In accordance with the Performance Work Statement (PWS), yes, the Senior Writer/Editor shall have a master’s degree in communications or associated degree. The referenced "associated degree" is a Master's Degree equivalent and a Bachelor's Degree will not suffice.

In accordance with the PWS, the Contractor shall provide a Senior Writer/Editor who will act as the alternate point of contact. The Government specifies in the PWS that “occasional printing services” are required. Will the Government provide additional details and specificity for the printing specifications and requirements (e.g. trim size, ink type, etc.)?
Printing is generally handled inside HUD offices under other contracts, but some special requirements may require Contractor printing. Because no Marketing Plan has been created, no estimate can be provided.

How much, if any, first and secondary market research data will HUD provide that they have ALREADY done? Will the contractor be starting from scratch or will HUD provide guideposts from their incumbent data?
HUD shall provide any existing primary and secondary research as is available.
There is no incumbent data to draw from. Each marketing effort under this contract shall require a separate marketing plan tailored to the effort. The Contractor can expect up to 6 efforts per year.

For the marketing plan the government gave the following deliverable information "Up to 6 may be requested each contract year."
Can the government do the same for the as requested report deliverables, A004, A006, A007, A008, and A009? It would be nice to have an estimate on "up to how many" we could compile for pricing and scheduling.
Under section 5.1.3 of the PWS, the Contractor can expect up to a total of 5 items in any combination per contract year, depending on the Government's needs.

For scheduling can the government provide a description of deliverable, A005 Communications and Collateral Materials Audit Report and approximately when they would like it done? Are these materials HUD already has or materials the contractor has created throughout the contract?
The Government expects one initial report in the first year to evaluate the current status of OHC's communications and collateral materials to help in determining future needs.

If the contractor provides the requested detailed analysis of the design, content and user interface of the HUD website(s), does the contract include the opportunity to redesign/reboot those websites to which the collateral marketing materials such as videos and newsletters would be posted?
The included PWS does not allow for any software or IT component. Any execution of redesign would be conducted internally or under other contracts.

Outreach activities may include anything outlined in section 5.2.2 of the PWS or anything the Contractor may identify that increases the visibility of OHC. Activities shall vary in size, scope, and number every period. Because of this, no specific number can be given.

Format and delivery of any newsletter shall be determined through collaboration with OHC subject matter experts and defined in the specified marketing/project plan.

Scope of Work, section 5.1.3 (5) “Other research as needed may be requested by COR and SME”. (Deliverable A009). The scope indicates that 5 projects are to be “negotiated”. What can HUD tell us about the size, scope and requirements of this requirement sufficient for a fixed-price procurement?
The level of effort can be expected to be the same as primary research described under section 5.1.3 (4). Please refer to question 35 for clarification on number of items planned for this entire section.

Scope of Work, section 5.2.1 (Events). The scope describes “no more than” 3 internal and 12 external events. For purposes of fixed price bids, can we specify a per-event price? Otherwise is it assumed that we should assume the full 3 and 12? Also, the extent of “events” can vary widely – a conference call may be much less work than a webinar, for example; may we assume that HUD will accept pricing assumptions from bidders?
Offeror will price based on quantity of 15 and shall be paid per deliverable. See Solicitation Amendment 0001, Attachment 0003 Revised, Attachement 0004 Revised, and Attachment 0005 Revised.

Scope of Work, Section 5.2.2 (Stakeholder Outreach Activity). No quantities, sizes or extents are specified. Because the bids are to be firm fixed price, is HUD expecting competition based on the minimal services to be provided, or is HUD willing to specify minimum quantities and extent of services?
