PERFORMANCE WORK STATEMENT (PWS)

LOWER MONMENTAL LOCK AND DAM

Non-Destructive Testing of Bridge Crane

SECTION 1 - General Information

1.1 General: The Contractor must provide all personnel, equipment, supplies, tools, transportation, materials, supervision, other items and non-personal services necessary to perform Non-Destructive Testing on the Powerhouse Bridge Crane’s two main hoists in use at Lower Monumental Lock and Dam, Kahlotus, WA, US Army Corps of Engineers, Walla Walla District. Contractor must perform to the standards in this PWS.

1.2 Scope: Contractor shall be required to perform Non-Destructive Testing in the form of Phased Array Ultrasonic Testing (PAUT) and Magnetic Particle Testing (MT) on the two main hoists in order to ascertain their condition and to determine if they are fit for continued service at their rated capacity of 300 tons. The successful bidder will be required to submit an initial report following completion of NDT testing and a formal electronic report, within two weeks after completion of testing. Section 3 of this document details the specific requirements of this contract. The successful bidder must also provide other items as stated in the specifications.

1.3 Period of Performance: The period of performance may be for up to two (2) days, however, testing shall be performed and completed between September 8, 2020 and September 30, 2020.

1.4 Contractor Personnel:

1.4.1 Contractor personnel conducting tests are required to be certified to the provisions of ANSI/ASNT SNT- TC-1A and must be qualified in accordance with this standard to level II or III for each applicable method.

1.4.2 Subcontracting: No work may be subcontracted without written approval of the Contracting Officer (KO).

Compliance with the provisions of this contract by subcontractors will be the responsibility of the Contractor.

1.4.3 The Contractor must apply risk management strategies to ensure personnel safety, and must comply with safety requirements articulated in EM 385-1-1, the US Army Corps of Engineers Safety manual, and 29 CFR 1910 – Occupational Safety and Health Act (OSHA). The safety manual can be access at:

1.5 COORDINATION

1.5.1 Pre-Work Meeting: A Pre-Work Meeting by phone will be scheduled within 2 weeks prior to work being performed and the date and time will be mutually agreed upon by the Contractor and the Government. The pre-work meeting will be held with key Government personnel to review the entire task description, review the schedule and deliverable submittal dates, review project background and crane history and review expectations for the draft and final reports.

1.5.2 Contractor’s Work Schedule: The Contractor must furnish a schedule of number of working days per week, shifts per day, and hours per shift for contract work. The Contractor must furnish notification of any change of schedule of regular work hours, overtime work hours, and shifts of work crews and personnel at the site. This notification must be provided a minimum of 48 hours prior to any schedule change to allow suitable scheduling of Government personnel and inspection. Exception to this requirement may be allowed in case of schedule change due to emergency conditions.

1.5.3 Government's Work Schedule: Government employees work from 6:30 a.m. to 5:00 p.m., Monday through Thursday. Crews and staff do not work on Fridays, weekends or Federal holidays. If a Federal holiday falls on a Monday, the crews and staff do not work on the preceding Thursday. A powerhouse operator is at the site 24 hours a day, 7 days a week, including Federal holidays but will not be available to assist the Contractor. If the Contractor requires Government support or assistance outside of normal work hours, the Contractor must make a formal written request to the Contracting Officer at least one week prior to the date that support/assistance is needed. The Government will review this request, but there is no guarantee that Government support or assistance can be provided.

1.6 Quality Control / Quality Assurance:

1.6.1 Quality Control: The Contractor must develop and maintain an effective Quality Control Plan to ensure services are performed in accordance with this PWS. The Contractor, and not the Government, will be responsible for management and quality control actions to meet the terms of the contract. The role of the Government is quality assurance to ensure contract standards are achieved.

1.6.2 Quality Assurance: The Government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance and the minimum acceptable defect rate(s).

SECTION 2 - CONTRACTOR FURNISHED ITEMS AND SERVICES

2.1 General: The Contractor must furnish all labor, supplies, materials and tools necessary to perform work required for this contract.

SECTION 3 – SPECIFIC TASKS

3.1 NON-DESTRUCTIVE TESTING (NDT)

The Contractor must provide all equipment and labor required to perform Non-Destructive Testing in the form of Phased Array Ultrasonic Testing (PAUT) and Magnetic Particle Testing (MT) of the main hoist drum welds for the two main hoists. The PAUT inspection will be a custom Ultrasonic Testing scan using a calibration standard with known flaws. Government employees will remove paint from the proposed areas prior to testing. Paint will be removed from the areas immediately surrounding the weld to be inspected. Paint will not be removed from the entire face of the drum diaphragm where Non-Destructive Testing must be performed.

A. Contractor must perform PAUT and MT to examine the main hoist drum welds at the following locations on the two main hoists. Contractor must notify the Government if any of these locations will not be possible to examine by PAUT and/or MT at the Pre-work meeting:

1. Main hoist shaft to disc welds

2. Main hoist shaft to rib welds

3. Main hoist rib to drum shell welds

4. Main hoist diaphragm to rib welds

(Only inspect the diaphragm to rib welds 4-6 inches from the points where each rib meets the drum shell and where each rib meets the shaft. These areas are indicated for example in FIGURE 3 (in attachment 1) where white paint is present)

B. Contractor must stamp ribs with numbers for positive identification of all locations for future inspections.

C. Contractor must perform the PAUT inspection in accordance with the following codes as applicable:

1. ASME Code Case 2541, Cases of ASME Boiler and Pressure Vessel Code, Use of Manual Phased Array Ultrasonic Examination Section V.

2. ASME Code Case 2557, Cases of ASME Boiler and Pressure Vessel Code. Use of Manual Phased Array S-Scan Ultrasonic Examination per Article 4 Section V.

3. ASME Code Case 2558, Cases of ASME Boiler and Pressure Vessel Code, Use of Manual Phased Array E-Scan Ultrasonic Examination per Article 4 Section V.

3.2 SUBMITTALS

3.2.1 Upon completion of the PAUT and MT inspections of the upstream and downstream main hoist drum welds at each of the locations mention in section 3.1A, a detailed draft report must be furnished for Government review and approval. Reports must be electronic in PDF format and two complete hard copies.

Draft Inspection Test Report must include the following:

1. A narrative of the work performed, including the inspection date, the names and contact information of individuals present, the make and model of equipment used for the inspection and other relevant information including but not limited to the number of elements and frequency of the transducer and the range of angles of inspection used to generate results.

2. A list of results indicating the findings of the PAUT and MT for each main hoist drum including information, but not limited to crack location, length and depth.

3. Annotated photos indicating the locations where PAUT and MT were performed.

4. Instrument screen shots where applicable in order to directly show the location and severity of cracks.

5. Draft inspection report must be submitted to the USACE within 7 days of test completion

Final Inspection Test Report: Following the Government review and approval of the draft report, a final report must include the provisions of the draft report and incorporate the following:

1. The Government’s draft report review comments

2. Answers to questions that arise from the Government review of the draft report

3. Details of any additional data or findings from the inspection that are revealed after the submission of the draft report.

4. Final inspection report must be submitted to the USACE within 21 days of test completion

3.2.2 Contractor must submit their plan for the PAUT and MT scan for Government approval prior to the start of on-site work.

3.2.3 Contractor must submit all Non-Destructive Testing (NDT) technicians’ qualifications and all NDT equipment calibration records prior to the start of on-site work.

3.2.4 Contractor must submit USACE training certificate for HECP and a letter of verification of employment as specified in sections 4.1 and 5.1.3.

SECTION 4 – SAFETY:

4.1 SAFE CLEARANCE TRAINING Each individual Contractor, subcontractor and employee must take the appropriate level of HECP training commensurate with their job duties. Contractors must have at a minimum, one individual trained as Authorized Individual. All contractor personnel working in areas under a Safe Clearance must be trained as Affected Persons. Any non-working personnel, vendors and visitors that will be entering an area under Safe Clearance must take awareness level training. Individual training and written tests for the modules below must be completed on-line. Time estimates for training follow:

a. Awareness Level Training: Approximately 15 minutes (vendors and visitors).

b. Affected Persons: Approximately 30 minutes in addition to Awareness Level training.

c. Authorized Individuals: Approximately 1 hour in addition to Awareness Level training and Affected Personnel Training.

All costs for this training must be considered incidental to the work, and therefore, no additional payment will be made. Training is an annual requirement and will expire one year from completion date. Training is provided by Vivid Learning Systems and is available on line at http://Hecp.vividlms.com.

Cost for the training is displayed on the home page. Submit the training completion certification(s) to the COR a minimum of seven days prior to the individual's arrival at site.

4.2 COVID-19 Policy:

All Contractors who will be performing work on-site must wear a mask at all times while within 6 feet of another person while on-site. Contractor personnel will also be required to have their temperature taken with a no-touch thermometer at the gate by the security officer prior to entry.

SECTION 5 - SECURITY REQUIREMENTS

5.1 Access and General Protection/Security Policy and Procedures: All contractor and all associated sub-contractors employees must comply with applicable facility access and local security policies and procedures (provided by government representative). The contractor must also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.

Contractor and all associated sub-contractors employees must comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

5.1.2 Escort Requirements: All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, must be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.

5.1.3 Pre-screen using E-Verify Program: The Contractor must pre-screen Candidates using the E-verify Program (https://www.e-verify.gov/ ) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.

SECTION 6 - PERFORMANCE STANDARDS

The Contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

SURVEILLANCE: Surveillance will be accomplished using the following Performance Criteria Analysis. If performance is not satisfactory to the percentage listed in the AQL, the COR will notify the Contractor’s program manager, with a telephone call followed by an email, as soon as practicable and ask the Contractor to correct the problem.

If the Contractor’s performance of services is determined unacceptable, the Contractor will be given notification and three (3) weeks to correct the unacceptable performance (is 3 weeks a realistic amount of time given the duration of this contract?). The COR may approve additional time if needed. The COR will notate on the Performance Criteria Analysis the date, time, and details of the deficiency and send a copy to the Contractor to sign and return to the COR within 3 businesses days.

SECTION 7 – SHIPMENT AND DELIVERY

No shipments will be allowed other than during normal business hours of Monday-Thursday 7:30AM-4:00PM, excluding federal holidays.
