SOLE SOURCE JUSTIFICATION
FOR FEDERAL PROCUREMENTS UNDER SIMPLIFIED ACQUISITION THRESHOLD (i.e. < $150,000)

| Text1: Description of Supplies/Services required to meet the Agency's Needs, Service and Maintenance for Osmosis Water System located in building 161, BARC-EAST. Beltsville, MD 20705. Service and maintenance of the Evoqua Osmosis Water System (formerly Siemens), is highly technical and specific water filtration system. It has been specifically configured for research needs. Only the service representative of the company who manufactured the instrument has the appropriate training, expertise and experience to maintain the instrument at the required specifications needed for current research. As a result of servicing many of these instruments, this service representative has parts available immediately that are most likely to require replacement, thereby keeping this instrument at peak performance allowing research to continue without interruption. The total cost for the total service for the 3 sites is 10,252.00 per year. |
| Text2: The Government's minimum needs can only be met through on responsible source, Evoqua Water Technologies (formerly Siemens Water Systems). DBA U.S. Filter, 258 Dunksferry Road, Bensalem. PA 19020. Evoqua's telephone number is (215) 638-7429 ext 103. The acquisition is being conducted on the basis of other than Full & Open competition as the needs of the requisitioner can only be met through one source, and under the Federal Acquisition streamlining Act, Simplified Acquisition Procedures. |
Unique Qualifications/Nature of Acquisition: Only Evoqua's service representatives have the ability to service this (formerly Siemens) hardware, software and equipment. No other sources were solicited because no other source can supply the service and replacement parts which will fit the instrument.
