SOURCES SOUGHT ANNOUNCEMENT
The Defense Information Systems Agency (DISA) is seeking sources for Product Manager Warfighter Information Network Tactical (PM WIN-T) Technical Management Division (TMD) support for software maintenance and services for Joint Network Emulator (JNE).

INTRODUCTION:
This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services.
The DITCO/Scott Non-DISA Services and Mission Support Section (PL8312) is seeking information for potential sources for PM WIN-T TMD representing the Army multi-tier tactical networking architecture at an operational scale. The specific area of focus is to use and expand the interfaces and model libraries available in the JNE. PM WIN-T TMD is currently using the Joint Network Emulator (JNE) to represent mid and lower tier tactical networks such as those supported by Wideband Networking Waveform, Soldier Radio Waveform, Long-term Evolution, and Blueforce Tracker (WNW, SRW, LTE, and BFT) in the testbed. JNE is a scalable Live, Virtual and Constructive (LVC) modeling capability that supports the integration of high-fidelity simulation models of the physical environment and network protocols to directly host operational software, network services and live radios for selected tactical waveforms and networks. JNE supports the real-time emulation of large communication networks that comprise current and future force communication devices, including, but not limited to: the Wideband Network Waveform (WNW), the Soldier Radio Waveform (SRW), the Warfighter Information Network-Tactical (WIN-T), Link-16, the Single Channel Ground and Airborne Radio System (SINCGARS), Enhanced Position Location and Reporting System (EPLRS), Internet Controller (INC), Multi-User Objective System (MUOS), Tactical Targeting Network Technology (TTNT), Multifunctional Information Distribution System (MIDS) and related systems. In addition, JNE provides a comprehensive set of cyber- attack and network defense models at various layers of the protocol stack, as well as the ability to simulate an LVC network under attack and to operate with live systems in the loop.

Joint Network Emulator (JNE) Engineering support for Product Manager Warfighter Information Network-Tactical Increment 3 (PdM WIN-T Inc 3). The development of the Network Operations (NetOps) software to meet the Army's Network Convergence goals. NetOps provides the monitoring, control and planning tools to ensure management of the voice, data and internet transport networks.
Period of Performance is June 29, 2017 – June 28, 2018
The work is performed at 6010 Frankford St., Aberdeen Proving Ground, Maryland 21005 as well as the contractor’s facilities.
REQUIRED CAPABILITIES:
a. PM WIN-T TMD requires enhancements to existing waveform models that must ensure that the JNE components can continue to execute in real-time, exploiting parallel computing resources as needed.
b. PM WIN-T TMD requires support for extending the JNE to new models for additional radios and networking devices that may potentially interface with tactical communication systems. These include: tactical radio technologies; test and instrumentation networking technologies; enterprise
IT networking to include wired, wireless, and cellular communication technologies relevant to the DoD, as well as cyber physical system (CPS) components.
c. PM WIN-T TMD requires services in support of extending the JNE cyber threat models to include models for emerging cyber threats and defensive countermeasures to mitigate their effects. The models must be capable of operating in constructive as well as LVC contexts.
d. PM WIN-T TMD requires support for maintenance and enhancement of the JNE interfaces to include interfaces to network management and network monitoring software. The JNE currently has interfaces to multiple network management software programs, including: the Simple Network Management Protocol (SNMP); the Joint Enterprise Network Manager (JENM); and network monitoring software such as Ethereal and Wireshark. Enhancements to the existing interfaces will likely be necessary. Interfaces will also need to be extended to include new network management software
e. PM WIN-T TMD requires support of enhancement of JNE interfaces to include hardware devices like routers and radios, battle command applications like Global Command and Control System, Distributed Common Ground System, as well as force-on-force simulation environments like One Semi Automated Force (ONESAF), and related middleware. The JNE has interfaces to certain battle command applications, including Force XXI Battle Command Brigade and Below (FBCB2), Chat, File Transfer Protocol, streaming video and VoIP.
f. PM WIN-T TMD requires support for execution of communication models at the brigade, division, and theatre levels. Such models may easily include many thousands of communication devices. In addition, given the presence of ground and air assets, the models may require the computation of signal propagation in environments that include rural or urban terrain, platforms moving at different speeds (to include walking, ground vehicle, and air vehicle speeds), as well as environmental factors like weather, foliage, etc.
g. PM WIN-T TMD requires support for network modeling and simulation that include: scenario development; analysis and integration activities using the JNE to interface with fielded applications and systems (including network management software, battle management applications, electronic surveillance systems and meteorological and oceanographic systems);
Semi-Automated Force Representations (SAFs); and data collection by various DoD organizations, including U.S. Army Test & Evaluation Command, Army PEO C3T, and other services in the DoD
h. PM WIN-T TMD requires support for the integration and interfacing of scenarios in JNE with larger system level hardware in the loop & software in the loop environment at customer facilities to include PM WIN-T Inc3 facilities. The contractor shall also provide onsite support during the runs in support of customer presentations, reports, experimentations, and tests. The contractor shall provide improved functionality, stability, and reliability of the JNE software based on the results of these runs.
i. PM WIN-T TMD requires support of Verification, Validation & Accreditation (VV&A) activities. VV&A is an important prerequisite for the use of JNE in analysis, experimentation, training and test events. Support for VV&A efforts includes but is not limited to providing Model Life Cycle Design Documentation. This documentation shall describe the intended use, requirements, conceptual model, detailed design, configuration management, implementation and testing for the models and/or interface components developed or enhanced as part of this Performance Work Statement.
j. PM WIN-T TMD requires training and support services to potential users of the JNE capability from government, academia and the contractor community.
k. PM WIN-T TMD requires support for the enhancement of existing model configuration, data collection, analysis, and instrumentation and visualization capabilities of JNE. The JNE must support a database for detailed collection of statistical data about the emulated network when executed in a purely constructive environment as well as for real-time collection of data and control statistics when used in an LVC environment.
l. PM WIN-T TMD requires installation support as required. These services may include installation in labs and DoD facilities, integration of JNE with live systems and networks and/or lifecycle management support. Contractor key personnel shall provide engineering and troubleshooting support either via phone or onsite assistance as required by the Government.
m. PM WIN-T TMD requires configuration control over software products using software tools available at customer facilities including PM WIN-T TMD facilities at Aberdeen Proving Ground
(APG).
SPECIAL REQUIREMENTS
Contractors must have SECRET clearance.
Contractor facilities must be cleared for SECRET.
SOURCES SOUGHT:
The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541512, with the corresponding size standard of $27.5M. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code.
To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.
In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.
Responses must demonstrate the company’s ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).

3) Type of Small Business;
4) Cage Code;
5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. Interested businesses should submit a brief capabilities statement package (no more than five pages) demonstrating ability to perform the services listed in this Technical Description.
Proprietary information and trade secrets, if any, must be clearly marked on all materials.
All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned.
All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
