About this file

This document is a justification and approval for a sole source procurement of a QuantiFit2 Respirator Fit Testing System from TSI for the Utah Army National Guard. The agency requires this specific equipment to conduct quantitative mask fit testing for its issued cache of masks in order to ensure proper fit and meet National Fire Protection Association and Centers for Disease Control and Prevention standards. The machine is compatible with the agency's existing mask inventory and will allow annual fit tests and response to CBRN incidents within 12 hours of notification. Fair and reasonable pricing was determined through price analysis. The requirement will also be posted on SAM.gov to encourage potential small business competition, though no other brands were considered due to incompatibility with the agency's mask models. The related federal contract opportunity is solicitation number W911YP23R0028 for the same QuantiFit2 Respirator Fit Testing System from TSI for the Department of the Army Utah Army National Guard.

JUSTIFICATION AND APPROVAL FOR BRAND/MODEL

Purchase Request/Requisition #: W90GWR32001200 / 0011996385

Organization/Line Office: Utah Army National Guard/Region VIII HRF

Description of Action being approved: Equipment Purchase

Description of Product, Supplies or Services required to meet the Agency’s needs: Mask Fit Test Machine

Statutory Authority permitting other than the full and open competition: This acquisition is being conducted under the authority of Federal Acquisition Regulation (FAR) 6.302-1( ).

Identification of the Justification Rationale:

1. These machines are compatible with our masks with the correct adapter provided by the manufacturer and can also conduct mask fit testing on PAPR Masks for CBRN response operations.

2. Having these machines organically allows us to meet SEAT requirements for annual fit tests and meet FEMA and NFPA standards to fit test during Phase I of response operations. This allows us to work in CBRN environments and reduces our response time to meet our CONOP response of having all forces out the door NLT 12 hours after notification.

3. This specific equipment meets the specifications for our existing mask inventory and is required in order to meet Quantitative Mask fit testing with our issued cache. It is imperative that the masks fit properly. Other brands and models have unacceptable risk of not meeting this requirement.

Fair and Reasonable Price Determination: Award issued under this individual justification shall represent a fair and reasonable price as the agreed-to pricing will be based upon price analysis in accordance with FAR 13.106- 3(a)(2).

Therefore, the price paid will represent the best value and result in the lowest overall cost to meet the needs of the Utah Army National Guard.

Actions to Increase Competition: TSI is a known provider in the market that has equipment meeting these specifications. TSI will be contact directly if they are registered in SAM as a small business. In addition, this requirement will be solicited on SAM.gov.

Market Research conducted: Reviewed publicly available information in the marketplace and conducted additional market research from prior purchases from our agency and other government agencies.

Technical Cognizance: As the technical or requirement personnel, I certify that the supporting data under my cognizance included in the justification are accurate and complete to the best of my knowledge and belief. I do recommend the more expensive unit due to ease of use and reduced margin for error.
