REQUESTS FOR INFORMATION

SOLICITATION NO. 951700-20-R-0019

1. As per Section 1 of RFP Letter (Page #2 of 273 of the Amendment 001 solicitation), under “Description of Work”, it is stated that “The work for this project will consist of replacement of the chillers, pumps, chilled water piping, piping specialties AHU coils, fan coil unit, insulation with aluminum jacket”. Kindly confirm if all replacement materials can be an approved equivalent or is there any specific aspects of work that we are required to replace with the exact same product (same model and make).

All replacement materials can be an approved equivalent that meets the construction specifications. Material will be submitted per specification for approval by the Engineer of Record.

2. As per Section B “Supplies or services and prices” (Page #16 of 273 of the Amendment 001 solicitation) under Attachment A of the RFP letter, kindly clarify if Line #5 “CONTROLS” is only about the shut-off valves and control valves or anything more like thermostats, balancing valves,..? Please note that the control wiring is covered under Line

# 7 “ELECTRICAL AND CONTROL WIRING”.

Valves and piping accessories should fall under line #4 “PIPING SPECIALITIES”.

Only material and labor for controls subcontractor needed to install 238328 – “CONTROLS” requirements should fall under Line #5 “CONTROLS”.

3. Please clarify about section 238328 – “CONTROLS” of Division 23 of Attachment B of the RFP letter, whether it falls under Line #5 “CONTROLS” or Line #7 “ELECTRICAL AND CONTROL WIRING” or it is to be split among the individual lines according to their respective scope coverage.

238328 – “CONTROLS” of Division 23 falls under Line #5 “CONTROLS”. All work performed by the controls subcontractor should fall under this line #5 “CONTROLS”. Any work performed by the electrical subcontractor should fall under line #7 “ELECTRICAL AND CONTROL WIRING”.

4. Please confirm if you can provide a location for draining the chilled water in the piping of the existing system?

There are drain valves located adjacent to the current chillers.

5. Kindly clarify the sequence of operation of the existing system. Are both running at the same time or is one of them acting as a standby?

Both are currently running.

6. Please clarify if existing valves (by-pass valves, shut-off valves and other valves and accessories are to be replaced or reused.

All existing valves and accessories are to be replaced.

7. Please confirm if water for refilling the chilled water piping will be provided by the client or is by the contractor?

Water will be provided by the Station.

8. Please mention the source of make-up water.

The source of make-up water is an existing potable water connection located in the pump room. Water is provided by the Kuwait Government.

9. Please confirm if Buy American Act and/or Trade Agreement Act is applicable to the products we procure under this contract.

No. Buy American Act and/or Trade Agreements do not apply to products procured under the resulting contract.

10. Please confirm if DBA will be required for our personnel. Kindly note that the contractors in Kuwait already possess “Workmanship Compensation Insurance” as per Host Nation laws.

DBA is not required for personnel.

11. As per FAR Part 52.228-15 “Performance and Payment Bonds - Construction” under section (b)(1) and (b)(2), the penal amount mentioned is 100% of the contract award value separately for the performance bond and separately for the payment bond.

Yes.

12. As per FAR Part 52.228-15 “Performance and Payment Bonds - Construction” under section (d), sureties or securities for bonds can an acceptable certified check, cashier's check, irrevocable letter of credit. Can you please confirm if any of these from a Kuwaiti bank will be sufficient for acceptability or should it be from a federally insured bank?

Per FAR Part 28.102 alternative payment protections for construction contacts must be from a federally insured financial institution.

13. As per Section 3 of RFP Letter (Page #5 of 273 of the Amendment 001 solicitation), it is stated that “The proposal shall not exceed 35 pages, font size 12”. Please confirm if a page is a sheet with 2 sides (back and front) filled or if each side is considered as a page.

A page is considered a one-sided sheet. Each side is considered one (1) page.

14. As per Section 3 of RFP Letter (Page #5 of 273 of the Amendment 001 solicitation), it is stated that “The proposal shall not exceed 35 pages, font size 12”. Please confirm if the following will be counted within this limit;

16. As per Drawing T-001 (Page #258 of 273 of the Amendment 001 solicitation), the site location is mentioned around Al-Mutla, but as per section 1 of RFP letter (Page #2 of 273 of the Amendment 001 solicitation) and as per 1.2.A.1. (Page #37 of 273 of the Amendment 001 solicitation) of section 011000-1 of Division 01 of Attachment B of the RFP letter, the location is mentioned as Salwa. Please clarify.

The site location is around Al-Mutla per Drawing T-001. Also refer to the pre-proposal site visit address.

17. If we have any additional questions based on the site visit, can we ask it after the site visit as the site visit is happening after the deadline of the RFIs.

18. Kindly confirm the operation of TX building which is being served by the equipment that has to be replaced under this contract. If the TX building is operational during the construction period, temporary facilities to be arranged to maintain the air condition inside the building. Kindly confirm the requirement.

Temporary cooling is NOT required.

19. Can the contractor propose the material from different manufactures, with matching capacities, other than what it is installed at the site?

Yes. The contractor can propose material from different manufactures. However all material must meet the construction specifications (equivalent) to be approved by the Engineer of Record.

20. As per the site visit there is no buffer tank installed, Kindly confirm that this is a new requirement.

This is a new requirement by the Engineer of Record. Please refer to construction drawings for new buffer tank requirements.

21. Per Section 1 Supplies or Services and Price/Cost; Pg.1 of 10; Request for the Performance Bond Details; Are performance bonds from local banks acceptable (i.e., National Bank of Kuwait, Gulf Bank, Central Bank of Kuwait, etc.) ? Also, please indicate the required value of performance bonds.

Bonds shall be furnished in accordance with FAR clause 52.228-15. Per FAR Clause 52.228-15(b), Performance and Payment Bonds shall be 100% of the original contract price. Also, 52.228-15(d) requires that sureties appear on the Treasury Department Circular 570; found at http://www.fms.treas.gov/c570/ .

22. Redesigning of the chiller system needs to be done? Please comment.

No redesign of the chiller system is required. Please refer to the construction drawings and specifications provided by the Engineer of Record for the design requirements.

23. What is the type of Joint for chiller piping (Threaded /welded)?

Threaded joint for 2” and below chilled water piping. Welded joint above 2” chilled water piping.

24. Will Contractors receive a Material Take off list (MTO)?

No, a Material Take off (MTO) list will not be provided.

25. Please confirm if only plinth of the existing chiller has to be demolished for Chiller Foundation.

Yes, only remove the existing chiller plinths. The new concrete pad shall be centered over the demolished concrete plinths. Refer to construction drawing S-101.

26. Please confirm if cable tray for chiller and pump cable requires replacement.

Cable tray replacement is not required per scope.

27. Is there a location for the disposal of debris?

No, the contractor is responsible for removal and disposal of debris from the transmitting station.

28. Please confirm if electrical cables for pump & chillers need replacement or if existing ones are usable.

Existing electrical cables are usable per scope.

29. Please confirm if Site Office should be considered in our scope.

A site office is not required per scope. However the contractor can consider one if required for project management.

30. Please confirm if Contractors will be provided a secure area within the facility for material storage.

An outdoor material storage laydown area can be provided and coordinated with the transmitting station staff. An indoor material storage within the facility cannot be guaranteed at this time.
