DEPARTMENT OF HOMELAND SECURITY
U. S. CUSTOMS & BORDER PROTECTION
STATEMENT OF WORK
FOR
ARMORED CAR SERVICE
Port of Atlanta Atlanta, Georgia
1. BACKGROUND
The Department of Homeland Security, U.S. Customs and Border Protection, Office of Field Operations, Port of Atlanta, Georgia has an immediate need for Armored Car Service. The purpose of this procurement action is to establish an ongoing, bonded, commercial armored car service in support of currency and checks for the Entry Department for CBP Atlanta. These services shall be provided throughout an initial defined area that is subject to change.
The Service requires the contractor to provide pick-up and delivery of cash and checks from two CBP pick up points, and delivered to Bank of America, 5295 Buffington Road, College Park, Georgia, 30349. There is no method of predetermining the value of the daily collections.
2. SCOPE
The contractor shall provide all supervision, personnel, equipment, labor, bonding, licenses, permits, and supplies necessary to perform armored car services to CBP Port of Atlanta. These services require the contractor to pick up and deliver sealed deposit bags to a designated location. Currently, that location address is Bank of America, 5295 Buffington Road, College Park, Georgia 30349.
Element: The contractor shall provide armored car services in accordance with the following requirements Monday through Friday, except federal holidays. Pickups shall be between 11:00 A.M. and 12:00(Noon) with same day delivery no later than 4:00 p.m.

Period of Performance: Period of performance will include a (12) month base year and four (4) twelve month option years.
Base Year – Date of Award through April 30, 2018 Option Year 1 – May 1, 2018 through April 30, 2019 Option Year 2 – May 1, 2019 through April 30, 2020 Option Year 3 – May 1, 2020 through April 30, 2021 Option Year 4 – May 1, 2021 through April 30, 2022
All option years shall be based on availability of funds.
Performance Requirements: Performance is not to be interrupted as a result of an authorized schedule change that has been initiated by an authorized CBP-OFO representative and the contractor.
Liability Limitations: The contractor shall assume full responsibility for all sealed containers, and their contents, up to $1,000,000.00 that have been transferred to the contractor for transport and delivery to the bank. Liability insurance certificate shall be provided to the contracting officer upon award.
Retention of Collections: Daily collections are not to be retained by the contractor, or their personnel overnight. All collections shall be delivered the same day they are picked up by the contractor.
Co-mingling Articles: CBP collections presented to the contractor for transport and delivery shall not be mixed in with collections from other sources; this includes the private sector or other Government agencies. CBP collections must remain segregated at all times.
Forms: CBP personnel shall prepare the CBP form CF-363, Collections Transmittal” and seal it in the deposit bag that is picked up by the contractor. The contractor’s representative shall be required to certify receipt and transfer of collections by signing the transmittal document.
Release of Liability: Upon delivery of the collections, CBP personnel shall inspect the collections for damage and completeness. When the CBP personnel is satisfied that the collections are complete and undamaged, that person shall endorse the CF-363, relieving the contractor.
Descriptions of Articles: Currency and checks – placed in sealed deposit bags by CBP personnel.
WEARING UNIFORMS: All contracted employees are required to wear prescribed duty uniforms. The uniform shall conform to contractor’s standards and operations guidelines and include a uniform shirt, uniform pants and appropriate gear.
Identification of Personnel: The contractor shall provide a current and up-to-date list of the names, signatures, badge numbers, and photographs of their employed personnel who are given authorization to transport the collections. The contractor is responsible for its employees having all required identification credentials in their possession at all times while on protected premises.
CBP Seal Requirements: The contractor must apply and successfully obtain a CBP seal and Insurance Bond in order to access CBP controlled areas. There is no cost for the contractor to obtain a CBP security seal. All instructions, steps and necessary paperwork are in the list of attachments. This shall only be required by the vendor selected for contract award.
