REQUIREMENT DESCRIPTION
Entry Access System Terminal
For
Building 855 - McChord Field, Washington
1. Project Scope
This document defines the requirements for the contractor to furnish equipment, install, configure, program and test an entry control system terminal or system that will function with existing equipment.
1.1. Specifications
Furnish, install, configure, program and test an entry access control system terminal that will function with existing equipment. The system should:
• Integrate with or replace 2 Advantor Infragard II Control panels connected to 5 HID
Multiclass (Model:613YAYN) keypad readers at the 5 downstairs entryways.
• Integrate with existing HID 0009P 26 Bit H10301 1386LGGMN Proximity Cards and allow programming of new access cards
• Remotely install terminal in room 136
• Provide training for access card creation

4. General Requirements
Cabling and Associated Equipment General Requirements. This project consists of the installation of new entry access control system terminal in room 136. The contract shall consist of the furnishing, installation, configuration, programming and testing of all applicable hardware/software/cabling enabling access control system terminal or system to program new and existing cards.

The contractor shall provide all personnel, equipment, parts, material, tools and any other items necessary to perform the installation, configuration, programming, and testing of all installed equipment. All services shall be provided and installed in accordance with the above standards and references. All cable termination shall be labeled IAW EIA ANSI/TIA/EIA-606B. All grounding and bonding requirements shall be accomplished IAW ANSI/TIA/EIA 607 and NFPA
70. Coordination of “Work by Others” shall encompass coordination with the 262 COS Special
Security Office (SSO), the designated Building Manager, and/or the Support Flight personnel in the performance within the facility.
All work shall meet specifications for cable, components and installation. All contractor provided equipment and parts to complete the installation criteria shall be new.
The Contractor shall provide written documentation of all tests and the results thereof to the
262 COS Special Security Office (SSO), the designated Building Manager, and/or the Support
Flight personnel POCs, along with installation drawings showing cable interconnections and equipment racks with associated equipment in Visio format.
All wall penetrations shall be restored to support the required fire ratings outlined in NFPA-70 and ANSI/TIA/EIA-569B. Any installation of spare conduit shall have a polyethylene pull rope that extends through the conduit/duct and coiled three feet into the cable tray (or above the false ceiling) on one end and two feet into a wall or flush mounted outlet box when, uncoiled, shall be provided in each duct opening and shall be secured. End grommets shall be provided on all duct ends.
5. Installation Testing
Once the installation is completed, the contractor shall conduct basic testing with 262 COS
Special Security Office (SSO) personnel to ensure that the solution was successfully implemented within the environment according to 262 COS Special Security Office (SSO) success criteria (All functions/capabilities describe in this PWS).
6. Deliverables
(Drawings): The preferred electronic drawings format is Microsoft Visio. At minimum drawings must not be in CAD, and able to be displayed in PDF. The contractor shall provide an interconnection diagram of access control system showing all cabling installed and equipment racks detailing the equipment installed in the equipment racks. The contractor shall provide in-person training for members on how to create and update access cards.
7. Acceptance Criteria
Acceptance for all deliverables shall be based upon all previously mentioned standards and criteria.
Also, the installation will be required to pass an acceptance inspection by the 262 COS Special
Security Office (SSO) prior to the contractor/installers leaving the premises on the last day. The contractor shall be required to fix any discrepancies found by the inspection team.
8. Government Furnished Resources
Existing access control boards, terminals, and keypads.
9. Facilities, Supplies and Services
The government will provide water, electricity, restrooms and limited telephone access for local calls. Outside commercial long distance telephone services shall be absorbed by the contractor.

The contractor shall perform all work during normal working hours (typically 0800 to 1630), Tuesday through Friday excluding holidays and unit family days or ACC days off.
12. Security and Privacy
There are no security clearance requirements for contractors performing this effort.
Additionally, installation team members may be required to provide their full name, social security account number, date of birth and driver’s license number from the state of issue.
Contracted personnel shall, at all times, have in their possession a photo identification issued by their organization(s). Personnel information is required for background checks due to the anti-terrorism/force protection initiatives currently in place at this federal location.
12.1. Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of
Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
12.2. For Contractors that do not require CAC, but require access to a DoD Facility and/or
Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center
Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI
31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
