Marine Corps Installations-West High Volume Production Level Printer Maintenance
1.0. Background
1.1. Marine Corps Installations-West (MCI-West) Communication, Strategy and Operations (COMSTRAT) is the primary print facility for all high volume printing. MCI-West COMSTRAT units included Marine Corps Base (MCB), Camp Pendleton; Marine Corps Air Station (MCAS) Yuma, AZ; Marine Corps Air Station (MCAS) Miramar, CA; and Marine Corps Logistics Base (MCLB) Barstow, CA. They are tasked to provide all printing technology based on the High Volume Color Production level platform for all MCI-West organizations as well as tenant and visiting activities.
1. Objectives
· Keep Printers in good working order
· Provide service technicians during business hours
· Maintenance and repair services should include the replacement of any parts which are deemed to be unserviceable
· Provide all parts, labor, toner, and staples
3.0. Tasks
3.1. Preventive Maintenance
3.1.1. Preventive maintenance (PM) shall be performed quarterly to ensure the longevity of the machines. The contractor must schedule preventive maintenance with the Technical Points of Contact (TPOC) at the office where the device resides.
3.1.2. The contractor will perform routine PM for all equipment. PM is defined as: routine replacement of normal wear parts as recommended by the manufacturer. The contractor will be required to perform periodic maintenance and recommended PM based on the model with in industry standards.
3.1.3. The technician will clean the machine from top to bottom:
1. Beginning with the feeder and continuing through the rest of the machine.
1. Cleaning tools and techniques include vacuuming and using lint-free cloths, in addition to other methods.
1. Moving from point to point, inspect and clean each area, replacing parts as needed: Optics and optics cavity transport, including fuser/fixing unit bearings, bushings, sensors, rollers, oils and web processing unit: drum, cleaning units, blade, seals, spacers, bearings cassettes and bypass unit electrical/mechanical on interior of equipment.
1. Adjusts the corona assembly (corona wires, casings, and grids) to manufacture specifications; resets internal settings, as needed; and clears all jam counters, ensuring all activities have been recorded on the machine history card.
1. Authorized technician should be familiar with any applicable technical publication and make necessary adjustments, software/firmware upgrades, and part replacements as required.
3.1.4. Technicians will check and clean accessories, replacing any parts as needed. This inspection includes the paper deck feed roller, document feed roller, separation belts, DF belt, sorter/finisher bins, proper shifting of bins, stapler, staples, and staple positioning. The service technician checks proper height adjustments, skew adjustments, and one- and two-sided operations.
3.1.5. Testing for Operations: After performing prescribed PM activities, the technician will:
1. Produce test copies, checking for proper copy quality, even density, registration, lead edge, and side blanking, make the necessary adjustments.
1. Check the operation of all cassettes bypass trays, paper decks, and finishers; operations of the two-sided mode; and ensure all features are functional.
1. Compare the original test copies with the final test copies, noting improvements.
1. Clean all covers inside and out, removing any substances such as lubricants, smudges, toner, etc.
1. Thoroughly clean the area around the machine.
1. PM costs will include all supplies: toner, travel, and all parts.
3.2. Service and Support:
3.2.1. Maintenance shall cover all printer requirements for service repairs, preventative maintenance, installation, repairs (including parts and labor) and consumables. Repair technicians should be Ricoh certified technicians to ensure the machines are performing at manufacturer’s specifications during each visit to avoid paper jams and degraded image quality.
3.2.2. Service on the printer machines shall include a quarterly meter read for all impression b/w and color.
3.2.3. Respond to work stoppage situations within (2-4) business hours (city limits) and (4-8) business hours (remote locations) of a service call. A telephone call (unless it results in solving the problem) shall not be deemed as an acceptable service response. The service technician shall call the key operator within an hour to discuss service problem and time of arrival. The service technician will contact the Government key operator within one (1 -3) business hours to discuss service problem and time of arrival, regardless of work or non-work stoppage
3.2.4. Respond to non-work stoppage situations within (4-8) business hours (city limits) and next business day (remote locations) of a service call. A telephone call (unless it results in solving the problem) shall not be deemed as an acceptable service response. The service technician shall call the key operator within 90 minutes to discuss service problem and time of arrival. The service technician will contact the Government key operator within one (1 -3) business hours to discuss service problem and time or arrival, regardless of work or non-work stoppage.

4.0. Working Hours
4.1. Required inspections and repairs will be scheduled at the customer’s convenience when possible. Onsite service will be provided Monday through Friday, during normal working hours, 8:00 am through 4:30 pm. excluding Federal Holidays.
4.2. The contractor is not required to provide services on the following US holidays:

*Note: If a holiday falls on a Saturday, it will be observed on the preceding Friday. If the holiday falls on a Sunday, it will be observed on the following Monday.
5.0. eCMRA – CONTRACTOR MANPOWER REPORTING APPLICATION.
The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Navy via a secure data collection site. Contracted services excluded from reporting are based on Product Services Codes (PSCs).
The excluded PSCs are:
(1) W, Lease/Rental of Equipment;
(2) X, Lease/Rental of Facilities;
(3) Y, Construction of Structures and Facilities;
(4) S, Utilities ONLY;
(5) V, Freight and Shipping ONLY
The contractor is required to completely fill in all required data fields using the following web address https://ecmra.mil.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://ecmra.mil.
6.0. Government Technical Point of Contact (TPOC).
6.1. The Contracting Officer shall designate a Government TPOC during the term of this contract. The TPOC will provide assistance in identification and resolution of problems, conflicts in priority, subtask requirement definitions, and other operations type problems within the scope of this SOW. The TPOC will provide technical clarification and assistance in support of the contract requirements. The TPOC DOES NOT have the authority to make changes and/or give direction under this contract. The only authority under this contract authorized to make changes, give direction, and/or provide monetary adjustments is the Contracting Officer from the Regional Contracting Office MCI-WEST, Camp Pendleton, CA.
7.0. Contracting Officer Authority.
7.1. The Contracting Officer is the only person authorized to direct changes to any of the requirements under this contract, and, notwithstanding any provisions contained elsewhere in this contract, said authority remains solely in the Contracting Officer (Reference Block 31 on the SF1449). In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and solely at the risk of the contractor.
