Summary of Changes

Questions and Answers

Q1: Could MCC provide budget ranges for both the base period and option periods? This will increase the ability of offerors to provide competitive proposals.

MCC Response: Level of Effort (LOE) estimates are provided in Section C.6 for the Option Period (Tasks 8-10) for pricing purposes. Offerors may use these estimates or propose different LOE consistent with the proposed technical approach. For the Base Period, Offerors should propose prices that are competitive, realistic and consistent with their proposed technical approach;

pricing should be based on the Offeror's previous experience with similar projects.

Q2: On page 9 of the solicitation, under Task 2, MCC refers to "the nation-wide and general MCA-Nepal Communications and Outreach Strategy plan produced in Task 2." However, the list of Task 2 deliverables on page 11 of the solicitation do not include this specific plan. Should this be added as a Task 2 deliverable?

MCC Response: The MCA-Nepal Communications and Outreach Strategy is listed in the Task 3 deliverables table. The objective of Task 2 is to develop a localized communications plan. The reference to the "nation-wide and general MCA-Nepal Communications and Outreach Strategy" in Task 2 was incorrect and is related to Task 3.

Q3: For multiple base-period deliverables, the solicitation states that they shall include cost estimates to implement for the remainder of the Base Period. Does MCC intend to modify the contract to allow for budget increases and/or decreases based on this information?

MCC Response: The solicitation is seeking for offerors to provide quotations which cover all costs necessary to complete the work, for the base and option period. MCC does not intend to modify the contract after award based on price fluctuations. The cost estimates referenced in the deliverables for Tasks 2 and 4 refer to an estimate for implementing the work under Task 8, which is part of the option period (with time-and-material (T&M) based pricing).

Accordingly, the relevant Task 2 and 4 deliverable titles are hereby modified as to read as follows:

- Localized Communications Plan – Draft – including a cost estimate to implement under Task 8 (Task 2, page 11)

- Localized Communications Plan – Final – including a cost estimate to implement under Task 8 (Task 2, page 11)

- Project Plan – Draft – including a cost estimate to implement under Task 8 (Task 4, page 12)

- Project Plan – Final – including a cost estimate to implement under Task 8 (Task 4, page 12)

Q4: Level of Effort (LOE) as defined on page 8 applies to the team as a whole; the estimated LOE stated on pages 13-14 for Tasks 8-10 is as follows: Task 8 – LOE 5,000 hours or 625 days; Task 9 – LOE 2,000 hours or 250 days; and Task 10 – LOE 3,000 hours or 375 days. This means 8 hours per day for the team as a whole to complete these tasks will not be sufficient. Clarification is required on whether LOE hours indicated for Tasks 8-10 apply for each individual on the team and not to the team as a whole.

MCC Response: The Level of Effort (LOE) is an estimate provided by MCC, however offerors may propose different estimates and configurations of LOE to align with their proposed approach. The estimate provided does indeed refer to the overall LOE needed, across the team, to complete a particular task. For example, if a task is estimated to require 5,000 hours LOE, it is meant as the total hours needed, and not per position or person. The estimated LOEs for Tasks 8-10 are based on the 12-month period of performance of the option period; the estimates do not include any of the effort to be performed during the Base Period (i.e., first 12 months) of the contract.

Q5: Is there a bifurcation of tasks (i.e., Tasks 1-7 are to be completed if you get the contract, but Tasks 8-10 are optional and MCC may or may not decide to execute the tasks)? We would like to get clarity on this point. What does the option period mentioned on page 13 mean?

MCC Response: The Option Period (covering Tasks 8-10) is related to clause 52.217-9 on page 38 of the solicitation. FAR 52.217-9 – Option to Extend the Term of the Contract, allows MCC to extend the contract at its discretion (i.e., by exercising the 12-month Option Period during which tasks 8, 9 and 10 are expected to be performed). If the Option Period is not exercised by MCC, these tasks will not be implemented and the contract will simply end after the 12-month Base Period (Tasks 1-7).

Q6: If the Team Lead is an expat, who takes care of his/her visa and other documentation?

MCC Response: It will be the responsibility of the contractor to ensure staff, including expatriate personnel, obtain the necessary documentation and authorization to reside and work in Nepal. Applicable associated expenses should be included in the price quotation.

Q7: There many abbreviations, it would be good to have an appendix defining each acronym.

MCC Response: Please refer to Annex I below for the list of acronyms in Section C.

Q8: Is the organization looking to fulfill all the roles by a firm? Or can an individual personal services contractor (PSC) apply for the roles separately?

MCC Response: MCC is looking for a firm to fulfill this requirement, not an individual.

Section M – Evaluation Factors for Award

Incorporate a note under Section M.5. Basis for Award, as follows:

*Note: MCC anticipates that external parties will participate in the technical evaluation process in an advisory role. These external parties may include, but are not limited to, MCA-Nepal communications staff and U.S. Embassy in Nepal Public Affairs Section (PAS) representatives.
