BRAND NAME JUSTIFICATION AND APPROVAL

Purchase Request/Requisition W5654Q30030101

Organization/Line Office: Utah Army National Guard, 19th SFG (A), Human Performance & Wellness

Description of Action being approved: New contract, firm fixed price

Keiser Equipment (Estimated amount $5,000)

Statutory Authority permitting other than full and open competition: This acquisition is being conducted under the authority of Federal Acquisition Regulation (FAR) 6.302-1(c)

Identification of the Justification Rationale:

1. Keiser M3 Indoor Cycle is listed specifically by name on the Common Table of Allowance 50-909, Table 82 (USASOC CMD SOF) under LIN 17433N, as the authorized product.

2. The Keiser M3i is the updated model to the M3. The M3i is a stationary indoor cycle, with V-shaped frame and adjustable handles and saddle to accommod rear flywheel design that protects the cycle from sweat and corrosion. The M3i has an adjustable magnetic resistance system that is smooth and quiet. The self-tensioning drive belt is reliable and reduces user maintenance. The adjustability, smooth resistance, and dual-sided peddles provide a more realistic cycling exercise that other exercise cycles.

3. Keiser M3 and M3i cycles are the most common indoor cycle used throughout USASOC gyms and Human Performance & Wellness programs (HPW). The 19th SFG (A) HPW program directs utilization of the same brand of equipment used at sister HPW facilities in order to standardize soldier assessments; standardize fitness programming; simplify maintenance and logistical support of the systems employed; and enable soldiers on deployment or visiting other HPW programs to use the same equipment they train with at the home unit.

Fair and Reasonable Price Determination: Award issued under this individual limited source justification represents a fair and reasonable price as the agreed to pricing will be based upon competitive quotes received from authorized retailers of the brand in a competitive environment. The price analysis will be performed on all quotes received. Therefore, the price paid will represent the best value and result in the lowest overall cost to meet the needs of the Utah National Guard.

Actions to Increase Competition: This Brand-Name requirement will be competed among multiple small business vendors in the marketplace who can supply this brand name item, thus ensuring increased competition.

Market Research conducted: Reviewed publicly available information in the marketplace. Conducted additional market research from prior year contracts awarded from our agency and other government agencies.

Technical Cognizance: As the technical or requirement personnel, I certify that the supporting data under my cognizance, which are included in the justification are accurate and complete to the best of my knowledge and belief.
