TECHNICAL SPECIFICATIONS
MCNARY FISH LADDER EMERGENCY STOP LOG WOOD BEAMS
1.0 INTENT
The following specifications pertain to the purchase of Twelve (12) Top and Twelve (12) Bottom Wood Beams for the Oregon Fish Ladder and Ten (10) Top and Ten (10) Bottom Wood Beams for the Washington Fish Ladder at McNary Dam. The Wood Beams will be attached to wide flange beams and are used as stop logs to prevent catastrophic flooding occurring at a point where the water flows under the North and South embankment road. The original stop log wood timbers are damaged and require replacement. McNary personnel will receive the Twelve
(12) Top and Twelve (12) Bottom Wood Beams for the Oregon Fish Ladder and Ten (10) Top and Ten (10) Bottom Wood Beams and complete repairs to Twelve (12) Wide Flange Beams for the Oregon Fish Ladder and Ten (10) Wide Flange Beams for the Washington Fish Ladder during Calendar Year 2020.
2.0 SCOPE
The original timbers used on the fish ladder emergency stop logs were sourced from single Coastal Douglas Fir trees. It is no longer the intent of the Government to source very old growth Douglas Fir trees for this application. It is now recommended that Glue Laminated Beams be used for this purpose.
The wide flange beams that will be used are W18 x 143lb. McNary Dam personnel will install the wood beams on the wide flange beams.
The successful quoter shall be required to manufacture the Glue Laminated Beams, fabricate them according to approved drawings and templates, pressure treat and deliver the beams as specified to McNary Lock and Dam by the date shown in Section “Shipment and Delivery”.
3.0 SPECIFICATIONS
3.1 Use Category of Glue Laminated Beams, Pressure Treated:
3.1.1 UC4A Ground Contact.
3.1.2 Commodity Specification Section F – Pressure-Treated Wood Composites.
3.1.3 IMPORTED lumber to produce the Glulam Beams Domestically is NOT allowed.
3.1.4 IMPORTED finished Glulam Beams is NOT allowed.
3.2 Wood Species to be Used With Treatment After Gluing and Fabrication:
3.2.1 Coastal Douglas-Fir is the Primary Choice Based on Original Specifications. Western
Hemlock and Hem-Fir (Pacific Silver, White, Grand, California Red, or Nobel may be used.
3.2.2 The specific characteristics of Coastal Douglas-Fir is the driving factor for the original specification and continued recommendation for use in freshwater Pacific North West riverways.
3.2.3 Properly prepared for Gluing, Fabricating, and Treatment.
3.2.4 Quality of the Wood and makeup of wood beams – This is a non-standard application.
However, it requires special consideration with the selection of the Grade of Wood for the top and bottom layers, both sides mainly due to the penetrating holes along the wood beam.
3.3 Fabrication of Beams Prior to Pressure Treatment:
3.3.1 The wood shall be properly dried as close to the gluing and fabrication process to maintain best management practices.
3.3.2 All fabrication will be completed prior to Pressure Treatment.
3.3.3 No field cutting or boring will be allowed. All holes, counter-bores, and lifting beam hook cutouts shall be made prior to treatment.
3.3.4 Physical drilling templates shall be available to the fabricator.
3.4 Pressure-Preservative Treatment:
3.4.1 Pentachlorophenol (Penta) in Light Solvent is the Desired Pressure Treatment
Preservative as explained in Para 3.4.2.
3.4.2 Light Solvent to provide oil-free surface and allow end user the ability to externally coat beams with a water repellent or oil-based semi-transparent stain over the life of the wooden beams.
3.4.3 Incising – Fabricator shall specify incising needs to acquire and maintain correct penetration and retention results for pressure treatment.
3.4.4 Fabricator shall state the pressure preservative retention and penetration in pounds of retained preservative per cubic foot (pcf) of wood and depth of penetration in inches.
3.5 Post Treatment of Wood Beams:
3.5.1 The fabricator shall use appropriate post treatment conditioning techniques to minimize preservative loss after treatment.
3.5.2 The post treatment shall include conditioning and drying processes.
3.6 Oregon Fish Ladder Twelve (12) TOP Wood Beams:
3.6.1 Beam will be attached to Wide Flange Beam W18 x 143lb.
3.6.2 Approximate Finished Dimensions: Beam Height 9.375”. Beam Width 16.75”. Beam
Length 31’-5”.
3.6.3 Thirteen bolt holes with counter bores.
3.6.4 Two cutouts required to accommodate the Lifting Beam. Detail “A” on drawing package.
3.6.5 Two chamfers on the BOTTOM of the beam to accommodate the inner radius of the wide flange beam web to flange transition area.
3.6.6 Quantity of Twelve (12) Wood Beams.
3.7 Oregon Fish Ladder Twelve (12) BOTTOM Wood Beams:
3.7.1 Beam will be attached to Wide Flange Beam W18 x 143lb.
3.7.2 Approximate Finished Dimensions: Beam Height 9.375”. Beam Width 16.75”. Beam
Length 31’-5”.
3.7.3 Thirteen bolt holes with counter bores.
3.7.4 Four counter bores to accommodate the U-Bolt fasteners.
3.7.5 Two straight holes for drainage to accommodate the upper lifting hook cutout area.
3.7.6 Two chamfers on the TOP of the beam to accommodate the inner radius of the wide flange beam web to flange transition area.
3.7.7 Quantity of Twelve (12) Wood Beams.
3.8 Washington Fish Ladder Ten (10) TOP Wood Beams:
3.8.1 Beam will be attached to Wide Flange Beam W18 x 143lb.
3.8.2 Approximate Finished Dimensions: Beam Height 9.375”. Beam Width 16.75”. Beam
Length 32’-2 1/2”.
3.8.3 Thirteen bolt holes with counter bores.
3.8.4 Two cutouts required to accommodate the Lifting Beam. Detail “A” on drawing package.
3.8.5 Two chamfers on the BOTTOM of the beam to accommodate the inner radius of the wide flange beam web to flange transition area.
3.8.6 Quantity of Ten (10) Wood Beams.
3.9 Washington Fish Ladder Ten (10 BOTTOM Wood Beams:
3.9.1 Beam will be attached to Wide Flange Beam W18 x 143lb.
3.9.2 Approximate Finished Dimensions: Beam Height 9.375”. Beam Width 16.75”. Beam
Length 32’-2 1/2”.
3.9.3 Thirteen bolt holes with counter bores.
3.9.4 Four counter bores to accommodate the U-Bolt fasteners.
3.9.5 Two straight holes for drainage to accommodate the upper lifting hook cutout area.
3.9.6 Two chamfers on the TOP of the beam to accommodate the inner radius of the wide flange beam web to flange transition area.

5.0 SUBMITTALS
Before acceptance, the following requirements apply;
1. Report stating species and conditioning of wood.
2. Document showing Glulam Timber design. To include but not limited to gluing, assembly, fabricating, treatment, and post-treatment.
3. Certifications for inspectors.
4. Anticipated timeline. Physical templates provided to fabricator shall remain the property of the
Government. If supplied they shall be returned with the Glulam Timber shipment.
After acceptance and/or with delivery – all document hard copies, physical inspections shall be performed. Timbers shall be marked in a manner not to destroy the integrity of the Glue Laminated timbers.
All reports shall be submitted to the Contracting Officer.
6.0 WARRANTY
Each Glulam Timber Beam shall be covered by an Industry Standard warranty on all parts, labor, and workmanship from all defects.
7.0 SHIPMENT AND DELIVERY
All items shall be delivered FOB Destination to McNary Lock and Dam No Later Than (NLT) TWELVE (12) weeks after manufacture. The contractor shall be responsible for packing and shipping the Glulam Beams in a manner that will ensure undamaged and complete arrival. The following applies for this purchase of Glulam Beams;
1. The contractor shall provide 48 hour advance notice of shipment.
2. An overhead gantry crane with a Twenty (20) Ton capacity is available.
3. The Project has several large capacity mobile cranes and appropriate adjustable lifting beams.
No shipments are allowed other than during normal business hours of Monday -Thursday 7:00AM-3PM, excluding holidays. Shipments received after 3pm shall not be unloaded due to quantity being purchased. Glulam Beams shall be properly supported for shipping to avoid deformation of Glulam Beams. Damaged Glulam Beams will not be accepted.
