Vertical/Horizontal Line Boring Machines
(Scope of Work) Technical Specifications
Description of Work
1. This scope of work consists of the contractor/vendor supplying and delivering two (2) each vertical/horizontal portable line boring machines to be used at the Marietta Repair Station, Marietta, Ohio. Additional required parts as set forth within this scope of work shall be installed, verified for fitment and accuracy, and tested for proper operation and completeness prior to delivery.
2. Contractor shall provide total line boring systems that include all required hardware and assembly which will provide complete functionality as designed and intended for use by the manufacturer. Line boring machines shall be designed as such so they can be assembled after delivery using all parts and accessories provided by the manufacturer as listed in technical specification herein if required.
3. Contractor will deliver complete line boring machines which have been assembled, tested, and packaged to prevent damage during transport, delivery, and off loading at delivery location listed in the Delivery of Equipment section within this scope.
4. Contractor will provide a detailed list of line boring machine specs to include parts and accessories for which they are providing a quote for to include manufactures brochures and an itemized list of any items they quote which do not meet the specifications herein, and specifics as to why:
a) Two (2) each Vertical/Horizontal Line Boring Machines specifications, and features shall include, at a minimum.
1. 110 Volt Full Function Automatic Feed
a. 14" (358mm) cutting tool travel
b. Feed Speeds of 0-2.5 inches per minute (64mm/min)
c. Feed Torque 200-inch lbs. (22.6Nm)
d. Rapid Travers: 9 inches per min (228mm/min)
e. Weight: 55 lbs. (25 kg)
f. Adjustable limit stops
g. Custom fit aluminum carrying cases
2. Full Functional Remote
3. 5 Horsepower Hydraulic Power Unit
4. 16 to 20-inch Capacity Large Bore Adaptor Kit
5. Bar Package – shall include 1.5 to 16-inch bars which provides coverage for an entire range of the 4-14 which will accommodate the widest range of large and small bores.
Contractor Testing and Supply
1. The contractor/vendor shall ensure all assembly and testing are performed to ensure the complete systems operates as designed and in accordance with the manufacturer’s requirements and specifications at their facility prior to delivery.
Contract Duration
1. The Contract duration for a total storage rack system which includes but is not limited to; procurement, assembly, inspections, testing, and delivery shall be no longer than 30 days from the date of contract award.
Quality Assurance/Quality Control
1. If any of the required equipment, associated parts and/or materials arrive onsite at time of delivery and any damage is present, mechanical defects, inoperable parts, or failed components which makes the equipment nonoperational, in as they were designed and/or for their intended uses equipment will not be accepted/received.
Warranty
1. The vertical/horizontal line boring machines and associated parts shall be warranted by the manufacturer from the date received by the US Army Corps of Engineers. The warranty shall cover defective materials, design, labor, and workmanship. For any equipment, parts, or components where the material and/or manufacturer’s advertised minimum warranty exceeds one year, it shall remain in effect until expiration.
2. In the event of a warranty claim for failure of any equipment, material, components during the warranty period, the Contractor will be notified by the Contracting Officer and shall furnish new replacement parts, equipment, and/or components in a reasonable time frame to be agreed upon between the contracting officer and the contractor and shall be at no additional cost to the US Army Corps of Engineers.
Performance Period
1. Contractor shall provide delivery of the vertical/horizontal line boring machines complete package no later than 30 days after award of contract and notice to proceed. Any and all exceptions to this requirement will be discussed and agreed upon between the contracting officer and Chief, Marietta Repair Station.
Delivery of Equipment
2. The contractor shall deliver the total storage rack system to the US Army Corps of Engineers, Marietta Repair Station located at 100 Post Street, Marietta, Ohio 45750.

3. Contractor/vendor will provide the MRS Chief a minimum of 72-hour notice prior to delivery. Unloading from the contractor’s transport will be performed by USACE personnel and equipment at delivery location.
Security Requirements
1. Access and General Protection/Security Policy and Procedures. All contractor and all associated sub-contractors’ employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.
2. For contractors who do not require CAC but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
