Questions & Responses to RFQ 86615121Q00004

· P. 53, Section 3 - Past Performance do CPARS reports count against overall permissible page count? No

1. The Period of Performance section of the PWS (p.2) and Section 2.3 Period of Performance of the solicitation (p. 3) both state that the period of performance shall not exceed 180 days. However, in order to include both the September and Winter breaks, it will cause what is normally a 6-month program to extend beyond 180 days. Is the 180 days meant to include the breaks? If so, will HUD extend the period of performance to account for these breaks? Yes, the period of performance will be extended to 210 days to include the requested two 2-week breaks. If any additional HUD requested breaks are required, the same will be negotiated as “no cost extension” and a modification will be issued timely.

1. In Section 2452.237-70 Key Personnel of the solicitation (top of p. 35) lists the Key Personnel positions as Contract/Project Manager and Alternate Contract/Project Manager. Meanwhile Section 3. Key Personnel (p. 52) states that “The offeror shall submit Key Personnel resume(s) that demonstrate sufficient relevant prior experience, qualifications, education, and certification for personnel proposed to fill the key position identified by the offeror. Additionally, the Key Personnel proposed and the number identified must reflect adequate capabilities of skillsets to ensure the outcome and benefits sought by the government as achievable.:

1. Can HUD confirm whether key personnel are required for managing the program or acting in the role of facilitator? The Key Personnel will include the contractor’s Project Manager/ Facilitator as the main Point Of Contact for all coordination, administering and managing trainers, scheduling classes, delivering training materials, whereas, individual trainers and their assistants, etc., will be providing the required training.

1. Can HUD confirm the required certifications for key personnel? Given that FAI and OFPP certifies the vendor to run the DITAP program, the key personnel must have a resume that demonstrates “sufficient relevant prior experience, qualifications, education, and certification for personnel proposed to fill the key position.” HUD OCPO does not require a specific certification from the key personnel regarding the DITAP program, but rather that the key personnel have the relevant experience which would include certifications gained during their prior relevant experience.

1. Responses Due Date Given the amount of information requested in the offeror’s proposal response, would HUD consider granting an extension to the due date? No, the responses due date remains unchanged as Thursday April 22nd at 10am.
