Statement of Work Date January 29, 2020

Client Federal Energy Regulatory Commission Job Name Subscription Service for Pending Energy and Regulatory Legislation

Summary

The Office of External Affairs uses a legislative subscription service to stay ahead and evaluate impacts of pending energy and regulatory legislation of interest to the FERC and the energy industry. The Government Affairs Division (GAD) of OEA uses the service to monitor and influence Congressional budget and appropriations actions. The OEA has used such a service for years to monitor and stay abreast of Congressional legislative and administration activities of interest and relevance to the FERC.

The Service shall provide customizable alerts, searches and reports, bill tracking/history, in-depth analysis of legislative developments/bills, member profiles, descriptions of Congressional floor and committee activity, scheduling of Committee hearings, Committee markup coverage of both open and closed sessions, full text of member speeches and floor amendments, etc. Each of these capabilities is essential for FERC understanding and management of the legislative process relevant to the energy industry and regulatory domain.

Subscription service (unlimited access) required for five OEA staff.

Subscription Description

The Subscription Service (hereafter referred to as the Service) shall track Congressional bills in the area of Energy Regulation (Coal, Oil, Electric, Hydropower, LNG, Renewable Energy, etc.) as they progress through the legislative process. Within 24 hours of introduction and all related changes, the Service shall provide FERC with the following key elements of information for major Bills before Congress:

• Initial Bill (at introduction)

• Expert Analysis of the bill including background information, history, lobbying trends, comparison of different versions of the bill (or similar related bills elsewhere in Congress) and prospects for passage

• Copies of any related amendments, committee updates, and markups

• Full Text Transcripts of related Committee and/or Hearing discussion (both open and closed sessions)

• Full Text Transcripts of any related Congressional (House and Senate) floor discussion

• Final Bill (or final regulation) and vote count (including abstentions)

• Transcripts from congressional events, news interviews, committee action, financial transcripts, regulatory coverage, and on-demand transcripts.

• Research law and regulations through keywords, Public Law/Statute cites, Bill Numbers, Congressional Sessions, or by the U.S. Code.

The Service shall provide near real-time alerts from keywords (including names of Congressional members or their staff) and updates delivered via a Service-offered mobile applications and shall also be delivered to email boxes of designated key FERC personnel.

The Service shall be searchable using keywords, phrases, bill titles, Congressional staff, etc.

The Service shall provide profiles of Congress members, including committee memberships, and contact information.

The Service shall offer unlimited access to five members of the OEA staff.
