DESCRIPTION / SPECIFICATION / STATEMENT OF WORK (SOW)

Armored Car Service – Area Port of Buffalo, New York

1.0 INTRODUCTION

1.1 Background: The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of Field Operations (OFO), Area Port of Buffalo, New York has an immediate requirement for Armored Car Service in the Buffalo, Niagara Falls and Lewiston, New York areas.*

* This requirement has been ongoing for a number of years, and is expected to continue for an indefinite period. Typical performance requires the Contractor to provide pick-up and delivery of cash and financial instruments to designated locations throughout the Area Port. There is no method of predetermining the value of daily collections that may require transport and delivery.

1.2 Objective: The purpose of this procurement action is to establish a contract that includes a base year, and four 1 year option periods with an ongoing, bonded, commercial armored car service in support of the Area Port of Buffalo, New York. These services shall be provided throughout an initial defined area that is subject to change.

2.0 SCOPE OF WORK

2.1 The Contractor shall provide all supervision, personnel, equipment, labor, bonding, licenses, permits, and supplies necessary to perform Armored Car Services to the CBP Area Port of Buffalo. These services require the Contractor to pick-up and deliver sealed deposit bags at designated locations.

There are four (4) planned stops that require services between the hours of 11:00 A.M. and 4:00 P.M. daily, except Saturday and Sunday, and Federally recognized holidays. The number of stops may vary, depending upon requirements of the Government. This service involves two (2) distinct elements. Element one requires the Contractor to pick-up sealed deposit bags from outlying areas and deliver to the CBP Area Port of Buffalo Main Office. The second requires the Contractor to pick-up sealed deposit bags from the CBP Area Port of Buffalo Main Office and deliver to the Bank of America in Buffalo, New York.

2.1.1. Element 1: The Contractor shall provide Armored Car Services in accordance with the following requirements Monday through Friday, except Federal holidays. Pick-up shall be no earlier than 11:00 A.M. with same day delivery no later than 4:00 P.M.

2.2 Element 2: The Contractor shall provide Armored Car Services in accordance with the following requirements Monday through Friday, except Federal Holidays. Pick-ups shall be no later than 1:30 P.M. with same delivery no later than 3:00 P.M.

2.3 Period of Performance:

Period of performance will include a twelve (12) month base year and four (4) twelve 12 month option years.

Base Year - March 1, 2016 through February 28, 2017 Option Year 1 - March 1, 2017 through February 28, 2018 Option Year 2 - March 1, 2018 through February 28, 2019 Option Year 3 - March 1, 2019 through February 28, 2020 Option Year 4 - March 1, 2020 through February 28, 2021

All option years shall be based on availability of funds.

3.0 PERFORMANCE REQUIREMENTS

3.1 Performance Interruption: Performance is not to be interrupted as a result of an authorized schedule change that has been initiated by an Authorized CBP – OFO Representative and the Contractor.

3.2 Liability Limitations: The Contractor shall assume full responsibility for all sealed containers, and their contents, up to $1,000,000 that have been transferred to the Contractor for transport. An additional “Liability Charge” may be assessed by the Contractor for additional value in excess of the limitation.

3.3 Retention of Collections: Daily collections are not to be retained by the Contractor, or their personnel, overnight. All collections shall be delivered the same day they are picked-up by the Contractor.

3.4 Commingling Articles: CBP collections presented to the Contractor for transport and delivery shall not be commingled (intermixed) with collections from other sources, this includes the private sector or other Government agencies. CBP collections are to remain segregated at all times.

3.5 Forms: A CBP Officer shall prepare the CBP form CF-363, “Collections Transmittal” and seal it in the deposit bag that is picked up by the Contractor. The Contractor’s representative shall be required to certify receipt and transfer of collections by signing the transmittal document.

3.6 Release of Liability: Upon delivery of the collections, a CBP Officer shall inspect the collections for damage and completeness. When the CBP Officer is satisfied that the collections are complete and undamaged, the officer shall endorse the CF-363 relieving the Contractor of liability.

3.7 Description of Articles: The following is incorporated to provide the Contractor with typical descriptions of articles to be collected under the terms of this agreement. However, it is not intended to be a complete list, therefore requiring the Contractor to provide Armored Car Services for articles not identified by the list. ******Currency, Checks, and other Financial instruments, placed in sealed deposit bags by CBP personnel.******

3.8 Change/Coins: The Contractor shall carry change/coins (nickels, dimes, and quarters) on the armored cars to be provided to CBP as required. Advance notice will be provided to the Contractor when change/coins are required and will be paid for at time of delivery.

3.9 Item Allowance: The Contractor shall provide provisions for at lease three (3) items to be picked up at each location.

3.10 Identification of Personnel: The Contractor shall provide a current and up-to-date list of the names, signatures, badge numbers, photographs, and social security numbers of their personnel who are authorized to transport the collections.

4.0 LEGAL FEDERAL HOLIDAYS

4.1 Notification of Federally recognized holidays:
