SECTION B - SUPPLIES OR SERVICES AND PRICES

The following have been modified:

SECTION B

This solicitation is being competed via FAR Part 15 (Contracting by Negotiation) procedures and set aside for small business, including all subsets, resulting in a single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract.

Two Task Orders (TOs) are included in this solicitation and are anticipated to be awarded with the base IDIQ contract. TO 0001 is for the Technologies Refreshment of the DODIN/DISN Infrastructure (hereinafter referred to as “Tech Refresh”), and TO 0002 is for the Implementation of the DODIN/DISN Infrastructure (hereinafter referred to as “Implementation”). Note: TO 0001 and TO 0002 are tracking numbers used only for the solicitation. At award, different TO numbers (e.g. HC1028-21-F-XXXX) will be assigned.

B.1 MAXIMUM AMOUNTS, INDEFINITE-DELIVERY/INDEFINITE QUANTITY (IDIQ)

a. The Technologies Refreshment and Implemenation (TRI) - Global Solutions Management (GSM) effort provides the required technologies refreshment, implementation, integration, and transition to operations activities supporting existing and future Department of Defense (DoD) Information Network (DODIN)/Defense Information System Network (DISN) networking capabilities, for DoD and non-DoD entities.

b. This is an IDIQ contract with various fixed price and cost type task orders in accordance with FAR Subpart

16.5 - Indefinite- Delivery Contracts. The minimum guaranteed amount, $10,000.00, will be satisfied through two task orders issued at contract award. The total amount of all orders placed against all contracts resulting from this solicitation shall not exceed $400M over a five-year period consisting of a three-year base period and two, one-year option periods.

B.2 INCORPORATION OF PROPOSED PRICING/DIRECT LABOR RATES

As annotated in the Section B Schedule of Rates, FFP Labor Rates without profit are fully burdened composite labor rates (including direct and all indirect costs). FFP Labor Rates without profit serve as not-to-exceed target rates for all other contract type actions against the IDIQ. These actions include, but are not limited to, Fixed Price Incentive (Firm Target) (FPIF), Cost Plus Incentive Fee (CPIF), and Cost Plus Fixed Fee (CPFF) for the establishment of target costs and/or estimated cost ceilings for all future actions (e.g. TOs or Contract Line Item Numbers (CLINs)) against the IDIQ.

FFP Labor Rates with profit are considered negotiated not-to-exceed ceiling rates for all FFP Actions (e.g. Task Orders or CLINs). FFP Labor Rates are fully burdened composite labor rates, inclusive of direct costs, all indirect costs, and profit.

Profit/fee is not allowed on costs that exceed target costs and/or estimated cost ceilings developed by use of rates identified in the Schedule of Rates below.

B.3 FIXED FEE CEILING

Fee proposed in the development of CPFF CLINS in Task Order (TO) 0001 and 0002 will be used to establish the base contract’s maximum fee authorized for all CPFF TOs and CLINs; if proposed fixed fee is different between TO 0001 and TO 0002, then the higher proposed fixed fee percentage will serve as the contract’s maximum fee authorized for all CPFF TOs and CLINs and included in this portion of Section B of the awarded IDIQ contract.

The proposed fee shall not exceed statutory limitations imposed by 10 U.S.C. 2306(d), 41 U.S.C. 3905 and further defined in FAR 15.404-4(c)(4)(i)(c). After award, fee applied to subsequent TOs will be evaluated further to determine if the proposed fee is commensurate with the level of risk assumed in the TO effort.

B.4 FFP PROFIT CEILING

Profit percentage proposed in TRI-GSM Pricing Template (Attachment L6.1) will be considered the negotiated not-to-exceed ceiling profit percentage for any future FFP TO and/or CLIN. This percentage will be included in this portion of Section B of the awarded IDIQ contract.

Fee established for this contract IAW B.3 through B.4 above will be used as a basis of reasonableness for fee/profit proposed for any other contract types awarded (TOs or CLINs) under this contract.

B.5 COST/PRICE RESTRICTIONS

The Government will not reimburse the contractor for proposal preparation costs in response to this solicitation nor for future proposals prepared in response to future contract actions under this IDIQ contract.

B.5.1 OTHER DIRECT COSTS (ODCs)

Profit and/or fixed fee are not allowed on ODCs. ODCs shall be authorized by the Contracting Officer’s Representative (COR), in writing, prior to performance and travel will be paid IAW FAR 31.205-46 unless otherwise specified. Relocation expenses shall not be reimbursed as an ODC unless the Government directs existing contractor personnel to move due to changing Government requirements and/or in accordance with the

FAR.

For cost-reimbursable ODC estimates the contractor may be provided a Government estimate in future TO Request for Proposals for travel, materials, equipment, and OCONUS allowances (as defined by the Department of State guidelines) that are incidental to the services being performed. The cost of general-purpose items required for the conduct of the contractor’s normal business operations will not be considered an allowable ODC in the performance of this contract. These EXACT amounts include all markups and burdens allowed by the contract and shall not be adjusted based upon independent decisions regarding actual anticipated costs. Should there be additional ODCs related to labor necessary to execute to the contract requirements, these costs must be SEPARATELY identified and shall be included in the Offeror's total evaluated price proposal as "additional ODCs" in future task order proposals.

The proposed additional ODCs must be broken out in sufficient detail to identify the methodology and supporting documents employed to derive the proposed costs. Additional ODCs that are not proposed, or otherwise not adequately substantiated, will be considered unallowable costs and under no circumstance be reimbursed to the contractor on future task orders.

B.5.2 PROGRAM MANAGEMENT SUPPORT COSTS AND OTHER INDIRECT COSTS

Contract-level program management support costs shall be included within the fully-burdened labor category rates and encompass support for contract-level management, reporting requirements, and related travel and meeting attendance costs associated with the contractor's program management staff, as it relates to overall management of TRI-GSM. As a result, these program management support costs are allocated as an indirect expense and may not be charged directly to any task order. These “program management” support costs are differentiated from individual task order “Program Manager” and “Project Manager” support costs, which are billed as hourly labor rates against individual task orders for direct support to the effort performed under those task orders. This will result in direct billings at the task order level for labor hours in the “Program Manager” and “Project Manager” category, to specifically support program or project management for the task order.

Indirect costs shall consist of incurred costs identified with two or more cost objectives but not identified specifically with any final cost objective. These include, but are not limited to, costs such as fringe (bonuses), General and Administrative (G&A), overhead, and executive salaries (as described above).

2. Contract Title. Technologies Refreshment and Implementation (TRI)-Global Solutions Management (GSM)

3. Background. This acquisition is designed to provide the required technologies refreshment, implementation, integration, and transition to operations activities in support of existing and future Department of Defense (DoD) Information Network/ Defense Information System Network (DODIN/DISN) networking capabilities, under the direction of the Defense Information Systems Agency (DISA), for both DoD and non-DoD entities.

The DoD DODIN/DISN is an all-encompassing information and communication technology project of the DoD. It is the globally interconnected, end-to-end set of information capabilities, processes, and personnel needed to collect, process, store, disseminate, and manage information on-demand to joint warfighters, policymakers, and support personnel. Moreover, the DODIN/DISN enables the implementation of network-centric warfare doctrine. That doctrine provides an information advantage, enabled by information technology (IT), and creates a competitive warfighting advantage by networking well-informed, geographically dispersed forces.

The DODIN/DISN supports information superiority and provides capabilities to DoD, national security, and related intelligence community missions and functions (strategic, operational, tactical, and business) in both contingency and peacetime environments. It provides interfaces to coalition, allied, and non-DoD users and systems and capabilities from all connected operating locations, including bases, posts, camps, stations, facilities, mobile platforms, and deployed sites.

4. Objectives: TRI-GSM provides the support necessary to carry out the implementation and integration activities to support technologies refreshment, optimization, and expansion of customer capabilities for the DODIN/DISN and related services. The core telecommunications and IT services capabilities supported by the requirement enable the warfighter to meet operational needs by providing world-wide telecommunications, IT services, supporting natural disaster relief, and conducting humanitarian assistance in peace time crises, regional conflicts, and at the same time executing on-going strategic deterrence activities. In addition, a core objective for effective DISA-provided DODIN services management is to provide seamless and efficient processes for integrating all costs of services for TRI- GSM efforts to allow an accurate allocation of those costs to users, to support improved accuracy, and to promote a reduction in the costs of support services over time.

The Government seeks a forward-leaning, proactive approach to facilitate improvements in the delivery of services and reduction in costs. The following describes specific Government goals for this requirement:

Known Projects: Listed below are known DISA technology projects which the contractor can expect to be executed sometime in the duration of the period of performance (POP). This list is not exhaustive and DISA may modify any of these projects upon implementation. Each location may include one or more buildings. All Tech Refresh projects for a DISA location will be expected to be executed at the same time where feasible. In addition, the potential exists that one or more sites could be substituted with another location due to unforeseen changes in mission requirements and\or priorities.

(1) T&S: The Government is performing a Tech Refresh of its current T&S infrastructure. The DODIN T&S Tech Refresh efforts will upgrade the existing T&S infrastructure and bring it into conformance with the DoD Chief Information Office (CIO) recently mandated T&M System Capability.

(2) Multi-Protocol Label Switching (MPLS) Upgrade/Core Router Refresh: This project implements advanced MPLS and internet protocol (IP) routing technologies on the DISN IP core to align with Joint Information Environment (JIE) modernization initiatives and satisfy diversity requirements with dramatically increased capacity.

The MPLS equipment suite includes MPLS Provider Edge (PE) and Customer Edge (CE) routers, Encryption (Cisco M2/M6), DCN devices (2911 routers and 3560 switches) and ancillary equipment. Core Router Refresh will upgrade to 100 Gbps in CONUS and OCONUS.

(3) Next Generation Optical Upgrade: The Next Generation DISN Optical Transport project will Tech Refresh end of service life DISN Optical Transport System (OTS), with a 10 Gbps operational and 100 Gbps capable Packet- Optical Transport System, migrating to IP-based Ethernet infrastructure. The project provides a robust optical infrastructure in support of the DODIN Long Haul Core Network by facilitating the build out of a DoD Wide Area Network regional network design to provide 10 Gbps bandwidth ready and 100 Gbps capable, colorless, directionless, multi-degree reconfigurable optical add-drop multiplexer based technologies.

(4) Next Generation Access Transport: Combatant Commands (COCOM) sites will be migrated to Ethernet access, CONUS and OCONUS. The Network Access Consolidation Evolution Initiative will transition network access technologies (e.g., Synchronous Optical Networking (SONET)/Synchronous Digital Hierarchy (SDH)/Plesiochronous Digital Hierarchy (PDH)) at non-fiber DISN locations for special users or services that cannot readily transition to Ethernet or where dedicated transport is needed separate from the (IP Transport Provider Edge) IPT-PE provided MPLS services.

(5) Transmission Security (TRANSEC): The TRANSEC project will deploy 100 Gbps link encryptors compatible with network technology evolution across CONUS. TRANSEC encompasses the measures (security controls) that are applied to classified and sensitive unclassified information prior to transmission to prevent interception, disruption of reception, communications deception, and/or derivation of intelligence by analysis of transmission characteristics such as signal parameters or message externals. The project provides a modern security framework by replacing Time Division Multiplexing (TDM) based transmission security.

(6) SIPRNet Router Refresh (Extended Service Set (ESS), Advanced Crypto Capabilities (ACC) Compliance):

SIPRNet Router Refresh (SRR) continues the evolution of the SIPRNet to the ‘Secret IP Data Service’ into a unified communications infrastructure with Ethernet access and network encryption standardization/ consolidated to align with JIE initiatives, ACC and DOD CIO goals. The project will evolve the network from a legacy router Secret Aggregation routers to the Secret Joint-Provider Edge. The network will evolve to a dual router contractor platform with customers homed to each contractor router platform for increased survivability. The SRR will continue the crypto ACC transition and TDM elimination for circuits associated with affected end of life (EOL) routers.

(7) Universal Gateway: The Commercial Solutions for Classified (CSfC) Converged Gateway is a universal platform for transport integration services for all CSfC communications (voice, video and data) to all DODIN customers worldwide. This project will evolve legacy DoD Enterprise Classified Travel Kit-Gateway (DECTK) and DoD Mobility Classified Capability (DMCC-S) to latest CSfC standards. This capability will result in efficiencies and reduction of physical gateways, eliminates dependency on Type 1 encryption, and implements a gray network management enclave for DECTK and DMCC-S.

(8) Internet Access Point (IAP): This project will upgrade the IAPs in CONUS and OCONUS to 100G/10G to meet high global internet traffic demand.

(9) Domain Name Service G-Root and .MIL (and smil): This project will replace EOL components in the unclassified and classified network environments.

(10) Software Defined Networking (SDN): This project will provision the application of SDN to control both the IP layer and optical layer through a single user interface.

(11) DRSN: This technology will replace the EOL/end of service (EOS) Red Promina TDM transport network with an IP infrastructure.

(12) SIPRnet Access Migration: This project will modernize the SIPRNet by leveraging MPLS and updating cryptographic technologies to increase performance and reduce deployed equipment quantity.

(13) Tech Refresh Consolidated: This project will include a “site based” Tech Refresh plan where some or all components/projects for Tech Refresh listed in this section will refresh with a consolidated lifecycle approach per location rather than per project/technology. This will result in increased speed of service, consolidated site surveys, reduced travel, time savings and reduced mission impact to the site.

(14) Core Router Refresh \ Two Level Parallel Plane: DISA is working on the installation, activation, and upgrade of the core router two-level parallel plane, an evolution of the legacy router infrastructure to bring high-bandwidth service to mission owners on two independent routing planes. This effort during the next few years will concentrate on building a 100G two-level parallel architecture implementation as required to sustain the DISN.

Network infrastructure implementations will be completed in accordance with approved engineering documentation and implementation requests, as per PWS 6.3.

(15) Site Support/Last Half Mile: Site Support/Last half Mile support is required globally to specific DISN customers, Service Components or individual requestors in need of circuit/service completion assistance. Each Site Support requirement will generally have two endpoints requiring support. This activity may include supporting the development of the engineering solution and the installation of all equipment that is required to establish connectivity between network elements and the customer’s premise equipment. This work shall result in the hand-off of a complete, active, and operational service to customers requiring this type of implementation support.

6. Performance Requirements.

6.1 Task 1 – Management.

6.1.1 Subtask 1 - Reports and Controls.

Within a given task order, the Contractor shall provide, at a minimum, the following types of reporting controls:

(1) The Contractor shall provide a Technical Management Work Plan providing appropriate details of the work to be done to accomplish the task order objectives, to include staffing, schedules, logistics, security, and similar arrangements needed to enable, support, and execute the work of the tasks described in this TO.

(2) The Contractor shall prepare and present a Quarterly Program Review following a Contractor’s recommended process and presentation template.

(3) The Contractor shall prepare and present a Quarterly Fiscal Review whose content covers all invoice data for the period as well as issues identified from previous reviews.

(4) When required by the applicable task order, the Contractor shall prepare and provide an Invoice Supporting Data Spreadsheet whose content and design have been approved by the Government; the intent is to provide supplementary data for Government analysis that shows how the summary data presented in the formal invoice format were derived.

6.1.2 Subtask 2 - Cost Management and Reporting.

The Contractor shall maintain accurate records of the costs of services provided for each task order that will provide seamless and efficient processes for integrating all costs of services. The Contractor shall provide activity-based cost reports provided Quarterly within 30 days after the end of each Calendar Quarter with all costs accurately applied to cost drivers and cost elements for reportable systems.

6.1.3 Subtask 3 - Total Contractor Management of Technologies Refreshment and Implementation.

The effective sustainment and technology refresh effort of the DODIN/DISN requires the TRI-GSM contractor to provide a forward-leaning, proactive approach to facilitate improvements in delivery of services and reduction in costs. The following areas describe Government goals to be managed by the TRI-GSM contractor.

(1) Speed of Installation and Delivery DISA is looking for the contractor to be proactive in anticipating the next steps in the project lifecycle, prepare project elements i.e., Installation Bill of Material (IBOM), Engineering Plan, Site Survey, Authorized Service Interruptions (ASIs), ahead of the discrete request from Government, and maintain project momentum while waiting for government approvals.

(2) Effective/Efficient/Holistic site upgrades

Based on site information, the contractor should understand what needs the sites have for upgrades/Tech Refresh and evaluate what other needs there may be. DISA wants the contractor to evaluate a site for all the Tech Refresh/upgrade needs, provide DISA a list of what those needs are, and provide a clear lifecycle replacement strategy regardless of project or technology. This approach is considered a consolidated approach to help achieve a more consistent lifecycle refresh and/or insertion of technology. In addition, the Contractor shall analyze and report what upgrades are required or are coming due at sites to ensure consistency with the Government DISN Technical Evolution Plan (DTEP) and the DISN Technology Refresh Plan (TRP), which might be possible with a small expenditure of funding.

(3) Logistical Improvement DISA requests contractors provide suggestions to improve project timelines continuously that are often delayed by long lead-time parts and personnel and clearance issues.

(4) Proactive Customer Outreach DISA requests contractor suggestions on being more engaged with the sites to anticipate their tech refresh and upgrade needs with minimal impact to customer mission.

(5) Quicker Project Timelines Traditionally projects would reach a wait state through the project lifecycle where a government point of contact (POC) needs to grant permission to proceed to the next step, i.e., IBOM, ASI, Site Survey. DISA requests contractor suggestions to improve these delays or how the contractor could be more proactive and have the proper deliverables for the next phase prepared ahead of time as much as possible. Planning and surveys will be performed a year or more in advance.

(6) Flexible Manpower Management Manpower issues often delay projects. DISA requests the contractor recommend methods which would enable the contractor partner to be able to have available, at the time of need, the proper personnel with proper skills and access so a project is not delayed for personnel issues as well as just in time delivery of hardware and software.

(7) Reduction in Costs to DISA and endpoint customer DISA continues to support a dynamic and growing infrastructure as well as a growing list of customers. DISA is working to effectively support this growing list without having a linear increase in labor/FTEs to support the Tech Refresh and Implementation efforts.

(8) Management The contractor shall manage all project work, communications, quality, and overall customer expectations.

Additionally, the contractor shall analyze associated internal and external project processes to identify areas of possible improvement. The contractor shall Implement Information Technology Infrastructure Library (ITIL) best practices and methods to facilitate a client-focused deployment of IT and service solutions where feasible.

(9) Technologies Upgrade Studies and Reports The contractor shall conduct studies, analysis, and assessments of new or emerging technologies and shall provide documentation of results, findings, and recommendations.

6.2 Task 2 - Tech Refresh.

Execution of the DISN Tech Refresh Program includes the implementation of several technologies in the DISN in order to provide mission-critical voice, video, and data services in the CONUS, PAC, Europe (EUR)/AFRICOM and

SWA.

The Contractor shall deliver a complete, active, and operational service. This includes, at a minimum:

• Project management and project status reporting

• Technical reports and documentation

• Site surveys and site survey reports

• Engineering plans, implementation plans, Telecommunication Site Implementation Plans (TSIPs), “as installed” updates/changes to network diagrams (i.e., red line drawings)

• Site Preparation Engineering package

• Site Upgrade Cost Proposals, as applicable

• Implementation Project Plans

• Logistics

• Configuration management

• Circuit transitions

• Engineering site solutions (to include updating DISA’s network change control repository currently referred to as Network Configuration and Change Management-Replacement (NCCM-R))

• Engineering Change Request (ECR) initiation and tracking

• IBOM procurement and handling of all equipment/materials (Major Bill of Materials [MBOM] and IBOM) necessary for full operations (to include but not necessarily limited to computing/network equipment, computing center racks, network cabling, power cabling, power converters/rectifiers, patch panels, etc.)

• Pre-deployment configuration/staging of hardware to support DISN implementation projects

• Packaging and kitting of equipment, hardware, and materials in preparation for shipment

• Shipment of equipment, hardware, and materials from storage facility to the installation site in support of

DISN implementation projects/effort

• Return Materials Authorization (RMA) processing

• Preparation of documentation required for shipping actions and DoD/DISA equipment accountability

• Management of Controlled Cryptographic Items (CCI) hardware

• Configuration and testing of CCI hardware

• Day-to-day activities in support of the DISN COMSEC account

• Installation of all hardware (HW), software (SW) and materials (cables, connectors, etc.)

• Method of Procedures (MOP) generation

• System transitioning

• Tagging and labeling of lines and equipment

• Quality assurance and quality controls

• Coordination of ASI requests

• Compliance with all site change control requirements (e.g. the Navy’s Fleet Readiness Change Board)

• Testing and turn-up

• Legacy equipment decommissioning and removal of hazardous material mitigation

• End-to-end circuit cut-over/migration

• End-to-end testing and turn-up

• Status Reports of ongoing site preparation, site upgrade, and implementation activities

• Completion Reports

• Coordination of site visits and site access authorizations

• Compliance with all DoD/DISA/site security requirements

• Participation in DoD/DISA control board and change management processes and travel.

The DISN Tech Refresh Program consists of several distinct technology projects, each with its own distinct activities and expected outcomes. In addition, the tech refresh program requires flexibility as new technology insertion or upgrades may be required to ensure DISA utilizes and maintains the best technology to meet the computing requirements of the agency and its customers. To execute the requirements, the contractor shall require access to classified information at the Top Secret (TS) and Top Secret/Sensitive Compartmented Information (TS/SCI) through Joint Worldwide Intelligence Communications System (JWICS) and Secret information through SIPRNet for some projects.

6.3 Task 3 - Implementation Activities.

The government requires innovative solutions for implementations. The Contractor shall perform the planning, scheduling, coordination, management control, reporting, and communications necessary to successfully execute this requirement. The contractor shall also provide the personnel to perform implementation work, which generally involves the following functions for successful execution: site-level engineering, logistics support for all equipment/materials, installation, de-installation, configuration management, and transition. The contractor shall perform implementation work in both classified and unclassified environments. All hardware/software (HW/SW) supplied to DISA shall be on the Approved Products List (APL), per DOD Instruction (DODI) 8100.04. Support required includes the following:

• Project/Program planning and coordination

• Pre-implementation analysis/engineering and design support (evaluation, interpretation, and consolidation of GFI into implementation request (IR) document)

• Documentation Management and Data Development, delivery and entry and information sharing support

• Site Surveys/Telecommunication Site Implementation Plans (TSIPs)/IBOM identification and procurement

• Site Preparation Activities (HVAC, Space, Power shortfalls and recommendations; Site Concurrence Letter (SCL) Draft updates/revisions)

• Hardware/software installation and/or De-installation and Disposal requirements

• Site wiring implementation, inspection/testing, and removal

• Circuit end-to-end activation coordination and cutover management for transition action

• Site implementation testing and checkout and Implementation Completion Reports

6.3.1 Subtask 1 - DISN Sustainment/Optimization.

DODIN Optimization, Sustainment, and Site Support tasks provide installation of DODIN growth and sustainment requirements. The DODIN must remain in concert with evolving technology and dynamic interoperability concerns.

The achievement of this objective requires the timely and accurate execution of various implementation activities including device installations, device upgrades and replacements, card insertions and replacements, and circuit upgrades. These actions must be completed on a global scale and will be specified by action type and quantity. The contractor shall perform the activities listed above in Paragraph 6.3 to support this task.

6.3.2 Subtask 2 - Customer Implementation Projects.

The DODIN Customer Implementation Projects Support task will provide critical implementation functions required to execute the DODIN Release and Deployment process. The primary objective of this task order is the provision of support to perform the installation, configuration, upgrade, relocation, and removal of equipment to fulfill DODIN customer requirements. Support required includes, the activities listed above in Paragraph 6.3.

6.3.3 Subtask 3 - Last Mile Connections.

This project shall also include the installation support for customer circuits required to establish connectivity from Location A to Location Z (Site Support or “Last Half Mile” work). This task requires the timely and accurate execution of various implementation activities which must be completed on a global scale and include, the following: pre-implementation analysis, implementation engineering, implementation planning, site preparation requirement documentation, material procurement, hardware installation, complete node installations, equipment upgrades/reconfiguration, card installation, circuit installation, circuit migrations, and site preparation.

6.3.4 Subtask 4 - Integration Engineering.

a. Within a given task order, the contractor shall ensure seamless and efficient transition of all implementation, transition and release, and deployment management services to GSM-O/GSM-O II or other Government activities for long term operations and network maintenance.

b. The Contractor shall perform integration testing with Government-designated contractors to support timely Government commissioning that meets customer requirements, (new networks/services, new sites, upgraded equipment, technical refresh, transitioned contracts, and transitioned networks).

6.3.5 Subtask 5 - Implementation Synchronization –Implementation Coordination and Control Center (ICCC) The intent of the ICCC (I Triple C) is to be DISA’s single point of contact for all implementation activities within IE. The ICCC will coordinate all implementation activities (i.e. installations, circuit actions, de-installations, etc.), maintain a current status of those activities, identify and respond to issues and answer implementation questions.

The labor to support this function must reside at one location with NIPRNet/SIPRNet access. The overall roles and responsibilities of the ICCC include:

• Coordinate all ASI and non-ASI implementation activities with DISA Global Operation Command

(DGOC) personnel

• Coordinate and schedule all Infrastructure Executive (IE) Directorate implementation activities with the node sites, installation vendors, and government installation teams

• Group activities to minimize site visits and achieve travel economies.

• Maintain current status of all NS implementation activities

• Support the coordination and scheduling of logistical needs with the DISA Logistics Support vendor

• Forecast a 90-day schedule of implementation activities•

• Plan for and obtain approval for necessary travel in accordance with the overall GSM contract

• Coordinate with the site POC to ensure receipt, acceptance, temporary storage, and securing of shipped as sets

• Coordinate with DoDIN support organizations (DISA, service contractors, Services and Agencies) at the direction of DISA

• Review, analyze, and become technically astute on the DISA implementation process and associated documents (TSIP, MBOM listing, IBOM listing, Telecommunications Service Request (TSR)), Telecommunications Service Order (TSO), Telecommunications Request (TR), for asset deployment and receipt in support of the DoDIN

• Coordinate and confirm and/or schedule logistics functions

• Validate all pertinent information on documentation. Identify and solve problems that might prevent missed logistics target dates

• Support the coordination of logistics data in preparation for adding new hardware to maintenance

• Contact necessary parties (user, supporting installation infrastructure technical personnel, site support team, commercial transport vendors, network operations/management centers, DoDIN transport managers/engineers) to ensure service delivery needs are met on schedule

• Coordinate and lead in the resolution of all issues adversely affecting service delivery support

• Advise the Government when unavoidable delays are experienced that could potentially affect service delivery support

• Collect and maintain data, performance statistics, and an audit trail for use in maintaining general management visibility of performance, identifying trends, and recurring exceptions that will provide the basis for review and adaptation of existing processes and procedures

• Communicate, coordinate, and exchange information with a variety of internal and external Government organizations in the performance of this task. The contractor shall also communicate and cooperate with other contractors supporting the DoDIN. The contractor shall only exchange information with Government organizations and contractors on a need-to-know basis. The Contractor shall sign and abide by the contractor Non-Disclosure Agreement

• Support information sharing of all applicable coordination detail through SharePoint (or other government collaboration tool). This support shall include but is not limited to the following: tool refinement, development, redevelopment, administration, organization, access management, recommending changes or updates, participating in training, provide user training, provide configuration control, compliance control, and support audits. This support shall enable the capability to receive, archive, log and track government provided implementation requirements, and associated artifacts including TSOs, IRs, SSRs, TSIPs, TRs, Completion Reports, In Bound Orders, shipping reports and SCLs, and status updates from information shareholders (such as other government activities and implementation contractor organizations). This capability is currently provided using Government owned SharePoint Based product known as Implementation Information Exchange (IIEX).

The ICCC will be working with sensitive and classified data. The work facility will be required to be classified at a minimum of SECRET. Classified and non-classified computers and phones will be required for normal day-to-day operations.

6.4 Task 4 - Government Infrastructure Request Fulfillment Support.

New or modified DODIN infrastructure, the contractor shall provide order processing and request fulfillment (formerly referred to as 'provisioning') in support of DISN design changes, capacity changes, technology refresh/update, and/or designated DISN projects; to include the full range of tasks and activities to include the development of a telecommunications requirements, processing the service order, and tracking the order to completion. These activities include the following:

(1) Documenting and Validating - Support telecommunications managers' ability to track implementation status orders to completion; perform requirements validation; and coordinate with all concerned parties.

(2) Request Processing - Document requirements, solutions, and cost estimate to enable the creation of a Telecommunication Service Request (TSR).

(3) Telecommunications Service Order (TSO) Creation - Complete the TSO with all-necessary installation planning.

(4) Request Fulfillment - Execute an approved TSO to include all installation materials and equipment. TSO request fulfillment includes installation and activation support, test, and Government/Customer acceptance of service

6.5 Task 5 - DODIN Logistics Support.

a. The DODIN Logistics Support task will provide critical logistical support required to execute the DODIN Release and Deployment Process in support of the DISA mission. The primary objective of this task order is the provision of support to manage all logistical operations associated with the receipt, storage, testing, asset management, staging, shipping, IT service support, and administration to deploy information technology in support of prescribed DISA global efforts and operations.

b. The DODIN Logistics Support requirement is dedicated to providing all necessary logistics activities to support global DODIN implementation efforts. These efforts include, technology refresh, sustainment, upgrade, maintenance, optimization, and customer-funded projects. The supporting logistics activities include receipt, storage, testing, asset management, staging, shipping, IT service support, and administration. Assets include:

infrastructure resources, network devices, and sensitive Communications Security (COMSEC) materials, and related miscellaneous components, equipment, and supplies. The DODIN Logistics Support requirements of these activities include all applicable management, coordination, cooperation, communication, movement, oversight, and reporting to ensure proper execution of said logistics activities. As directed by the Government, the DODIN Logistics Support requirements further extend to any necessary collaboration with DODIN support organizations to include all DISA functions, service contractors, and DoD Services and Agencies. This will require integration across the spectrum of operations to include all directed integration with existing or to-be established command, control, and communications (C3) systems, policies, and procedures. Support under this requirement will include the following:

• Project/Program planning and coordination

• Logistics operations metrics documentation and reporting

• Receipt of equipment, hardware, and materials from various vendors

• Storage of equipment, hardware, and materials to support DODIN implementation projects/efforts

• Management of accountable hardware assets

• Provision and maintenance of warehouse management/inventory control information system

• Tracking of warranty information for all COMSEC equipment

• Power testing of newly purchased and field returned hardware assets

• Procurement of incidental materials

• Pre-deployment configuration/staging of hardware to support DODIN implementation projects

• Packaging and kitting of equipment, hardware, and materials in preparation for shipment

• Shipment of equipment, hardware, and materials from storage facility to the installation site in support of DODIN implementation projects/effort

• Preparation of documentation required for shipping actions and DoD/DISA equipment accountability

• Management of Controlled Cryptographic Items (CCI) hardware

• Configuration and testing of CCI hardware

• Day-to-day activities in support of the DODIN COMSEC Account

6.6 Task 6 - TRI-GSM Contingency/Emergency Response Support.

In addition to the support provided by the GSM-O/GSM-O II contract, the contractor shall provide transition, implementation, integration engineering, and logistics management activities under contingency and emergency condition as directed by the Government. This support will be required to support DISA-provided networks and infrastructure on a global basis.

The specific -GSM support, including work performance, constraints and deliverables, will be outlined within the applicable task orders.

7. Performance Standards.

Performance Standards will be identified at the TO level. Routine inspections by the Government will be performed with or without notice. Each TO will cite the specific Performance Standards or Acceptable Levels of Performance ALP(s) that apply to the requirements of that TO. If a given ALP is used to assess performance in more than one TO, as documented in the Quality Assurance Surveillance Plan (QASP) for each TO, the ALP shall be used in each such TO to assess the performance of that TO separately, without regard of or effect on the performance and assessment of any other TO.

8. Incentives. The identification of incentives (both positive and negative), if any, will be addressed in at the TO level and may vary.

9. Place of Performance.

Specific work location will be determined at the TO level. Work may be performed onsite at DISA HQs Ft. Meade, MD, within the Washington DC National Capital Region, CONUS Government facilities, OCONUS Government facilities (to include hazardous duty locations), at the contractor’s facility, sub-contractor facility, supplier, or other designated locations. Some tasks may be required to be performed after normal business hours (e.g. nights and weekends to reduce mission impact to the customer.

Local and Long Distance Travel - Travel in and around the primary place of performance may be required throughout the PoP. Additional travel within CONUS, OCONUS, PAC, or SWA may be required to support the requirements of this PWS.

Status of Forces Agreement (SOFA) and Technical Expert Status Accreditation (TESA) - The contractor, in conjunction with Government assistance, shall be able to properly clear contractors for SOFA and TESA requirements. These requirements will be specified at the TO level.

Tech Refresh activities will take place at DODIN locations throughout CONUS, PAC, SWA, and OCONUS.

Alternate Place of Performance - Contingency Only. As determined by the Contracting Officer’s Representative (COR), contractor employees may be required to work at an alternate place of performance (e.g., home, the contractor's facility, or another approved activity within the local travel area) in cases of unforeseen conditions or contingencies (e.g., pandemic conditions, exercises, government closure due to inclement weather, etc.).

Additionally, the contractor may be required to account for the whereabouts of their personnel should this information be requested by the COR. Non-emergency/non-essential contractors should not report to a closed government facility.

Contractor shall prepare all deliverables and other contract documentation utilizing contractor resources. To the extent possible, the contractor shall use best efforts to provide the same level of support as stated in the PWS.
