Statement of Work Maintenance Support Service for EOS M270 and EOS M290 Instruments

A. BACKGROUND INFORMATION

The National Institute of Standards and Technology (NIST) owns and operates two direct metal laser sintering (DMLS) machines, the EOSINT M270 and the EOSINT M290. These instruments are used to support research efforts in metals-based additive manufacturing. To continue on-going research, both machines must remain in proper operating condition and must be repaired in the event of malfunction. Further, to accurately report experimental results and participate in material and process multi-laboratory studies, the current state of the machines’ performance must be continually known and updated and all preventative maintenance for both machines must remain current. Both the EOSINT M270 and the EOSINT M290 machines are proprietary to their original equipment manufacturer (OEM), EOS of North America, Inc.

B. PURPOSE AND OBJECTIVES

The purpose of this acquisition is to obtain preventive maintenance support and repair services for the NIST EOSINT M270 and EOSINT M290 machines. The serial numbers for the machines are M270 SI0992 and M290 SI3059.

C. REQUIREMENTS

The Contractor shall provide preventative maintenance and repair support for the NIST EOSINT M270 and EOSINT M290 machines located at NIST in Gaithersburg, MD as detailed below. All travel, labor, and supplies (including consumables, spare parts, wearing parts, and lasers), necessary for performance of the described requirements shall be the responsibility of the Contractor. All support service shall be provided by OEM-certified technicians.

1. Preventative Maintenance Visits The Contractor shall provide two (2) annual on-site preventive maintenance visits per year at the NIST Gaithersburg, MD campus.

The maintenance visits shall include preparatory checks of the machines, checks of machine electronics, checks and cleaning of process chamber units and components, checks on the recoating systems, checks on the building, dispenser, and collector systems, checks on the process computer and control software (PSW), checks on the pneumatic system, checks on the laser and optics (of primary importance are measuring the power curve in the building area as well as the focus monitor measurement), and checks to the machine frame.

Additionally, checks shall be done on the machine peripherals including the wet separator, cooling system, and the recirculating unit. Finally, a demonstration build job shall be completed to ensure the machine is functioning correctly.

2. Repair Service Visits and Telephone/Email Support

The Contractor shall respond to requests for on-site service within 24 - 48 hours in the event of a machine malfunction which requires service. The contractor shall provide unlimited telephone and email support for the machines during business hours.

D. FACILITY ACCESS REQUIREMENTS

Routine access to Government facilities is not required. Contractor personnel requiring access to NIST facilities for preventative maintenance and repair services visits shall present acceptable identification as appropriate for the NIST Security Office.

E. GOVERNMENT FURNISHED PROPERTY

The Government will provide visitor’s access to the NIST facilities and systems as needed during the performance of this requirement.

F. PERIOD OF PERFORMANCE

The purchase order shall have a one-year base period and two (2) subsequent option periods as detailed below. Note that the EOS M270 will reach the end of its viable OEM-supported service period at the end of September 2023, so Option Period 2 is divided into two CLINs, one CLIN per machine.

Base Period (CLIN 0001) – EOS M270 and EOS M290:

August 1, 2021 through July 31, 2022

Option Period 1 (CLIN 0002) – EOS M270 and EOS M290:

August 1, 2022 through July 31, 2023

Option Period 2 (CLIN 0003) – EOS M270:

August 1, 2023 through September 30, 2023

Option Period 2 (CLIN 0004) – EOS M290:

August 1, 2023 through July 31, 2024

G. PLACE OF PERFORMANCE

The primary place of performance shall be the NIST Gaithersburg, MD campus for preventative maintenance visits and repair service visits.

H. SECURITY

NIST is a restricted campus. A visitor identification badge is required for access and entry into buildings and also shall be shown to the armed Security Police when entering the campus. Contractor employees shall comply with NIST identification and access requirements. The Contractor shall provide the name and citizenship information of contractor employees for on-site services visits to the NIST TPOC prior to contractor arrival. The TPOC will submit the names and citizenship information to the NIST Office of Security in order for a given Contractor employee to enter the NIST campus. The Contractor employee is responsible for absences due to missing or expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office. All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID (which in most cases can be a valid driver’s license), proof of insurance and current registration must be presented to the NIST Security Office.

I. COVID 19 Precautions:

When visiting the NIST campus, Contractor personnel shall follow NIST Visitor and Contractor Protocols for Mitigating COVID-19 Exposure on NIST Campuses as identified at this link: https://www.nist.gov/about-nist/visit/nist-visitor-and-contractor-protocols-mitigating-covid-19-exposure-nist-campuses

It is the Contractor’s responsibility to be familiar with this site and any updates made to it during the course of the requirement. If Contractor personnel are unable to meet all requirements for campus access identified at the link, services will need to be rescheduled and shall be rescheduled at the Contractor’s expense with consideration to the Government for any delays suffered.
