LIMITED SOURCES JUSTIFICATION
NATIONAL NUCLEAR SECURITY ADMINISTRATION
OFFICE OF PROGRAMMING, ANALYSIS, AND EVALUATION (NA-MB-90)
(CONTRACT GS-00F-103DA, ORDER NO: 89233123FNA400261)
I. AGENCY IDENTITY AND CONTRACTING OFFICE
The Office of Programming, Analysis, and Evaluation (NA-MB-90) of the U.S.
Department of Energy, National Nuclear Security Administration (DOE/NNSA) plans to contract for Technical Support Services by using an authority for limited sources. The contracting activity is the Headquarters Services Acquisition Branch (NA-PAS-314).
II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED
This action is to add a new fixed priced CLIN under Order 89233123FNA400261. The period of performance for Order 89233120FNA400261 expires on September 5, 2023 and the fixed priced CLIN will run from September 6, 2023 – September 20, 2023.
III. DESCRIPTION OF SUPPLIES AND/OR SERVICES
NA-MB-90’s work includes performing studies such as analysis of alternatives (AoAs), planning studies, and business case analyses (BCAs) for various programs within the NNSA to support Planning, Programming, Budgeting, and Evaluation (PPBE), capital acquisitions, and weapon modernization program decisions.
Under the additional fixed price CLIN Technomics, Inc., will provide:
• Analytical support for budget, schedule, and program health analysis for NNSA project portfolios
• Analytical support associated with cost estimating and analysis, schedule estimating and analysis, and other data-driven decision-making.
• Technical and subject matter expertise for AoAs, BCAs, technical reviews, and other evaluations
• Support for cost analysis-related policy and guidance development (DOE Orders, NNSA NAPs/BOPs, and best practices)
• Cost estimation training
• Support for cost estimation collaboration initiatives (e.g. cost estimating community of practice, working groups)
• Support for development, employment, and maintenance of analytical models, [89233120FNA400261] Page 3
• Business case analyses (BCAs) that inform high level strategy development across sites and programs within the Nuclear Security Enterprise (NSE).
• Estimate to support Congressional deliverables (e.g. Annual Report to the President on Nuclear Explosives Test Readiness).
VIII. STEPS TO FOSTER COMPETITION
Market research and acquisition planning to compete future requirements is currently in progress, and capability statements from a request for information are currently being evaluated. The competition will be performed under the new TEPS III BPA if the market research indicates that the TEPS III BPA is a feasible choice.
