TECHNICAL SPECIFICATIONS
ICE HARBOR LOCK AND DAM
Work Boat
1.0 INTENT
The following specifications pertain to the purchase of a newly fabricated, 26 foot aluminum landing craft work boat for Ice Harbor Lock and Dam. The overall intent of this workboat is to maximize useable deck space while able to load and unload from unimproved landing areas. The work boat will be used by Powerhouse and NRM (Natural Resources Management) maintenance crews for:
Powerhouse Mechanics: Remove debris from our restricted forebay area, movement of a floating bulkhead, carryout maintenance and operations functions and spill responses at Ice Harbor Lock and Dam.
NRM Maintenance: Irrigation pump and grounds maintenance equipment transport to unimproved HMU’s (Habitat Management Units) that require boat landing to unimproved beaches. The most challenging HMU’s requiring support include: Big Flat, Hollebeke, Lost Island, Skookum, and 55 Mile. Specific information about these HMU’s is included at the end of this specification.
2.0 SCOPE
The successful bidder shall deliver a new fully functional, ready to operate aluminum hull landing craft work boat in accordance with the specifications below by the date shown in Section 7.0 Shipment and Delivery. The work boat’s design and fabrication (hull, machinery and electrical systems) shall comply with the USCG regulations where applicable. The contractor shall provide operational training, documentation and other items as stated in these specifications.
3.0 WORK BOAT SALIENT REQUIREMENTS
1. Hull Length: 26 feet
2. Beam: 10 feet
3. Person and Cargo Capacity: 3000 lbs minimum
4. Propulsion: Twin 200 HP Outboard Motors
5. Fuel Capacity: 100 gallons ( 2X 50 gallon tanks).
6. Bow Door Clearance: 64 inches minimum (Larger is preferred).
7. Bottom Plate: 1/4 inch 5086-H116
8. Side Plate: 1/4 inch 5052-H32
9. Deck Plate: 3/16 inch 5052-H32
10. Centerline Vertical Keel (CVK): 3/8” x 4” 6061-T6
3.1 HULL PACKAGE:
• 26’ landing craft with be twin hull (AKA catamaran) style, with a 64 inch bow door (larger door is preferred).
• Hull shall include two (2) structural bulkheads (the forward collision bulk head shall be watertight, the aft bulkhead shall be limbered for drainage via bilge pump).
• 8” welded aluminum inspection hatches shall be installed to provide access to all below deck compartments.
• Six (6) 10” welded aluminum cleats shall be installed. (3 Per Side)
• One (1) ¾” aluminum double padeye shall be welded on centerline of the bow.
• 1/4" rolled plate, 7” radius bow corners shall be installed on the port and starboard sides of the bow door opening.
• Transom setup for outboard power
• Motor well will be self-bailing powered via two 2.5” pipe drains running out through transom.
Drains shall be equipped with rubber flappers to divert water from entering slop well when operating in reverse
• Stern will incorporate a full width cross seat/locker forward of motor well. Lockers will house batteries and fuel filter system and other general storage. Locker will have two (2) 3/16” welded aluminum waterproof hatches with 1-1/2” angle aluminum frame, key lockable 316 series Stainless Steel “T” handle latches, welded aluminum hinges with grease fitting and stainless steel pins, and 1/8” thick neoprene hatch seal.
• 316 Series Stainless Steel fastening hardware shall be used throughout the vessel.
• The hull shall incorporate a 2” pipe gunnel.
3.2 WELDING:
• The hull and superstructure shall be manufactured of marine grade aluminum and MIG welded throughout.
• All weld seams in the hull shall be welded 100%, both interior & exterior.
• All welding shall be performed in accordance with American Welding Society D1.2-2003 procedure qualifications.
• All surface areas shall be shiny, mill finish, with no grind marks, splatters, or blemishes. The boat and cabin will not be painted.
3.3 HULL OUTFITTING:
• 1-1/4” Sch 40 pipe safety railings shall be installed 32” above main deck along port & stbd sides from stern to midship.
• Two (2) 1/4" x 4" Beaching wear plate shall be installed on the bow forefoot.
• One (1) 26” wide side door shall be installed. Door shall swing inboard and forward in direction and lock in closed position.
• Four (4) Open scuppers installed flush with the deck at midship, two (2) large pipe drains in the stern, and two (2) 1" pipe drains at the bow shall create a self-bailing main deck. Drains and scuppers shall be sized and installed in accordance with ABYC deck drainage requirements.
• Four way lifting padeyes shall be installed in hull complete with stainless steel wear inserts
• One (1) Set of tie down rails shall be installed. Tie down rails consist of 1.25" sch 40 pipe installed above the main deck on port and starboard sides with 4" of clearance below the pipe.
• Four (4) Tie down Pocket shall be installed in the main deck.
• Two (2) each 2.25 lb. zinc anodes, shall be installed on brackets that are welded to the transom
• Adjustable 3” D-rubber push knees installed on the port and starboard sides of bow door. Push knees shall be 1/4” plate double wall fabrication and shall extend down near the waterline for pushing debris and floating bulkhead
• Boat must be able to land and offload equipment on unimproved beaches via bow door ramp.
3.4 BOW DOOR OUTFITTING:
• A 64 inch (Larger is preferred) wide drop down bow door shall be installed.
• The hull shall incorporate port and starboard bow lockers framing the door opening.
• A 12v winch spooled with synthetic line shall be installed for opening and closing the bow door.
• The winch cable runs through stainless steel cheek pulleys on each side of the door providing equal tension on both sides when opened and closed.
• The bow door shall be outfitted with two (2) 3/4” stainless steel positive locking pin to prevent the bow door from opening while underway.
• A replaceable rubber gasket seals the bow door watertight when closed.
• The inside face of the bow door shall be double plated for a smooth working surface
• Switches to operate the bow door shall be installed locally and at the main console.
3.5 FUEL SYSTEM:
• Two 50 gallon non-integral fuel tanks (100 gallon total) shall be installed complete with fill, vent, 12V sender and fuel level gauge on console. Fuel tank shall be built from ¼” plate, pressure tested to 4 psi and bolted into hull framing using doublers and stainless steel fasteners.
• Two (2) fuel filter/water separators shall be installed complete with shut off valves.
• Fuel system shall comply with U.S. diurnal emission standards.
• 12V 140 CFM bilge blower installed in fuel tank compartment.
3.6 WHEELHOUSE:
• A wheelhouse that maximizes the deck loading area. The wheelhouse shall be large enough for a crew of 4 to sit.
• Wheelhouse shall be placed as close to the boat stern as practicable. The intention is to maximize useable deck space during operation.
• Wheelhouse will have aluminum framed sliding windows forward on port and starboard sides with remaining windows fixed aluminum framed style.
• Wheelhouse will have a 24” sliding door with window and door lock
• Console shall be elevated above the main cargo deck to increase visibility
• The wheelhouse roof shall incorporate 1” pipe roof railings, and vertical grab rails on port and starboard sides
• The house deck will be a non-skid coated
• An aluminum control console with angled face and an overhead radio bar shall be installed in the wheelhouse on starboard side.
• Access to the console shall be provided by a flush mounted bolt on access panel on the forward side of the console for ease of maintenance and future upgrades
• Aft side of console shall include 3/16” welded aluminum weatherproof hatches with 1-1/2” angle aluminum frame, key lockable 316 series Stainless Steel “T” handle latches, welded aluminum hinges with grease fitting and stainless steel pins, and 1/8” thick neoprene hatch seal
• Two (2) Cup holders shall be installed at the console.
• A 1” pipe overhead grab rail shall be installed running lengthwise on centerline inside the wheelhouse
• Two (2) captain seat shall be installed in the pilot and co-pilot positions on adjustable height pedestals. Seats will incorporate hinging backrests, swivel, 7-1/2” slide and footrest.
• A forced air diesel fired cabin heater rated for 7000 BTU’s shall be installed. Installation will include a thermostat and ducting for windshield defrost and cabin heat. Fuel to be supplied by a five gallon diesel tank.
3.7 DAVIT:
• A 3” pipe (larger is acceptable) davit rated at 500lbs working load. Davitt shall be 80” high with 42” reach, swivel 360 degrees and lockable at every 90 degrees.
• Shall be installed with an electrical lifting hoist and operated via a local up/down switch and be spooled with 50 feet of 3/16” wire cable.
• A nylon open-face snatch block shall be supplied for use with the davit. Snatch block shall have a 1” sheave, accept up to 1/2” diameter line and rated for 700lbs.
3.8 STERN GUARDS AND PLATFORM:
• A fixed aluminum guard made from 2” aluminum pipe shall be welded to the transom to protect the outboard motors.
• A small welded aluminum swim step with non-skid coating shall be installed.
3.9 ELECTRICAL SYSTEM:
• Electrical system shall be 12vDC.
• All electrical cable shall be marine grade copper tinned boat cable and labeled for each circuit.
• Cables should be routed in wire ways wherever possible. Wherever exposed to potential damage, cables shall be protected with rubber.
• Electrical cable shall be sized in accordance with the American Boat & Yacht Council.
• All electrical cables shall be marked in accordance with the markings in electrical drawings.
• All electrical switches shall be of a heavy-duty type and properly insulated.
• The electrical system shall be grounded. In any case the hull shall not be used as part of a galvanic feeding loop.
3.10 12V DC ACCESSORIES:
• One (1) 12v 6 position waterproof distribution panel shall be installed on the console.
• One (1) Pair of 12v self-parking windshield wipers shall be installed on the forward windshields.
• One (1) 12v air trumpet horn shall be installed with momentary push button on dash.
• One (1) 12v power receptacle with weather cover shall be installed.
• Two (2) 12v 2200 GPH bilge pump shall be installed with auto float switch.
• One (1) 12v 4000lbs capacity winch shall be installed on front of the console to assist in loading debris and cargo via the bow door.
3.11 LIGHTING:
• LED navigation lights shall be installed to USCG requirements.
• One (1) 12V LED red/white dome light(s) shall be installed in the wheelhouse.
• Two (2) LED Flood lights shall be installed on the wheelhouse roof.
3.12 NAVIGATION ELECTRONICS:
• A Garmin GPSMAP 8610xsv (or approved equal) - 10" touchscreen GPS Plotter/Sounder shall be installed on the vessel. This includes local area maps, GPS antenna, transom mounted transducer, and installation.
• A Garmin VHF 210 (or approved equal) Marine Radio shall be installed complete with antenna and mount.
3.13 PAINT, GRAPHICS, AND MARKINGS:
• Industrial Floor Grip Non-skid deck coating applied to all walking surfaces. (Color- 223 Gray)
• A U.S. Coast Guard rating placard shall be installed at the dash.
• A bow door warning placard shall be installed adjacent to the bow door.*
3.14 PROPULSION:
• Twin 200 HP four-stroke outboard engines shall be installed. Engines shall come with power trim/tilt and stainless steel propellers. The propellers shall be selected for optimized engine performance.
• A hydraulic steering system shall be installed. Includes a 1.7 cubic inch helm pump, a single cylinder and solid tie bar.
• A two-battery engine start bank shall be installed. Batteries shall be connected by a selector switch, allowing each engine to be started via either battery or with both batteries in parallel.
• Engines shall be installed with manual or digital controls (i.e. fly-by-wire), twin-engine key switch with pushbutton start/stop, and emergency shutoff lanyard.
3.15 TRAILER:
• shall include one (1) galvanized tandem axle bunk trailer capable of moving the boat
• surge disc brakes on both axles
• 2-5/16” ball receiver,
• manual strap winch
• safety chain
• heavy duty jack stand
• DOT approved lighting
• Spare tire with carrier.
3.16 SEA TRIALS:
• Vessel shall undergo testing (Sea Trials) after completion to verify proper function and performance of all systems.
3.17 DOCUMENTATION:
• One (1) Operation & Maintenance Manual shall be supplied with the craft. Includes OEM technical literature for all supplied equipment, operator/safety instructions, as-built boat drawings, as-built electrical system drawings.
• Original Bill of Sale and Manufacturer’s Statement of Origin documents shall be delivered with the boat conveying free and clear title(s).
4.0 PRE-AWARD SUBMITTALS
Before acceptance of quote, submittals must be approved by the project Contract Performance Specialist or the Project Manager for this requirement. At a minimum, submittals shall include manufactures catalog cuts, specification sheets, warranty information and a list of authorized service centers within a 75 mile driving radius of Burbank, WA 99323.
5.0 ON-SITE BOAT OPERATIONAL TRAINING
Contractor shall provide an on-site operational training of boat capabilities, demonstration of equipment operation, maintenance overview and answer any Government questions during in-water trials.
6.0 WARRANTY
The vessel and motors shall be covered by a minimum of one-year warranty on all parts, labor and workmanship from factory defects.
7.0 OPERATION AND MAINTENANCE MANUALS
Two complete copies of the Operation and Maintenance Manual will be required for the vessel, motors, and all accessories. The manuals shall include instructions on the installation, operation, maintenance, repair, troubleshooting, warranty of the systems, and a list of recommended spare parts.
8.0 SHIPMENT AND DELIVERY
Contractor is to coordinate with Contract Performance Specialist of proposed delivery date and time.
The complete vessel shall be delivered FOB to Ice Harbor Lock and Dam within NLT 29 Sep 2022. The contractor shall be responsible for packing and shipping the vessel and components in a manner that will ensure undamaged and complete arrival to Ice Harbor Lock and Dam. No shipments are allowed other than normal business hours of Monday-Thursday 7:00 a.m. to 4:00 p.m. PST, excluding federal holidays.
