SOLE SOURCE DETERMINATION FOR SIMPLIFIED ACQUISITIONS
PURSUANT TO FAR SECTION 13.106-1(b)(1) for
Completion of the Rental Assistance Demonstration Evaluation
1. I have considered the guidance in the Federal Acquisition Regulation (FAR) 13.104 and 13.106-la. In accordance with Federal Acquisition Regulation 13.l06-l(b)(1), Thereby determine that the Completion of the Rental Assistance Demonstration (RAD) Evaluation listed on RCS-R-2019-00066 is available from only one source, and competition is precluded for the reasons indicated below.
2. This acquisition is restricted to the following source:

3. The Completion of the RAD Evaluation is estimated to cost $135,163.71 and is required to be delivered by March 29, 2019.
The completion of the RAD evaluation is composed of two tasks:
a) Final Briefing: Under this task, the contractor will prepare and deliver an in-person, comprehensive Final Briefing on the study findings and methods. Estimated cost:
$38,580.53.
b) Final Report: Under this task, the contractor will prepare a Final Draft of the Final Report responding to HUD’s written comments and verbal comments from the Final Briefing. Following delivery of the Final Draft of the Final Report, HUD will provide editorial comments. Under this task, the contractor will accept or reject edits and address comments to produce a Publication-Ready Draft of the Final Report.
Estimated cost: $96,583.17.
4. The circumstances of the requirement deem only one source reasonably available due to expert services.
The Completion of the Rental Assistance Demonstration Evaluation must be performed by Econometrica’ s social science research experts because they performed the original contract for a comprehensive study of the Rental Assistance Demonstration (RAD). That contract will end on December 29, 2018, at which time the contractor will deliver a draft final report of the RAD evaluation. HUD anticipates that revisions will be needed. This contract will allow for the completion of the RAD Evaluation Final Report and Final Briefing.

HUD staff will be briefed on and which will be revised to create the Draft Final Report, and Publication-Ready Final Report.
5. Other information to support a sole-source purchase:
The tasks in this contract are inherently and inextricably linked to the work being performed under the current contract (Contract Number C-CHT-0 1067/Purchase Order Number: RCS-R-13- 00094). Only the incumbent contractor has the necessary depth of knowledge about this evaluation to efficiently complete these tasks.
Under Contract Number C-CHI-0 1067/Purchase Order Number: RCS-R-13-00094, the incumbent contractor is writing the final report. It would not be feasible to have a new contractor revise the report prepared by the incumbent contractor as a new contractor would not have the necessary depth of knowledge or access to relevant and confidential study data. It would also not be reasonable to expect a new contractor to be able to provide a briefing on the evaluation conducted by the incumbent contractor. The incumbent contractor has already produced many key deliverables, including: Management and Work Plan, Research Design, Data Collection Analysis Plan, Data Collection, Data Analysis, Interim Report, Interim Data Documentation, Option period Data Collection Analysis Plan, Option period Data Collection, Household Survey, and a draft Final Report. In the process of conducting this work, the contractor has developed significant background/contextual knowledge about the RAD program and the RAD evaluation.
For another contractor to acquire the background knowledge that the incumbent already possesses as a result of the existing contract, the new contractor would have to review the existing deliverables, data, and literature. This effort would take a significant amount of time and be a substantial duplication of cost to the government. Even with this type of effort, there is still a reasonable chance that the new contractor would not be able to acquire the same level of expertise on the RAD evaluation as the incumbent contractor, who designed and conducted the RAD evaluation.
As the entire estimated cost of the proposed sole source contract is $135,163.71 the duplicative costs vastly outweigh any benefits that might be recovered through competition.
