This upcoming procurement will be competed with the brand name requirement and all compliant offers received will be evaluated for best value.

BRAND NAME DETERMINATION

FOR OTHER THAN FULL AND OPEN COMPETITION

Schweitzer Engineering Laboratories (SEL) EQUIPMENT

1. DESCRIPTION OF THE LOCATION: The U.S. Army Corps of Engineers, Walla Walla District

(CENWW-CT) 201 North 3rd, Walla Walla, WA 99362

2. DESCRIPTION OF ACTION: Approval is being requested to procure Schweitzer Engineering Laboratories (SEL) brand name products under a firm fixed price contract. McNary Powerhouse is requesting to procure SEL protective relays, watt hour meters, and network switches for generators, transformers, bus, and switchgear.

Action will be funded by Large Cap (Bonneville Power Administraction(BPA)-Power Marketing Aministration) funds. Schweitzer Engineering Laboratories (SEL) equipment estimated value $820,661.

3. DESCRIPTION OF SUPPLIES/SERVICES: The U.S. Army Corps of Engineers, Walla Walla District, McNary Powerhouse has a requirement for the purchase of SEL protective relays, revenue meters, auxiliary & automation controllers, computer and network equipment for the protection, control & annunciation systems upgrades. The SEL (P&C) equipment will be used for upgrading main unit generator and GSU transformer protection and control systems at McNary Powerhouse. The SEL equipment will replace the existing SEL equipment and be installed into new S boards under a separate construction contract. The S boards are being replaced, so new protective relaying equipment is required. The SEL real time automation controller (RTAC) and SEL Axion (auxiliary controller) will be used for collecting alarms for the new annunciation/SER system and are compatible with new human machine interfaces (HMI) and networking equipment for the Generic Data Acquisition System (GDACS). A separate annunciation panel is needed in the control room to provide hardwired door security switches to the control room for S boards and related equipment. 4. AUTHORITY CITED:

10 U.S.C.2304(c)(1) as implemented by FAR 6.302-1 (c) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Per FAR 13.501(a) this Justification is for the use of a brand name description under FAR 6.302-1(c).

FAR 11.105(a)(1), Items Particular to One Manufacturer. The particular brand name, product, or feature is essential to the Government 's requirements, and market research indicates other companies' similar products, are lacking particular features, and do not meet, or cannot be modified to meet, the agency' s needs.

5. REASON FOR AUTHORITY CITED:

a. Background: The equipment requested will be used for replacing End Of Life components (MTL IO) at McNary Dam for the Powerhouse Control System Upgrade as part of the McNary Digital Governors, Exciters, and Powerhouse Controls Upgrade project for Walla Walla District. McNary Project presently has a main unit annunciation, Sequence of Event Recording (SER), and protection system under development by the Hydroelectric Design Center (HDC) in support of the Construction Contract for McNary Power House Control upgrade. The parts listed above are required to fulfill control, relaying protection, communications, and indication of the system. All the components needed must be replaced in kind, as other manufacturers cannot provide compatible components. If another manufacuter’s products were used to replace these End of Life components, it would create Operations and Maintenance (O&M) compatability issues and increase cost and risk to other sytems within the Dam.

Benefits for the use of the existing brand of SEL will result in simplified training requirements for Government personnel, interoperability requirements within the existing systems, reduction of spare parts inventory required for system maintenance, and will allow parts to be exchanged between the new and existing systems.

b. Justification: SEL is an industry leader in power system protection, technology, service and value. Due to the reputation, reliability and outstanding service record of SEL, McNary Dam has integrated SEL protective relays throughout its powerhouse. Currently at McNary all 14 generators and 7 main transformers are protected by SEL es protective relay devices and metered by SEL metering devices.

Other locations in the plant use various SEL feeder protective relays.

Substitution of another’s component for SEL components would:

i. Increase the initial and recurring costs of spare parts inventory

ii. Increase labor time, travel, and expense to train Government personnel who will support the system

iii. Decrease compatibility with existing systems and thus decrease the amount of information that can be conveyed throughout the system

iv. Increase the complexity of the facility and thus decrease maintainability and reliability

v. Increase the chance of discovering incompatibilities which require re-procurement and schedule delays beyond funding availability

c. Impact: Operating a powerhouse under emergency conditions is largely instinctive due to a powerhouse operator’s continuous training and repetition. The success of returning a plant to normal operating conditions after an emergency is largely based on the simplicity of the system. With the Main Unit and Transformer protective system currently being SEL equipment, installing non-SEL equipment would add complexity, significant costs and delay in schedule. Added complexity correlates directly with increased risk.

d. Alternatives:

The Government could not purchase the product and leave the end of life components in place; this alternative is not feasible because we need to ensure the availability of a working and usable sequence of SEL products at the projects where GDACS is installed.

The Government could purchase a different product; this alternative is not in the best interest Government..

The SEL protective relays will be used for main unit generator protection and transformer protection. All of the protective relays in the powerhouse are currently SEL equipment, which has allowed maintenance practices have become more efficient due to redundancy. Reliability of the system as a whole has increased due to more effective maintenance practices. The proposed SEL devices have similar maintenance requirements as existing SEL protective relays and would require even less time to install and maintain.

6. EFFORTS TO OBTAIN COMPETITION: competition between firms that sell the required brand name SEL is expected. The requirement will be advertised on Beta.Sam with the brand name only requirement in that solicitation. The McNary Powerhouse configuration requires use of these specified items. Due to the need for compatibility and interoperability of existing equipment we are requesting a brand name determination approval.. All sources responding that can provide name brand items will be considered.

7. ACTIONS TO INCREASE COMPETITION: This action will be competed. The supply contract will be posted to Beta.Sam in a ccordance with the FAR. All sources responding that can provide name brand items will be considered.

8. MARKET RESEARCH: Research shows SEL brand name products is the only identified product compatible with the existing system for this installation phase. Other sources have been vetted to meet current needs, but there is no alternative available without complete system replacement with an equivalent product.

9. INTERESTED SOURCES: This requirement will be synopsized in accordance with FAR 5.201 and any offers received will be considered. The justification will be made publically available in accordance with

FAR 6.305.

10. OTHER FACTORS:

a. Procurement History: The Government has previously purchased this product as a total small business set aside and as a BPA supply contract. Awards were based off of Best Value based on Price and were Brand Name requirements. See below for list of prior contract numbers awarded for SEL Relays
