is most suitable for the particular surface, provide the class of fit required and be indicated on the detail drawings by a symbol which conforms to ANSI B46.1 when machine finishing is provided. Flaws such as scratches, ridges, holes, peaks, cracks or checks which will make the part unsuitable for the intended use will be cause for rejection.

C-7.2 UNFINISHED SURFACES. Unfinished surfaces shall be true to the lines and dimensions shown and shall be chipped or ground free of all projections and rough spots.

C-8. SHOP TEST

C-8.1 HYDRAULIC OIL. Prior to testing, hydraulic oil shall be added to the cylinder. Only clean oil meeting an ISO cleanliness code of 16/13 shall be used in the shop test. The Contractor shall take all precautions when filling the system, to keep the oil clean, free of chips, grit, water, sludge, coolants, sealing compounds, and other foreign matter. All oil shall be handled in clean containers and introduced into the system through a 10-micron absolute filter. After filling, the Contractor shall bleed all air from the system. No operating or testing shall be done until the complete hydraulic system, is completely free of air. Oil to fill the system shall be premium-quality petroleum base hydraulic oil, which shall give maximum lubrication and protection to the cylinder. The oil shall be a highly refined, stable base oil with adequate anti-wear additive, oxidation and corrosion inhibitor, vapor phase inhibitor, and foam suppressant. The oil shall have an ISO viscosity grade of 32.

C-8.2 HYDRAULIC CYLINDER TEST. The cylinder shall be assembled and tested in the presence of the Contractor’s Officer’s representative. After fully cycling the cylinder 3 to 5 times, test the hydraulic cylinder. first with the piston rod extended, the cylinder shall be subjected to a test pressure of 1500 psi for a period of 30 minutes and there shall be no leakage. Testing of leakage across the piston seal shall be accomplished with the piston rod in the extended position for 15 minutes at a test pressure of 1,000 psi. There shall be no visible leakage detected for a successful test. The same test shall be repeated, with the piston rod retracted. There shall be no leakage through the rod seal packing when the cylinder is under the test pressure. The Contractor shall demonstrate that the breakaway pressure does not exceed 50 psi. The cylinder piston leakage rate tests and the breakaway pressure test as specified, shall be conducted in a manner meeting the approval of the Contracting Officer.

The cylinder shall be operated through 5 complete cycles at rated speed to demonstrate that it is suitable for the purpose intended. Operation shall be smooth and quiet without any vibration. The cylinder shall be 100 percent leak-proof. Detailed test procedures shall be submitted to the Contracting Officer for approval.

C-9. PAINTING.

C-8

C-9.1 GENERAL. Except as hereinafter described, all surfaces of all parts of the operating cylinder shall be finish painted in a shop with at least three coats of epoxy-polyamide paint conforming to SSPC-Paint 22. Color shall be light gray. Paint shall be applied primarily through use of conventional spray except where in areas that are difficult to apply proper coverage with spray, in which case paint shall be applied by brush. Paint shall be applied prior to final assembly, taking care to protect machined surfaces. After final assembly, a final coat of paint shall be applied. Dry film thickness per coat shall be within plus or minus 20 percent of that recommended by the manufacturer.

C-9.2 SURFACE PREPARATION AND PAINT APPLICATION. Surfaces to be painted shall be clean before applying paint or surface treatments. The removal of oil and grease shall, in general, be accomplished with mineral spirits or other low-toxicity solvents having a flashpoint above 100 degrees Fahrenheit before any mechanical cleaning is started.

Solvent cleaning shall be done with clean cloths and clean fluids to avoid leaving a thin film of greasy residue on the surfaces being cleaned. After solvent cleaning, surfaces shall be prepared by commercial blast cleaning in accordance with SSPC-SP 6, prior to painting except as herein specified. Cleaning and painting shall be so programmed that dust or other contaminants from the cleaning process do not fall on wet, newly painted surfaces, and surfaces not intended to be painted shall be suitably protected from the effects of cleaning and painting operations. Welding of, or in the vicinity of, previously painted surfaces shall be conducted in a manner to prevent weld spatter from striking the paint and to otherwise reduce coating damage to a minimum; paint damaged by welding operations shall be restored to original condition. The cylinder shall be protected against entry of blast abrasive and dust into working parts. Surfaces to be painted that will be inaccessible after construction, erection, or installation operations are completed shall be painted before they become inaccessible. Blast cleaning of other components shall be done prior to assembly. Machine finished surfaces shall be protected during any blast cleaning processes. The cylinder shall be assembled prior to painting except as herein otherwise allowed. When bolted contact exists between surfaces of metal parts, such surfaces will not be required to be painted, but any resulting crevices shall subsequently be filled or sealed off with paint.

C-9.3 PARTS OR SURFACES NOT PAINTED. Paint shall not be applied on corrosion-resistant parts and finished machine surfaces in bolted contact. Unpainted finished machine surfaces shall be protected as specified in paragraph C-6, Protection of Finished Machined Surfaces.

C-9.4 PREPARATION OF SHIPMENT. After paint has been applied, the operating cylinder shall be prepared for shipment in accordance with the requirements of SECTION D - PACKAGING AND MARKING. Prior to shipment, the manufacturer shall clean and flush the cylinder and fill it to 80% of its capacity with oil meeting the requirements hereinbefore specified. If shop air is used on the cylinder, moisture shall be removed by means of a moisture trap, dryer, or other approved means to eliminate entrance of water into the cylinder.

C-10. OPERATION AND MAINTENANCE INSTRUCTIONS. The Contractor shall furnish four (4) copies, in printed and bound form, of operating and maintenance instructions containing complete information on the assembly, operation, adjustment, maintenance, and repair, together with parts list prior to acceptance and two (2) copies in PDF format on CD.

C-11. FINAL RECORD DRAWING PACKAGE. Submit the final record PDF and

CAD drawings package for the entire project within 20 days of substantial completion of all

C-9 phases of work. Submit one set of ANSI D size PDF and CAD files on optical disc, read-only memory (ROM), two sets of ANSI D size prints and one set of the approved working record drawings. The package must be complete in all details and identical in form and function to the contract drawing files supplied by the Government.

C-12. CONTRACT DRAWINGS AND SPECIFICATIONS.

C-12.1 ELECTRONIC COPIES OF THE CONTRACT DRAWINGS AND

SPECIFICATIONS. will be furnished to the Contractor without charge, except applicable publications incorporated into the Technical Provisions by reference. For all modifications, the Contractor will be furnished one reproducible PDF version of all revised drawings. The work shall conform to the following contract drawings, all of which form a part of these specifications and are available in the Office of the District Engineer, Department of the Army, Huntington District, Corps of Engineers, 502 Eighth Street, Huntington, West Virginia 25701.

C-12.2 OMISSIONS FROM THE DRAWINGS. Omissions from the drawings or specifications or the misdescription of details of work which are manifestly necessary to carry out the intent of the drawings and specifications, or which are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work but they shall be performed as if fully and correctly set forth and described in the drawings and specifications.

C-12.3 THE CONTRACTOR shall check all drawings furnished them immediately upon their receipt and shall promptly notify the Contracting Officer of any discrepancies.

Figures marked on drawings shall in general be followed in preference to scale measurements. The Contractor shall compare all drawings and verify the figures before laying out the work and shall be responsible for any errors which might have been avoided thereby.

C-13. SHOP DRAWINGS.

C-13.1 GENERAL. The Contractor shall prepare and submit for approval all shop drawings necessary to show in detail the equipment to be provided in accordance with these specifications. The contractor may, at his option submit shop drawings in PDF format unless the submittal is specifically required to be in physical form (i.e. O&M Manuals) These drawings shall be complete, detailed and to an appropriate scale. In addition, fabrication drawings for all components under this contract, except for those considered a manufacturer’s standard catalog item, shall be furnished. It shall be the responsibility of the Contractor to check and coordinate shop drawings of his subcontractors and suppliers prior to submitting them. With each submittal of shop drawings, the Contractor shall certify that he has reviewed the shop drawings in detail and that they are correct and in strict conformance with the contract drawings and specifications except as otherwise explicitly stated. Upon completion

C-10 of review by the Contracting Officer, if approved, each copy of the drawings will be identified as having received such approval by being so stamped and dated. The Contractor shall make any corrections required. If the Contractor considers any correction indicated to constitute a change to the contract drawings or specifications, notice as required under the contract clause, "Changes" shall be given to the Contracting Officer. Three sets of all shop drawings will be retained, and one set will be returned to the Contractor. The approval of the drawings shall not be construed as a complete check but will indicate only that the general method of construction and detailing is satisfactory. Approval of such drawings will not relieve the Contractor of the responsibility for any error which may exist as the Contractor shall be responsible for the dimensions and design of adequate connections, details, and satisfactory construction of all work. Shop drawings shall be transmitted on ENG Form 4025. A letter of transmittal will not be required. The Contracting Officer will furnish a supply of forms for this purpose. All transmittals shall be in accordance with the instructions on the reverse side of ENG Form 4025 and each drawing submitted for approval shall be listed on a separate line of the form. The drawings shall be printed at their full sheet size, with all text clearly and easily legible. Each drawing shall be provided, in the lower right hand corner, with the name of the project, the contract number, and a drawing number. One copy of ENG Form 4025 indicating approval or corrective action required will be enclosed with the print returned to the Contractor. Promptly after approval three additional sets of prints of all shop drawings made on durable, permanent paper, shall be furnished for distribution. All prints or shop drawings submitted for approval shall be clearly legible.

Assembly of the affected items will not be permitted prior to receipt of these distribution copies of the shop drawings, unless such assembly is specifically authorized in writing.

C-13.2 SUBMISSION. Shop drawings shall be submitted as specified above electronically to the Contracting Officer in PDF format.

C-14. SUBMITTAL CONTROL DOCUMENT. Within 10 days after receipt of notice to proceed, the Contractor shall complete and submit to the Contracting Officer, in duplicate, SUBMITTAL REGISTER, ENG Form 4288, listing all submittals and dates. In addition to those items listed on ENG Form 4288, the Contractor will furnish submittals for any deviation from the plans or specifications. The scheduled need dates must be recorded on the document for each item for control purposes. In preparing the document, adequate time (minimum of 30 days) will be allowed for review and approval and possible resubmittal.

Scheduling shall be coordinated with the approved progress schedule. The Contractor's Quality Control representative shall review the listing at least every 30 days and take appropriate action to maintain an effective system. Copies of updated or corrected listing shall be submitted to the Contracting Officer at least every 60 days in the quantity specified.

Payment will not be made for any material or equipment which does not comply with contract requirements.

ENG 4025, is attached at the end of these Special Provisions.

C-15. PURCHASE ORDERS. The Contractor shall furnish three copies of all purchase orders for material to be permanently incorporated in the construction work showing firm name and address, contract number, and promised delivery date. Such purchase orders shall be so worded or marked that each item, piece or member can be definitely identified in the specifications or on drawings. Purchased prices are not necessary and may be obliterated

C-11 from the copies of the purchase orders furnished.

C-16. CERTIFICATES OF COMPLIANCE (1969 MAY OCE). In addition to the certificates of compliance that may be required by the Technical Provisions of these specifications, certificates for demonstrating proof of compliance of materials with specification requirements shall be furnished for all other material and shall be executed in 3 copies. Each certificate shall be signed by an official authorized to certify in behalf of the manufacturing company and shall contain the name and address of the Contractor, the project name and location, and the quantity and date or dates of shipment or delivery to which the certificates apply. Copies of laboratory test reports submitted with certificates shall contain the name and address of the testing laboratory and the date or dates of the tests to which the report applies. Certification shall not be construed as relieving the Contractor from furnishing satisfactory material, if, after tests are performed on specific samples, the material is found not to meet the specific requirements.

PACKAGING AND MARKING

D-1. PACKAGING AND MARKING. The cylinder shall be shipped completely assembled. The cylinder shall be shipped 80% full of oil as hereinbefore specified. The piston rod shall be in the fully retracted position and the exposed piston rod end shall be properly protected for shipping and storage. All machined surfaces shall be protected with wooden blocks, wooden pads or other suitable means as approved by the Contracting Officer.

Parts damaged in handling, packaging, loading, shipping or loading shall be repaired or replaced as directed by the Contracting Officer at no additional cost to the Government.

SECTION E

INSPECTION AND ACCEPTANCE

E-1. INSPECTION. The work will be conducted under the general direction of the Contracting Officer and is subject to inspection by his appointed inspectors to ensure strict compliance with the terms of the contract. Materials furnished under these provisions shall be subject to inspection during and after the process of manufacture at the place of manufacture by authorized Government inspectors who shall be afforded proper facilities for determining compliance with these specifications. Any part of the repairs not in compliance with these specifications will be rejected and the Contractor shall promptly remedy or replace the defective part or parts to the satisfaction of the Contracting Officer. All final shop assemblies required to be performed will be witnessed by a Government appointed inspector.

The Contractor shall keep the Contracting Officer informed as to the general progress of the work and shall notify the Contracting Officer in writing, five (5) calendar days prior to the time when the cylinder is ready for final assembly and testing. The cylinder will be inspected for conformance with the specifications prior to loading for shipment.

E-2. FINAL EXAMINATION AND ACCEPTANCE. The equipment will be inspected and checked at the point of delivery for quantity and damages from transportation.

Any such loss or damage will be remedied by the Contractor at no additional cost to the Government. Upon completion of satisfactory inspection at both the Contractor's plant and point of delivery, the equipment will be accepted on behalf of the Government.

SECTION F

DELIVERIES OR PERFORMANCE

F-1. PERFORMANCE. The Contractor will be required to complete work under this contract within fourteen (14) calendar days after the day of receipt by him of Notice of Award. The Government will provide equipment and labor suitable for unloading the cylinder at Meldahl Locks and Dam. The Contractor shall coordinate his delivery plans with the Lockmaster at Meldahl Locks and Dam, to ensure Government furnished unloading equipment is suitable for performance of the unloading operation.

F-2. DELIVERY. The Government will deliver the Culvert Valve Cylinder to the Contractor’s facility. Once the repairs are completed, delivery of the cylinder shall be made by the Contractor F.O.B. destination to the Lockmaster, Meldahl Locks and Dam located at 2443 U.S. 52, Felicity, Ohio 45120. The Contractor shall give three (3) calendar days notification before shipment of the cylinder.
