for the

ARSR-4 Programmable Logic Controller (PLC) and Human Interface Device (HID) Replacement

1.0 INTRODUCTION

This Statement of Work (SOW) is for the procurement, fabrication, assembly, and delivery of an updated Air Route Surveillance Radar-Model 4 (ARSR-4) Transmitter Cooling System (TCS) Programmable Logic Controller (PLC) and Human Interface Device (HID) components for modification kits that is to be installed at the Federal Aviation Administration (FAA) ARSR-4 Long Range Radar (LRR) sites and for initial Logistics Center supply. These components are necessary to support the release of a new version of firmware for the ARSR-4 TCS and support future use of the ARSR-4 TCS. Under this contract, parts for the fabrication of the ARSR-4 TCS PLC and HID components will be procured. The ARSR-4 TCS PLC and HID components will be delivered to the following address:

1.1 Background

The ARSR-4 TCS was designed and developed by AJW-142 for the replacement of the Air Handling Unit (AHU) of the ARSR-4 facilities located in the National Airspace System (NAS).

The design of the system was completed approximately 12 years ago. Due to the extended nature of procurement and deployment of the TCS, obsolescence of components is bound to happen from time to time. The PLC and HID of the TCS were identified by GE Fanuc (the original manufacturer of the components) as obsolete in the recent past (notification was approximately Sept 31, 2015). After discussions with GE Fanuc and evaluation of other potential options, the updated components were selected for the following reasons: (1) they are as close to Form/Fit/Function that can be obtained; (2) the programming involved is identical to what is currently deployed reducing risk of having to re-write code to run on a different platform;

(3) interoperability with existing components within the current design of the TCS. It should be noted that GE Fanuc sold its Intelligent Platforms division to Emerson that included its PLC technologies.

1.2 Scope of Work

This Statement of Work (SOW) describes the tasks the Contractor shall perform for the production, manufacturing, assembling, and delivery of the ARSR-4 TCS PLC and HID components for the ARSR-4 LRR according to the requirements.

1.2.1 Definitions.

All reference to the “Government” in this SOW shall mean by authority of the Contracting Officer or designee. Reference to Government approval shall be limited to the Contracting Officer and his/her Technical Representative. The term software, as used in this SOW, refers to any code developed or otherwise used, including the code for firmware and all support files (e.g., library files, project files, test development software, etc.) needed for editing/making changes for future modifications.

Any reference to the PLC and HID in this SOW shall mean all systems, components, wiring, and cabling that comprise a modification kit for one ARSR-4 TCS unit installation.

1.2.2 Tasks to be Performed

This SOW defines the tasks involved for producing all components needed for the ARSR-4 TCS PLC and HID modification kit for the ARSR-4 TCS systems. These include:

a) Procure and/or manufacture all individual parts, materials, and equipment needed to assemble the design as specified by the Government furnished drawings found in the appendices.

b) Assemble the design in accordance with the Government furnished drawings found in the appendices.

c) Ship completed units

d) Ship spare parts

1.2.3 Quantities

This contract is to provide all components that can assemble 65 complete ARSR-4 TCS PLC and HID systems and provide specific spare parts.

1.2.3.1 First Article System

No First Article for the ARSR-4 TCS PLC and HID system is required.

2.0 APPLICABLE DOCUMENTS

The following specifications, handbooks, orders, standards, and drawings form a part of this SOW and are applicable to the extent specified herein. The design presented was designed according to these specifications and as delivered conforms to all applicable sections and regulations.

3.0 SYSTEM REQUIREMENTS

The Contractor must perform the effort described in this SOW and must comply with all of the requirements set forth herein. The Contractor must deliver all data described in this SOW.

3.1 Engineering Changes and Substitutions

The Contractor shall not make any changes to the design of these systems without express written approval of the Government. All engineering changes requested by the Contractor shall be made through the designated Contracting Officer.

3.2 Deliverable Documentation Requirements

All deliverable documentation, including Contract Data Requirements List (CDRL) items, briefing packages, and meeting minutes, shall be in editable form. Formats shall include, but are not limited to, Microsoft Office products, Hypertext Markup Language (HTML), and Extensible Markup Language (XML). There shall not be links to documents in Portable Document Format (PDF) without Government approval.

3.3 Government Documentation Rights

The Contractor shall grant to the Government unlimited rights to all documentation (including, but not limited to, Contractor-developed depot level manuals of Commercial-Off-The-Shelf (COTS) parts and Contractor-proprietary parts, test equipment, and software for organic repair capabilities), data, hardware, firmware, and software developed under this contract. In addition to documentation, the Contractor shall grant to the Government unlimited rights and licenses to all data, hardware, firmware, and software (including, but not limited to, all library and project files) developed under this and other Government-funded efforts that are used under this contract.

3.4 Systems Engineering

The Contractor shall provide all components needed for modification kits that meets all requirements in this SOW.

The Contractor shall maintain effective control over the system engineering process, including subcontract items and services, to ensure that cost, performance, and schedule are met, to provide early detection and resolution of problems, and to reduce risk.

3.4 Parts/Contents For Modification Kit

All components for the ARSR-4 TCS PLC and HID modification kits delivered by the Contractor shall be packaged according to packaging instructions in section 4.2. All components for the modification kits delivered by the Contractor shall contain the following items:

4.0 SUPPORT

The Contractor shall perform the tasks in the following subsections.

4.1 COTS Manuals and Documentation

The Contractor shall retain all vendor-produced COTS documentation supplied with individual COTS items delivered under this contract. The Contractor shall deliver all retained COTS documentation with each TCS PLC and HID system.

4.2 Packaging, Handling, Storage, and Transportation

The Contractor shall provide all Packaging, Handling, Storage, and Transportation (PHS&T) as follows:

a) All items, unless otherwise specified shall be packaged in accordance with the American Society for Testing and Materials (ASTM) ATSM-D-3951, “Standard Practices for Commercial Packaging”.

b) Electrostatic Discharge (ESD) protection containers shall be marked with a yellow and black ESD label in accordance with MIL-STD-129, “Marking for Shipment and Storage”.

c) If a COTS documentation exist for any items, package the COTS documentation with the original manufacture box.

d) All items shall be packaged in their original manufacture box with the exception of the 36-Position Terminal Block Faceplate (IC694TBB132).

e) The 36-Position Terminal Block Faceplate (IC694TBB132) shall be assembled with the cable manufactured according to drawing 630.1047 and packaged in its own box.

f) All items shall be labeled with the following information on the packaged box.

(c) Warranty. The Contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

(d) Inspection and Acceptance. The Contractor must only tender for acceptance those supplies or services that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or re-performance of nonconforming services at no increase in contract price. If repair, replacement or re-performance will not correct the defects or is not possible to correct the defects in a time period deemed reasonable by the Government, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post-acceptance rights:

(1) Within a reasonable time after the defect was discovered or should have been discovered; and
