NIST Requirements Document LS-DYNA License

I. Background:

The LS-DYNA software license is required for continuing research projects in multiple Operating Units across the National Institute of Standards and Technology (NIST), including the Information Technology Laboratory (Division 642), the Engineering Laboratory (Divisions 731 and 735), and the Materials Measurement Laboratory (Division 771). The LS-DYNA software is required for finite element modeling and analysis of materials, components, and structural and mechanical systems under multiple loading scenarios, including robot-human collaborations. Full compatibility with existing LS-DYNA models and output files is required for continuation of these projects.

Purpose:

The purpose of this procurement is to procure a LS-DYNA Large System Core software license manufactured by ANSYS, Inc., located at 2600 Ansys Drive, Canonsburg, PA 15317. The license will be used for analysis of finite element models, including pre- and post-processing capabilities and requires full compatibility with a large number of existing LS-DYNA input and output files.

II. Requirements:

The contractor shall provide a Firm-Fixed-Price quotation for the following software:

III. Delivery:

The licenses shall be delivered via electronic download by 10/01/2021. Delivery shall be made such that software licenses and support are active for the full 12-month period of performance identified in the Requirements section. The LS-DYNA software license Large System Core Lease shall include technical support, electronic manuals, machine changes, and software upgrades.

NIST was previously approved to use a virtual machine as the license server. NIST anticipates that the approval to use a virtual machine as the license server shall be maintained and continued for the current requirement.

Inspection and Acceptance:

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated.

Upon receipt of the licenses and inception of maintenance support at the start of the required period of performance, the NIST Technical Point of Contact will verify that the licenses are operational and maintenance is activated for the entire required period of performance in accordance with required specifications. Following this verification, the products will be accepted.

Payment Schedule

The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after receipt and acceptance by the TPOC of the software.
